Description
Administration
- Filing of documents in the department.
- Document distribution and tracking.
- Attend to procurement of goods and services for LAC, including facilitating payments and managing accounts with creditors.

- To provide administration support to CARCom secretariat;

OVERALL PURPOSE OF THE JOB
- The Trainee will work under supervision to assist the Forensic Services Department minimise the impact of financial crime and misconduct through timeous high quality investigative interventions and ensure that SACAA’s assets and interests are protected including mitigating exposures and providing a first-class forensic investigatory service to stakeholders within the business
Forensic Pro-active Service
- Assist Identifying areas where fraud risk management may be of further assistance to management in the achievement of goals and objectives of the department.

Operational Function / Management

PURPOSE OF THE JOB
To determine the operational level of safety that the prospective AOC holders can achieve and does in fact achieve in actual operations. Through evaluation (assess), monitor (conduct periodic and unannounced surveillance) of compliance to operations of an aircraft:
- Making recommendations regarding the issuance or amendment of the AOC and the associated operations specifications, and the operator's competence to continue to exercise the privileges of the certificate.
- Making recommendations concerning any special conditions that, considering the investigation, may need to be imposed.
- Informing the operator of any deficiencies needing rectification; and
- Making recommendations concerning appropriate enforcement action.
SITE and AIRLINE INSPECTIONS
- Conduct follow-up on inspection reports to ensure that appropriate action has been taken in a timely manner;
- Submit reports on each inspection or investigation in the manner prescribed, and complete and process the applicable inspection forms;
- Investigate and report, as required, possible violations of the basic aviation law or related safety operating regulations and rules;
- Continuously review the operator's pertinent documentation (e.g. operations and training), company policies, operating instructions and information to staff and system of amendments to determine whether they are accurate and made available in a timely manner to persons requiring their use;
- Keep appropriate CAA inspectorate staff informed on all aspects of the current operation and projected developments in the company including changes in executive personnel, in assigned responsibilities and in the operator's organization in general;
- Conduct qualification, approval and supervisory activities with respect to personnel proposed as designated examiners by an operator; and
PROPOSALS and REVISION of STANDARDS
- Proactively research, develop, and propose the specific standards to be applied in the area of operators' operations.
COMMUNICATIONS and SAFETY PROMOTION
- Project a satisfactory image of the SACAA to all stakeholders.
- Provide industry feedback to the Authority.
- Promote Aviation safety by proposing improvements in operational requirements.

Oversight
- Prepare annual schedules for inspections of ATSUs
- Plan and conduct initial, renewal and surveillance inspections of air traffic service providers
- Conduct inspections, follow up on findings and propose enforcement when necessary.
- Regulate airspace activities including NASCOM Secretariat duties.

- Participate in international and regional meetings and provide feedback to SACAA
- Act as a champion for ATS in assigned projects or working groups.
General
- Perform any other duties for ANS Department as assigned by the Authority from time to time.
Technical Assistance
- Provide training and other assistance to other Aviation Infrastructure sections and SACAA divisions
- Provide training to other Inspectors, including from other aviation departments and regional entities
Requirements

- Grade 12 (with STEM subjects)

ICAO Compliance Monitoring
- Monitors and evaluates aeronautical meteorological information, products, facilities, and systems to ensure continuous compliance with safety standards.
- Continuously monitors and evaluates the capacity and capability of the Air Navigation Service Provider (ANSP) to meet use requirements and safety objectives.
- Monitors and evaluates the corrective action plans implemented by the ANSP to effectively resolve safety concerns.
- Monitors and evaluates the performance of aeronautical meteorological observing, communication, and remote sensing infrastructure networks.
- Monitors and evaluates the performance of weather observation and remote sensing systems, such as weather radars, lightning detection networks, automatic weather observing systems, and web cameras.
Strengthened Safety, Security and Environmental Safety Oversight System
- Conducts routine and occasional inspections of aeronautical meteorological information, products, and services.
- Conducts regular and ad-hoc inspections of procedures, processes, and policies related to the provision of aeronautical meteorological products and services.
- Conducts regular and ad-hoc inspections of the infrastructure, systems, and tools used to provide aeronautical meteorological information, products, and services.
- Oversee the implementation of a competency assessment program for aeronautical meteorological personnel.
- Assesses aeronautical meteorological personnel qualifications and competencies against the set standards.
- Generates inspection reports based on the results of inspections conducted according to the master oversight surveillance plan (MOSP).
