    Programme Assistant CAADP Implementation

    Required Skills and Competencies

    1. Knowledge and understanding of theories, concepts, and approaches relevant to the agricultural sector or related fields.
    2. Ability to perform multiple tasks and work with a wide range of individuals and institutions.
    3. Ability to work under minimal supervision; proactive, shows initiative, and exercises sound judgement.
    4. High level of accuracy, attention to detail, and thoroughness; able to observe and understand business processes and document them thoroughly and accurately.
    5. Excellent working knowledge of computer applications (MS Word, Excel, and PowerPoint).
    6. Excellent oral communication, writing, and editing skills; ability to maintain confidentiality at the highest level.
    7. Planning and organising: prioritises tasks, coordinates multiple activities, and meets deadlines.

    Education and Experience:

    1. A minimum of a High School Certificate and a College Diploma in General Administration, Developmental Studies, Office Administration, Management, or Social Sciences and related fields.
    2. Additionally, candidates must have a minimum of five (5) years of progressive administrative or project support experience, including at least two (2) years in a similar role in regional, international, or multinational organisations.
    3. Experience in an administrative support role within a partner-funded project environment.
    4. Experience providing project implementation support to large-scale continental development programmes and working with experts from diverse backgrounds.
    5. Experience working in a multicultural environment.

    Data Systems Officer

    Required Skills and Competencies

    • Application development: proficiency in one or more of JavaScript (React.js, Angular, or Vue.js), Python (Django, Flask), Node.js, or ASP.NET (C#).
    • Data: experience with SQL databases (PostgreSQL, MySQL, or MS SQL Server) and NoSQL databases (MongoDB).
    • Integration: familiarity with RESTful APIs, GraphQL, JSON, XML, and WebSockets.
    • Cloud & DevOps: knowledge of AWS (EC2, S3, RDS, API Gateway, Lambda), Microsoft Azure, or Google Cloud; and tools such as Docker, Kubernetes, and CI/CD pipelines (GitHub Actions, Jenkins).
    • Analytics & GIS: demonstrated experience in data visualisation (Power BI, Tableau, D3.js) and GIS technologies (ArcGIS, QGIS, GeoServer).
    • Security: knowledge of security best practices (OAuth2, JWT, ISO 27001, GDPR compliance).
    • Ways of working: strong skills in Agile/Scrum methodologies; version control (Git, GitHub, GitLab); and project management tools (Jira, Trello).
    • Excellent communication skills and the ability to work in a multicultural environment.
    • Familiarity with AU policies and reporting frameworks, particularly in the agricultural sector.

    Education and Experience:

    • Candidates must have a minimum of a Master’s Degree in Information Systems, software engineering, Computer Science, or related fields with two (2) years of relevant work experience within an international, regional or national organisation. 
    • A professional qualification such as COBIT® 5 Certificate, ITIL® Foundation Certificate, Project Management Professional (PMP) Certification, Expert Comptable, or equivalent is an added advantage.

    Or

    • Bachelor's degree in Computer Science,  Information Systems and software engineering or related fields, with four (4) years of relevant work experience within an international, regional or national organisation.
    • A professional qualification such as COBIT® 5 Certificate, ITIL® Foundation Certificate, Project Management Professionals Certificaiton(PMP) Expert Comptable or equivalent is an added advantage.
    • Experience in IT project management, web development, or digital platforms for data collection and reporting in an international organization, academia, or research is required.
    • Strong expertise in cloud computing, database management, and web-based applications.
    • Experience managing software development projects, preferably in an international or intergovernmental context.
    • Proficiency in data analytics, business intelligence tools, and web-GIS and remote sensing applications is a plus.
