    Enforcement and Exemptions Administrator

    Description
     COORDINATION OF ENFORCEMENT UNIT ACTIVITIES

    • Schedule and facilitate the dates and venues of meetings
    • Develop the agenda of meetings
    • Preparation of meeting packages for discussion
    • Drafting of minutes for the meetings
    • Distribution of minutes to all members
    • Follow-up on further activities required by members
    • Coordination of inputs received from members

    ADMINISTRATION

    • Coordination of enforcement training
    • Perform any administrative function for Legal and Aviation Compliance as delegated by management

    MAINTAINING OF FILING SYSTEMS AND REPORTS FOR THE ENFORCEMENT UNIT

    • Appropriate filing of all incoming documents and information
    • Update and maintain Enforcement registers (electronic and manual) accordingly
    • Update and maintain the Enforcement filing system (electronic and manual) appropriately
    • Ordering of stationery for the filing system and the Enforcement Unit
    • Maintaining the stationery levels and distribute relevant stationery to members of the Enforcement Unit
    • Prepare monthly reports detailing all enforcement cases and decisions taken and their status of completion
    • Refer, track and report on cases for debt collection (unpaid fines after 60 days)
       

    COORDINATING DESIGNATION OF INSPECTORS

    • Receiving, copying and filing of all designated inspector documents
    • Update and maintain the designated inspector’s register
    • Dispatch inspector documents to relevant departments for implementation
    • Receiving, copying and filing of outgoing designated inspector documents
    • Update and maintain the outgoing register accordingly
    • Maintain the register of terminated authorised officers / inspectors and ensure safekeeping of the returned authorised officers’ cards and black books

    INTERNAL AND EXTERNAL LIAISON WITH STAKEHOLDERS

    • Liaise with internal clients and follow-up on requested information
    • Distribution of requested information to relevant enforcement specialist.
    • Ensure that all requested files are returned and filed accordingly
    • Liaise with outside stakeholders
    • Distribution and filing of received information appropriately

    EXEMPTIONS

    • Log incoming exemptions
    • Register and update exemptions in the Exemption register.
    • Keep records and evidence of all decisions for exemptions.
    • Coordinate the publication of exemptions as required on the CAA website

    Requirements
    Minimum Qualification:

    • Grade 12 and Administration or Secretarial Diploma

    Ideal Qualification:

    • Degree in Administration

    Experience:

    • 3 years Office Administration
    • Exposure to aviation operations would be advantageous

    Pilot FSTD

    PURPOSE OF THE JOB

    • The South African Civil Aviation Authority (SACAA) has an exciting opportunity in our Personnel Licensing department. We are looking for a talented individual with the relevant skills and experience who will:
    • Ensure the effective and correct administration of aviation training organisations in accordance with the South African Civil Aviation Regulations Part 141, ICAO Annex 1 and internal company policy and standards.
    • Certify flight simulator training devices (FSTDs) in compliance with the South African Civil Aviation Regulations Part 60.

    CATS AND CAR DEVELOPMENT

    • In co-operation with Manager: Licensing and Manager: Examinations; develop, implement, and review applicable Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards for the Civil Aviation Regulations 2011, Parts 60, 61, 62, 63, or 101 in compliance with the standards and recommended practices of ICAO Annex 1.

    PLANNING AND SURVEILLANCE

    • As an authorised officer of the SACAA, responsible for conducting audits on all Part 141 certificate holders, as per Master Surveillance Plan, to establish compliance to the regulations.
    • Conduct audits and inspections as per the Manual of Procedures.
    • Make relevant recommendations pertaining to safety management systems. 
    • Recommend enforcement measures.
    • Provide factual reports of audits and inspections conducted on the training organisations.
    • Monitor and follow up corrective action and the implementation and closure of the action within negotiated time scales.

    OPERATIONAL MANAGEMENT

    • Responsible for recommending the approval/denial/withdrawal of exemptions and special approvals.
    • Provide direct entry support to the legal system on enforcement issues.

    INDUSTRY LIAISON AND CLIENT SERVICE STANDARDS

    • Liaise with industry to record problem solving solutions and convey knowledge to the industry to allow for the improvement of standards.
    • Resolve each customer issue while abiding by regulations and internal policies.
    • To establish, monitor and maintain client/customer service standards in regard to aircrew examinations in line with international trends.

    Requirements
    Minimum Qualification:

    • A SA Air Force Flight Instructor rating / Flight Instructor rating issued under Part 61 or Part 62 of the Civil Aviation Regulations 2011
    •        500 hours' flight instructor training experience

    Ideal Qualification:

    • Hold or have held designated flight examiner privileges in terms of for the Civil Aviation Regulations 2011, Parts 61.
    • Project Management.
    • A sound knowledge of assessment methodology. 

    Experience:

    • Flight Instructor Rating: 500 hours flight instructor experience.

    Flight Operations Inspector

    Description
    To determine the operational level of safety that the prospective AOC holders can achieve and does in fact achieve in actual operations. Through evaluation (assess), monitor (conduct periodic and unannounced surveillance) of compliance to operations of an aircraft:

    • making recommendations regarding the issuance or amendment of the AOC and the associated operations specifications, and the operator's competence to continue to exercise the privileges of the certificate.
    • making recommendations concerning any special conditions that, considering the investigation, may need to be imposed.
    • informing the operator of any deficiencies needing rectification; and making recommendations concerning appropriate enforcement action.

    Site and Airline Inspections

    • Conduct routine inspections on station facility, apron, en-route operation, and base, etc
    • Carry out oversight or checks considered necessary at prescribed intervals as per the risk and performance-based orientation
    • Assess the effectiveness of the operator’s SMS and the level of resources allocated to it.
    • Conduct inspections or oversight in accordance with an established work programme and applicable standard procedures and instructions.
    • Investigate and report, as required, possible violations of the basic aviation law or related safety operating regulations and rules;
    • Continuously review the operator's pertinent documentation, staff, systems and governance frameworks
    • Advise the operator, in writing, of any significant deficiency, requesting a proposal for remedial action.
    • Conduct follow-up on inspection reports to ensure that appropriate action has been taken in a timely manner.
    • Submit reports on each inspection or investigation in the manner prescribed, and (capture the relevant information on the applicable database / administration system) complete and process the applicable inspection forms.
    • Keep appropriate CAA inspectorate staff informed on all aspects of the current operation and projected developments in the company including changes in executive personnel, in assigned responsibilities and in the operator's organization in general; and
    • Conduct qualification, approval and supervisory activities with respect to personnel proposed as designated examiners by an operator
    • (Facilitate the qualification, oversight and approval over the operator’s designated examiners.)
    • Proactively research, develop and propose the specific standards to be applied in the area of operator operations

    Communication and Safety Promotion

    • Project a satisfactory image of the SACAA to all stakeholders.
    • Provide industry feedback to the Authority.
    • Promote aviation safety by proposing improvements in operational requirements.

    Requirements

    • 1500 hours as a pilot or pilot-in-command of civil or military air transport aircraft with 2 – 4 Years
    • Grade 12 plus hold or have held an Airline Transport Pilot License (fixed wing)
