    Administrative and Human Resource Specialist for USAID Resilient Cities Limpopo Program

    Responsibilities:

    It is anticipated the Administrative and Human Resources Specialist will conduct the following tasks in addition to any other responsibilities assigned by the Deputy Chief of Party- Operations:

    • Manage Human Resource (HR) operations, ensuring compliance with HR rules and regulations.
    • Lead/coordinate the entire employment cycle, including the recruitment process, interview and vetting processes, onboarding, and orientation.
    • Partner with program staff to understand skills and requirements for targeting successful candidates; filter candidates to propose a pool of highly qualified applicants.
    • Lead the development of employee retention programs and embed diversity and inclusion into talent, learning, recruitment, engagement. Coordinate the performance evaluation process.
    • Developing employment agreements, manage local benefits enrollment, and ensure all inquiries and challenges employees face regarding their insurance are handled on time.
    • Coordinating staff training and establish staff development plans based on staff appraisals and evaluations.
    • Provide oversight on updating personnel files and other related HR documents, including employment agreements, amendments, timesheets, calendar holidays, and leaves.
    • Plan and track anticipated administration activities related to project office operations.
    • Arrange for and oversee the maintenance of office equipment and repairs for office space.
    • Provide support for submission of documents, tracking of correspondence, distribution of supplies and material for training activities to the project’s technical team.
    • Perform other reasonable duties as assigned by the Director of Operations.

    Minimum Qualifications Required:

    • University degree in Human Resources or another related field.
    • Minimum of 3 years’ experience in administrative and operational positions or 8 years in a relevant field, preferably with USAID and/or other donor funded programs.
    • Proficiency in Microsoft Office applications; experience with Salesforce desirable.
    • Excellent communication and teamwork skills with demonstrated experience working collaboratively in a multidisciplinary and multicultural environment.
    • Demonstrated leadership, integrity, and ability to work under pressure, meet tight deadlines, and coordinate across multiple countries.
    • Possession of a valid driver’s license desirable.
    • Fluency in English (written and oral). Fluency in Portuguese would be beneficial.
    • Current authorization to work in South Africa is required at the time of application.

    Monitoring, Evaluation, and Learning Manager for Resilient Cities Limpopo Program

    Responsibilities:

    It is anticipated the MEL Manager will conduct the following tasks in addition to any other responsibilities assigned by the Chief of Party:

    • Provide formal and informal training to staff, grantees, partners, and other relevant stakeholders on the project’s indicators, targeting, collection methods, MEL systems, policies, procedures, templates, and forms.
    • Assist the COP with client (USAID), stakeholder, and key decision-maker trainings and presentations on the project’s activities and results.
    • Ensure data from field-based activities, grantees, sub-contractors and secondary data are input into an established project database in a timely, effective and efficient process, and are accurate, correct and reliable.
    • Conduct on-site monitoring and routine spot checks of program activities collecting both qualitative and quantitative data.
    • As required, participate in client-directed data quality assessment (DQA) and preparation of report(s).
    • Verify program results with supporting documentation, photographs, and success stories (with direct quotes from program beneficiaries).
    • Ensure the timely and accurate input of program data into the program’s Management Information System (MIS).
    • Assist in the generation of reports, graphics, maps, and other visual tools/aids that support program activities and results.
    • Lead the team in internal Learning activities throughout the project life cycle.

    Minimum Qualifications Required:

    • Minimum bachelor’s degree in statistics, social sciences, international development or a related field required.
    • Minimum of 3 years’ experience in evaluation and/or social science research is required. Experience working in a similar position for a USAID contractor is preferred.
    • Must have proficiency in Microsoft Office applications.
    • Excellent communication and teamwork skills with demonstrated experience working collaboratively in a multidisciplinary and multicultural environment.
    • Detail oriented and well organized, ability to work under pressure, meet tight deadlines, and coordinate across multiple countries.
    • Possession of a valid driver’s license

    Information Technology Specialist for Resilient Cities Limpopo Program

    Responsibilities:

    It is anticipated that the Information Technology Specialist will conduct the following tasks:

    • Configure all project-funded computers in compliance with Home Office IT standards, prepare project computers with Windows Configuration Designer (WCD) package, joining computers to Azure AD for remote management.
    • Setup and configure project procured computers based on Tetra Tech user account furnished by HO IT.
    • Configure individual O365 Outlook clients per user account. Egnyte as well as desktop application per user, ensure Z:/drive is mapped.
    • Install software upgrades/patches, service packs, and other updates (Dell Command Update & Windows Updates).
    • Attend to printers and peripheral configuration and maintenance needs.
    • Configure project-issued smartphones using the Tt corporate standard instructions. The IT Specialist should configure and manage all project-issued smartphones before being distributed to the users.
    • Troubleshoot computer and network-related issues on-demand and escalate to the HO IT team as needed.
    • Support the HO IT teams in the configuration of all project-funded, internet-enabling networking devices in compliance with Home Office IT standards. Connect network device(s) to Public IP. Coordinate with HO to review wireless coverage within the office space and relocate access points in strategic positions.
    • IT Asset Management: Gather and Maintain the IT inventory sheet for IT equipment.
    • Assist the Operations Manager in ensuring IT project assets comply with OCIO standards and policies.
    • Assist the ARD HO IT Manager in ensuring IT project systems are compliant with the Tetra Tech standards and policies.
    • Monitor the project’s IT infrastructure to ensure continuous IT operation. The Field IT Specialist needs to ensure that all IT services are running at any given time. Internet, office network (both wired and wireless), copiers, and computers.

    Minimum Qualifications Required:

    • Minimum bachelor’s degree or equivalent in computer science or a related field.
    • At least five years of relevant work experience.
    • Excellent knowledge of Microsoft 365 setup and troubleshooting.
    • Excellent knowledge and experience working on Dell laptops (hardware and drivers).
    • Advanced knowledge in networking - routers, switches, and wireless access points, Azure, Active Directory, domain control, and user administration, SharePoint and Office 365 features is highly preferred.
    • Knowledge of using TeamViewer or similar remote desktop support software.
    • Effective interpersonal skills and relationship-building skills. Analytical and problem-solving abilities with keen attention to detail.
    • Self-motivated and directed with the ability to effectively prioritize and execute tasks in a high-pressure environment.
    • Experience working in a team-oriented, collaborative environment.
    • Strong customer-service orientation. Must be comfortable working in a fast-paced and sometimes intense work environment addressing issues within the service level agreement (SLA).
    • Any related IT certifications will be a plus.
    • Fluency in English (written and oral). Fluency in Portuguese would be beneficial.
    • Possession of Driver’s License desirable.
    • Current authorization to work in South Africa is required at the time of application.

    Administrative and Logistics Assistant for Resilient Cities Limpopo Program

    Responsibilities:

    It is anticipated the Administrative and Logistics Assistant will conduct the following tasks in addition to any other responsibilities assigned by the Deputy Chief of Party – Operations:

    • Assistance with the procurement of equipment, supplies, and services in compliance with USAID and Tetra Tech policies.
    • Assistance with project inventory control and tagging.
    • Ensures proper vehicle coordination and maintenance.
    • Coordinate logistics for all in-country travel and short-term international travelers, including for business trips, seminars, conferences, and meetings. Assists with travel logistics including booking flights, hotels and rentals as required
    • Assists in the coordination of logistics between the Home, South Africa, Mozambique and Botswana Offices.
    • Support the project team with correspondence, filing, document editing, and obtaining approval of administrative documents. 
    • Answers phones, relays messages, and welcomes guests.
    • Manages multiple calendars, including scheduling meetings and coordinating appointments for the HR/Office Manager
    • Supports the technical team with events management logistics, as needed.

    Minimum Qualifications Required:

    • Minimum bachelor’s degree in related field (relevant experience may substitute).
    • Minimum of 3 years’ experience in an equivalent position providing administrative support to a USAID-funded or other international donor-funded projects.
    • Demonstrated capacity to provide logistical and administrative support to donor-funded programs. Previous USAID experience strongly preferred.
    • Experience with Microsoft Office applications such as Excel, Word, PowerPoint, etc.
    • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
    • Ability to work individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.
    • Fluency in English (written and oral). Fluency in Portuguese would be beneficial.
    • Possession of driver’s license.
    • Current authorization to work in South Africa is required at the time of application.

    Procurement and Subcontracts Manager for USAID Resilient Cities Limpopo Program

    Responsibilities:

    It is anticipated the Procurement and Subcontracts Manager will conduct the following tasks in addition to any other responsibilities assigned by the Deputy Chief of Party – Operations:

    • Understand the Tetra Tech Local Procurement Manual and Local Subcontracting Handbook.
    • Direct and oversee all stages of procurement for goods and services, from initiating procurement actions to contracts closeouts.
    • Ensure that all purchases of goods, commercial services and subcontracting are carried out and compliant with USAID regulations (FAR, CFR, AIDAR, etc.) and Tetra Tech processes and procedures.
    • Maintain and train staff on updated program’s policies, procedures, and guidelines related to acquisitions.
    • Lead and/or oversee procurement processes including drafting/reviewing request for proposals and request for quotations, conducting bid analyses and evaluations, drafting Negotiation Memoranda, drafting subcontracts and services agreements and issuing Purchase Orders, and ensuring payments after goods or subcontract deliverables have been received to satisfaction.
    • Ensure procurement and subcontracting records are maintained in accordance with Tetra Tech systems.
    • Manage subcontracts and agreements, ensuring compliance with terms and conditions.

    Minimum Qualifications Required:

    • Minimum bachelor’s degree in relevant field such as business administration, public administration, finance or another related field.
    • Minimum of 3 years’ experience in finances or project management. Experience working in a similar position for a USAID contractor is highly preferred.
    • Experience in contracting for construction is a plus.
    • Proficiency in Microsoft Office applications; experience with Salesforce desirable.
    • Strong familiarity with USAID rules and regulations with regards to procurement and subcontracting management.
    • Excellent communication and teamwork skills with demonstrated experience working collaboratively in a multidisciplinary and multicultural environment.
    • Ability to work independently and as part of a team and exercise discretion with sensitive information.
    • Strong attention to detail and organizational skills.
    • Possession of a valid driver’s license desirable.
    • Fluency in English (written and oral). Fluency in Portuguese would be beneficial.
    • Current authorization to work in South Africa is required at the time of application.
