    Technical Program Advisor

    The Technical Program Advisor will: 

    • Support the MPDOE to institutionalize and harmonize the work of the G2G into all program areas in the Department working with the national DBE, provincial and education districts, and target schools’ structures. 
    • Help facilitate all training activities, ensure availability of training resources, and availability of all related materials at the focus schools.  
    • The Advisor will oversee the roll out activities by engaging substantially in the training, implementation, data collection and reporting.   
    • The Technical Program Advisor supports the MPDOE and serves as a key staff member responsible for collaborating and engaging with the DBE national office and provincial offices and other technical assistance providers to integrate their expertise, services, and available support. 
    • Lead the technical development and implementation including CSE teacher training, integration of monitoring and evaluation activities. 
    • Facilitate regular technical meetings with national, provincial and districts education structures review program implementation, and identify measures to overcome implementation bottlenecks and enhance quality of deliverables.  
    • Help ensure that daily operations of overall program implementation activities are on schedule and that reports, new plans are prepared with enough lead time to get the necessary approvals.  
    • Support the MPDOE and ensure high quality and timely submission of activity communications and reporting to DBE, DOE, Department of Health (DOH), USAID, and other stakeholders as required.  
    • The Technical Program Advisor is responsible for contributing significantly to the achievement of all the deliverables and milestones under the G2G support. 
    • ​Support schools in creating strong linkages to health services, by working closely with community health services, the integrated school health program teams, and PEPFAR implementing partners providing HIV prevention, care, and treatment services in support of learners.  
    • Demonstrates diplomacy and leadership to foster an atmosphere of teamwork, productivity, creativity, fairness, equity, and innovation, in support of national and provincial education departments’ commitment to diversity. 
    • Travels to the target districts and to the national level (Pretoria) to support and conduct implementation oversight and assessment at district level and school sites. 

    Requirements

    • A degree in public administration, education or social sciences is preferred 
    • At least 10 years' experience in education and administration of care and support programs within the education sector, including supporting teacher development and leading the development of student support programs to access health and social protection services. 
    • Familiarity with key policy stakeholders at national, provincial and district levels, including policy development processes in the South African education and health sectors  
    • Familiarity and working closely with provincial AIDS council structures and donor supported HIV programs in schools  
    • Excellent communication and interpersonal skills and ability to think on your feet   
    • ​Analytical thinking and attention to detail; ability to reconcile competing viewpoints and triangulate many data points  
    • Strong report writing and presentation skills in English  
    • Proficiency in Word (Microsoft Office and Google Suite advantageous) 
    • Strong work ethic and the ability to work well independently to advance deliverables and work products with limited supervision

    Senior Project Officer Southern Africa Health Programs (Team Lead)

    Position Responsibilities: 

    The Senior Project Officer Southern Africa Health Programs (Team Lead) will carry out the following activities: 

    • Develop and implement a strategy to assess and prioritize critical program and operations staffing needs for USAID’s South Africa and RHO Health Office(s). 
    • Leadership and overall management of Site Support including the management of a core team of highly skilled technical experts tasked with health facility level support, working with the USAID C & T team in identifying gaps and promoting best practices, across five District Support Partners (DSPs). 
    • Assist in defining project scope and priorities, involving all relevant stakeholders, and oversee the utilization and development of appropriate management and communication systems to provide rapid and effective support. 
    • Implement Panagora TSS’s technical assistance approach for assigned Health Offices and projects (based on needs and requests) to achieve USAID’s strategic priorities. This will be done by project managing long- and short-term staff as well as subcontractors located in the region and the US. 
    • Liaise with various stakeholders at all levels of local government, donors and implementing partners in the southern Africa region. 
    • Facilitate and support Panagora’s adaptation of effective approaches and activities for the RHO and USAID/Mozambique, leveraging our expertise in technical service delivery, strategic information, virtual learning, and program management.
    • Oversee recruitment to expand Panagora’s bench of global technical, program, and operations professionals with expertise across the Health portfolio, including the use of innovative and effective online/virtual and in-person (where appropriate) recruitment activities and events. 
    • Coordinate technical experts’ onboarding/offboarding and ongoing engagement and management, including leveraging their skills and expertise in other areas of work across TSS. 
    • Serve as the point of contact and supervisor for short- and long-term secondees to USAID; this includes coordination and management, approval of timesheets and other administrative functions, completing annual performance reviews, and other duties as assigned. 
    • Working closely with the Deputy Chief of Party: Technical and Operations, collaborate with all TSS tasks and team leads to leverage solutions and approaches implemented across the various tasks to rapidly implement those solutions in assigned projects, scaling up TSS activities in TSS project supported countries. 
    • Responsible for supporting quality implementation of day-to-day project activities, including budgeting and financial accountability, staffing, quarterly and annual work planning. 
    • Other activities as assigned, including potential to lead on Localization, Prevention, Care & Treatment, and other project areas based on needs. 

     

    Requirements

    Qualifications: 

    • Master’s Degree or MBA in program/project management, organizational development, public health, social science, or a related field. 
    • 6-8 years’ progressive responsible management experience. 
    • Experience with USAID/USG, local southern African government stakeholders and implementing partners. 
    • Demonstrated experience in developing excellent stakeholder relationships. 
    • Demonstrated experience working with long-term staff, consultants, and a multidisciplinary and multicultural team. 
    • Demonstrated experience managing complex field-based projects. 
    • Excellent interpersonal skills and ability to work with individuals from diverse professional backgrounds. 
    • Excellent communications, report writing, and presentation skills in the English language. 
    • Analytical thinker and high attention to detail.
