    Senior Manager: Supply Chain and Contracts Management

    Key Performance Areas will include but not limited to the following: 

    • Relationships developed and enhanced to optimally service business needs in accordance with W&RSETA strategic plan and taking cognisance of all stakeholder and legislative requirements 
    • Management advised on compliance related issues, guidance provide as per client request and in accordance with developed Standard Operational Procedures (SOPs) 
    • SCM strategies developed, compliant and supportive of NSDS and W&RSETA strategic business plan 
    • Strategy implementation monitored, measured, reported on, corrective actions recommended and implemented 
    • Senior Management advised regarding appropriate action steps to support strategy roll out and complying with PFMA 
    • Relevant policies, procedures and systems identified, developed or reviewed and implemented as required in accordance with legislation and best practice. 
    • Quality Management System (QMS) implemented, monitored and functioning optimally in department 
    • Supply Chain strategy implemented and aligned with W&RSETA strategy and legally compliant e.g., BEE requirements. 
    • Contracts are drafted in compliance to the best legal practice and principles in line with all other applicable legislation. 
    • Statutory reports compiled and submitted in accordance with legislative requirements, on time, complete and accurate 
    • Management reports compiled and submitted in accordance with business requirements 
    • Financial control measures developed, implement and monitored, corrective action taken to ensure audit compliance, adhering to good governance principles and the PFMA 
    • Oversee the effective running of the supply chain unit to ensure compliance and enhanced service delivery 
    • Oversee the effective running of the contracts management unit, ensuring that the legal contracts are vetted, aligned to the TOR, in compliance to laws and regulations
    • Provide support to the contract management process and give guidance where required 
    • Provide support to end-user departments to effectively manage their contracts and performance of the service providers 
    • Budget developed meets requirements in respect of strategic roll out and set in accordance with PFMA and other guiding legislation 
    • Monthly budget monitored, variances identified, reported and rectified as per W&RSETA financial guidelines 
    • Cost benefit analysis carried out and expenditure optimally structured 
    • Capacity building and information sharing initiatives implement and carried out against objectives and as per client requirements 
    • Team performance managed as per performance contracts and set targets 
    • Team developed and appropriately skilled to perform optimally 
    • Other departments engaged to adhere to relevant policies and procedures in the utilisation of support services to ensure good governance 
    • Keep up to date with latest job-related information by attending short courses, workshops, reading, visiting websites and engaging with peers to broaden knowledge 

    Minimum Qualifications and Experience 

    • Bachelor’s Degree in Supply Chain Management/Logistics Management/Financial Management. 
    • Honours Degree will be an added advantage 
    • Over 8 years experiences at a senior management level, developing and maintaining controls & policies in Supply Chain Management.

    Senior Regional Manager: Gauteng North, Limpopo & Mpumalanga

    Key Performance Areas will include but not limited to the following: 

    • Ensure effective and efficient end-to-end delivery and implementation of projects and programmes (learning programmes, bursary & placements, rural development, disability, SME, career guidance, special projects) in the GPN, LMP & MP region that will result in optimal W&RSETA performance 
    • Ensure the effective management, development, guidance, coaching, motivation, performance management and inspiration of the GPN, LMP & MP provincial teams ensuring performance against set individual, provincial and cluster targets 
    • Ensure optimal and effective stakeholder relationship management across the provinces and region to support delivery on the NSDP 
    • Ensure the effective and efficient conceptualization, implementation, execution, coordination and management of all projects and programmes in the GPN, LMP & MP region and on a provincial level 
    • Ensure adherence to W&RSETA policies, procedures, PFMA and relevant legislation 
    • Ensure effective and efficient contracting with stakeholders and the contract management of all contracts ‘end-to-end’, including the accurate capturing, maintenance, performance management and close-out on the system 
    • Continuously track, monitor and measure the provincial and regional results and performance against set standards and targets (‘the number’) in order to timeously implement viable solutions to maintain or exceed targets 
    • Provide formal, standard reporting and feedback ensuring accurate, up-to-date reflection of performance status for the region and provinces 
    • Ensure key inputs and support per province and cluster to inform the development of Operational SETA’s Sector Skills Plan, Strategic, Annual Performance and Provincial Operational Plans to ensure delivery on sector needs and requirements, whilst ensuring compliance with legislation. 
    • Ensure the effective utilization of research, up-to-date knowledge and intelligence to continuously support service delivery, programme and project implementation and improve GPN, LMP & MP performance 
    • Ensure a close working relationship between Operations, SPPE, Finance and Corporate Services to enable optimal SETA performance 
    • Ensure knowledge-sharing, documentation of information and a regional team that is informed and up-to-date with developments in the sector 
    • Support and enable a close working relationship between the different regions and provinces to ensure the continuous delivery on SETA’s performance targets 
    • Ensure that the synergy between the different divisions is utilized to continuously support SETA’s performance and delivery against set objectives

    Project Specialist: Western Cape

    Key Performance Areas will include but not limited to the following: 

    • Effective and efficient end-to-end delivery, execution, coordination, quality assurance and implementation of allocated projects and programmes ensuring all targets are met within the specified timelines and contract specifications 
    • Effective, end-to-end stakeholder relationship management in allocated jurisdiction ensuring stakeholders needs and requirements are met within the required skills framework and legislation 
    • Adherence to W&RSETA policies, procedures, PFMA and relevant legislation 
    • Effective and efficient contract management of all contracts ‘end-to-end’, including the accurate capturing, maintenance, performance management, payments, moderation and close-out on the system for all allocated contracts

    • Provide formal, standard reporting and feedback ensuring accurate, up-to-date reflection of project and programme performance 
    • Oversee the effective administration of all allocated projects and programmes that will result in sound audit trial 
    • Provide sound advice and proactive support to stakeholders in the development of skills for the Wholesale sector’s sustainable future needs 
    • Fully accountable for the Sector Liaisons Function in allocated area ensuring quality delivery within specified deadlines 
    • Liaise with the Quality Assurance Officer to ensure all quality assurance tasks are successfully implemented 
    • Responsible for Annexure 2 submissions and approvals 
    • Oversee site visits to stakeholders for learner verification and monitoring

    Project Administrator: Western Cape

    Key Performance Areas will include but not limited to the following:

    Administrator: Facilities

    Key Performance Areas will include but not limited to the following:

    Monitoring and Evaluation Administrator

    Key Performance Areas will include but not limited to the following: 

    • Execute sound administration and recording across Monitoring and Evaluation services, processes and procedures 
    • Liaising with other Business Units to ensure proactive communication regarding the 
    • Unit’s Validation and Reporting Schedule; 
    • Scheduling and organizing meetings; and 
    • Taking minutes and keeping records thereof 
    • Ensure that a well-organized, up-to-date filing system is implemented and maintained 
    • Establishing an effective Records Management System for the Unit and ensure that records are correctly labelled and timeously filed/uploaded in the Unit’s Records Management System. 
    • Maintaining the Unit’s File Plan by updating the File Plan with new documents; Retiring obsolete documents from the File Plan; and ensuring alignment between the File Plan and the Unit’s Records Management System. 
    • Render Administrative Support within the Unit 
    • Facilitate travel bookings for employees within the unit; 
    • Participate in the unit’s capacity building sessions 
    • Collate and file records pertaining to performance management records, leave records, stakeholder visit records etc. 
    • Handle and maintain stationery orders and ensure sufficient stock levels and controls are implemented to align with the budget 
    • Render administrative support pertaining to processing of RFPs and invoices. 
    • Provide records management support related to Performance Information 
    • Support the unit to continuously track, monitor and measure its performance against set performance targets by drawing unit specific reports and filing evidence to substantiate performance reported; 
    • Assist in ensuring the timeous availability of the Organizational Performance Report for circulation to all employees by drawing the report from the system as per Reporting Schedule; 
    • Assist with preparing documentation for Auditors and provide audit information (internal and external) as requested 
    • Collate information for audit queries 
    • Assist in ensuring accessibility and availability of the POE related to Performance Information Reports to management when required. 
    • Assist in maintaining the unit’s knowledge management system related to M&E and performance records ensuring that records are archived after audits have been completed. 
    • Handle, report and respond to stakeholder queries and complaints 
    • Assist the M&E Specialist with validation of Final Report and in preparation for internal and external Audits. 
    • Assist the M&E Unit with preparation of the validation process 
    • Assist M&E Unit in verification, validating performance information and compiling of quarterly and annual reports 
    • Conduct monthly verification of reported information to ensure quality and accuracy performance information by the M&E Unit 
    • Provide target owners with guidance on the validation process based on DHET validation guidelines and Technical Indicator Descriptors 
    • Assist the M&E Specialist in compiling periodic performance reports for MANCO, EXCOM and Board 
    • Ensure adherence to W&RSETA policies, procedures, PFMA and relevant legislation. 
    • Assist to continuously track, monitor and measure Monitoring and Evaluation performance against set standards and performance targets  

    Minimum Qualifications and Experience

    • Good understanding and interpretation of applicable legislation within the SCM environment in particular Public Financial Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework Act (PPPFA) and its most recent regulations as well as guidelines, notices and instruction notes issued by the relevant authorities from time to time 
    • Up-to-date knowledge and understanding of new developments and strategies in the procurement and SCM environment 
    • Computer literacy (MS Excel, MS Word)
