    Finance Manager, USAID

    About the Position

    • Dexis is seeking an experienced Finance Manager to support an anticipated multi-year program in East Africa.
    • This position is contingent upon contract award.

    Responsibilities

    • Manage finance and accounting funds for program activities and contractor operation.
    • Supervise Finance Team of accountants.
    • Review, complete as needed, and coordinate supporting documentation for each transaction.
    • Work with Accountants to enter payments into QuickBooks Online on a daily basis, assuring that the correct account and description are entered.
    • Prepare in QuickBooks monthly bank reconciliations for each bank account.
    • Review and oversee the Petty Cash fund.
    • Maintain liquidity of funds in the field and regular financial reporting.
    • Provide pipelines to Chief of Party (COP) and adjust for exchange rate fluctuations (if needed) and availability of funds.
    • Assure that all USG and local regulations and processes are followed, and document any deviation to the stablished procedures with the relevant approval.
    • Coordinate with the Dexis HQ Finance team on financial matters.
    • Adjust for exchange rate fluctuations and availability of funds.
    • Other duties as assigned.

    Qualifications 

    • At least seven (7) years of relevant financial management experience, preferably within USAID or other international donor-funded programs.  
    • Proven knowledge of FAR, AIDAR, Foreign Affairs Manual (FAM), the Automated Directives System (ADS), and Department of State Standardized Regulations (DSSR). 
    • Demonstrated expertise in finance and accounting. 
    • Experience with accounting systems including QuickBooks. 
    • Ability to prioritize and manage a high-volume workload in a fast-paced work environment.   
    • Demonstrated leadership, versatility, and integrity.   
    • Displays creative problem solving in addressing and resolving emerging project needs.   
    • Excellent organizational, analytical, and written and oral communication skills. 
    • Proficiency in MS Word, Excel, and other basic computer applications.  
    • Proficiency in English.
    • Prior experience working in East Africa highly preferred.

    Chief of Party, USAID

    About the Position

    • Dexis is seeking an experienced Chief of Party (COP) to lead an anticipated multi-year program in East Africa.
    • This position is contingent upon contract award.

    Responsibilities

    The Chief of Party is responsible for overall leadership and technical direction of the project and coordination with key counterparts, ensuring an integrated vision among different activities and stakeholders, with a focus on achieving the overall objective and deliverables defined in the scope of the contract.

    • Providing overall management and technical leadership.
    • Serving as lead supervisor of project personnel, short-term experts, subcontractors, and grantees to achieve project objectives in a timely manner.
    • Providing technical direction to the team within the scope of the contract.
    • Serving as Dexis’ point of contact for USAID, government institutions, other implementing partners, and other key stakeholders.
    • Managing the contract and being responsible for the overall technical and financial health of the project.
    • Leading the development and submission of project deliverables, such as reports, annual work plans, and other items as specified by the contract.
    • Overseeing monitoring and evaluation of activities, meeting targets, and adapting activities as needed to achieve program outcomes.
    • Ensuring the project adheres to USAID rules and regulations as well as Dexis’ policies and procedures.
    • Fostering a collaborative, team-oriented environment that actively solicits inputs from team members and provides opportunities for growth.

    Qualifications 

    • A bachelor's degree with 15 years of experience related to international development. 
    • Minimum of eight (8) years of relevant technical experience.
    • At least three (3) years of senior leadership and supervisory experience, previous experience as a USAID COP strongly preferred.
    • Previous successful representational experience with donors and all levels of host governments, civil society, and communities.
    • Proven experience in oversight of finance, procurement, and logistics functions.
    • Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively with a wide range of staff and stakeholders. 
    • Proficiency in English.
    • Prior experience working in East Africa highly preferred.

    Deputy Chief of Party, USAID

    About the Position

    • Dexis is seeking an experienced Deputy Chief of Party (DCOP) to lead an anticipated multi-year program in East Africa.
    • This position is contingent upon contract award.

    Responsibilities

    The Deputy Chief of Party is responsible for supporting the Chief of Party (COP) and serving as the secondary or alternate liaison with USAID. The DCOP will support the COP in all aspects of project management, will serve as Acting COP as needed, and will provide technical direction for activities under the project..

    • Serve as technical specialist related to the scope of the project and provide nuanced knowledge of the East African context.
    • Support the COP in developing and maintaining effective partnerships with counterparts, including a broad range of government institutions.
    • Coordinate with the technical and administrative teams to develop, implement, and modify annual work plans and detailed budgets.
    • Oversee and participate in the drafting of project deliverables, including annual plans/reports, quarterly reports, MEL plans, success stories, and additional deliverables.
    • Ensure compliance with USAID, USG, and company regulations.
    • Provide inputs into capacity development activities, including grants, recommending adaptations based on lessons learned. 
    • Identify successful practices and learning that can be showcased in publications, communication materials, and conferences with USAID and the broader development community. 
    • Serve as the Acting Chief of Party when so appointed.

    Qualifications 

    • A bachelor's degree with ten (10) years’ experience in the development field.
    • Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively with a wide range of staff and stakeholders. 
    • Experience working with senior government officials and building consensus among diverse actors.
    • Experience leading technical teams implementing complex activities in the desired sectors.  
    • Proficiency in English required.
    • Prior experience working in East Africa highly preferred.

    Monitoring, Evaluation, and Learning (MEL) Officer, USAID

    About the Position

    • Dexis is seeking an experienced Monitoring, Evaluation, and Learning (MEL) Officer to support an anticipated multi-year program in East Africa.
    • This position is contingent upon contract award.

    Responsibilities

    • Lead the design and implementation of the project’s monitoring and evaluation activities, including development of the Monitoring, Evaluation and Learning Plan; development and monitoring of project indicators; implementation of baseline, mid-term, and end line studies; oversight of data collection and analysis; quality assurance and routine data quality audits.
    • Develop and lead the implementation of the project’s learning agenda, designing and implementing mechanisms for continuous learning, collaboration, and adaptation.
    • Ensure MEL activities are in line with the USAID Evaluation Policy.
    • Contribute to development of work plans, progress reports, and papers summarizing project results and evidence.
    • Build capacity of staff, government counterparts, and grantees in program monitoring and evaluation, data collection, and data analysis.
    • Provide technical supervision for a subcontract conducting survey research and focus groups.
    • Participate in USAID activities for planning, reviewing, and strengthening MEL system, and adapt the project’s MEL system accordingly.
    • Work closely with all program staff on developing and learning from research activities, using facts and figures for communication, planning and reporting purposes, and continuously maintain project’s learning agenda.
    • Perform other duties as assigned.

    Qualifications 

    • Bachelor’s degree required.
    • At least seven (7) years of progressively responsible experience in monitoring and evaluation of internationally-funded projects; USAID experience strongly preferred.
    • A minimum of one (1) year of experience supervising staff and managing a team. 
    • Excellent command of Excel and other Microsoft Office programs.
    • Excellent analytical and writing skills.
    • Experience working in East Africa highly preferred.
