    Mobiliser (Public Participation)

    Description

    • Conduct community mapping and stakeholder identification exercises to support the planning and implementation of municipal programmes, projects and community development initiatives.
    • Mobilise communities, community structures, faith-based organisations, youth groups, women's organisations, traditional leadership structures and other stakeholders to participate in municipal programmes and public participation activities.
    • Facilitate community outreach programmes, awareness campaigns, roadshows, dialogues, workshops and information-sharing sessions on municipal services, programmes and developmental priorities.
    • Support the implementation of Integrated Development Plan (IDP), Budget, service delivery and other statutory public participation processes by ensuring broad community representation and involvement.
    • Build and maintain effective relationships with ward committees, community development workers, councillors, traditional leaders, civil society organisations and other community stakeholders.
    • Promote awareness and understanding of municipal programmes, policies, projects, rights, responsibilities and available services within communities.
    • Distribute information, education and communication (IEC) material and other municipal communication resources to communities and stakeholders.
    • Assist in conducting surveys, community needs assessments, customer satisfaction surveys and stakeholder research to improve municipal planning and service delivery.
    • Monitor community participation levels and provide recommendations to strengthen community involvement and stakeholder engagement.
    • Attend and participate in stakeholder meetings, community forums, ward meetings and municipal engagement platforms, and provide feedback on community issues and concerns.
    • Maintain stakeholder databases, attendance registers, community profiles and records of outreach activities and engagements.
    • Compile weekly, monthly and quarterly reports on mobilisation activities, stakeholder engagements, programme participation and community feedback.
    • Support municipal campaigns relating to service delivery, environmental management, public health, social development, disaster management, economic development and other strategic priorities of the Municipality.

    Description

    • Develop and implement public relations and stakeholder engagement programmes that promote a positive municipal image and strengthen stakeholder confidence.
    • Build and maintain effective relationships with communities, traditional leaders, government institutions, business sector stakeholders, civil society organisations, media and development partners.
    • Coordinate stakeholder engagement forums, public participation programmes, outreach initiatives and community awareness activities.

    Public Participation Officer

    Description

    • Coordinate and implement the Municipality’s Public Participation Strategy and associated programmes to promote meaningful community involvement in municipal decision-making processes.
    • Provide administrative, coordination and secretariat support to the Office of the Speaker in relation to public participation programmes, stakeholder engagements, public meetings and community outreach initiatives.
    • Facilitate communication and engagement between the Municipality, communities, ward committees, traditional leadership structures, government departments and other stakeholders.
    • Coordinate, support and monitor the establishment, functionality and effectiveness of Ward Committees in accordance with applicable legislation and municipal policies.
    • Prepare, consolidate and submit Ward Committee reports, activity reports and stakeholder engagement reports to the Office of the Speaker, Municipal Manager, Council and relevant government institutions.

    Accountant Expenditure

    Description

    • Coordinates and controls sequences associated with the verification and provision of information related to Expenditure transactions;
    • Analysing and approving expenditure recording processes referring to information detailed in supporting documentation and resolving deviations from procedures;

    Media Liason Officer

    Description

    • Develop and implement media relations plans and initiatives that support the Municipality's communication, marketing and stakeholder engagement objectives.
    • Establish and maintain professional relationships with journalists, editors, publishers, broadcasters, digital media practitioners and other media stakeholders.
