    CORPORATE SERVICES – LEGAL SERVICES

    SENIOR LEGAL ADVISOR

    TCOE SALARY COMMENCING: FROM R694 272 PER ANNUM

    REF NUMBER: CS 21/18

    Requirements:

    • LLB degree with admission as an Attorney or Advocate [passed bar exam]
    • At least 2 years’ minimum post-admission experience in a relevant legal environment
    • Proven drafting experience
    • Excellent command of the English language, both written and spoken
    • Working knowledge of legislation and case law relating to Constitutional and Administrative Law, Interpretation of Statutes and other areas of the South African law applicable to the public sector
    • Understanding of Council functions and systems
    • Computer literacy (Microsoft Office)
    • Valid Code B driver’s licence.

    Key Performance areas:

    • Ensuring compliance with the Local Government Municipal Systems Act, No 32 of 2000 (specifically section 62 of the Act)
    • Ensuring compliance with the Local Government Municipal Finance Management Act, No. 56 of 2003 and the Regulations (specifically regulations 49 and 50)
    • Liaising with internal and external stakeholders
    • Legal research and application of case law, legislation and policies
    • Preparation of draft decisions for the Appeal Authority
    • Maintaining proper records and information in respect of all matters
    • Protecting/promoting the legal interests of the City and safeguarding it against risk.

    ASSETS AND FACILITIES MANAGEMENT

    HOTTS, TENANCY MANAGEMENT & STAFF HOUSING

    SENIOR PROFESSIONAL OFFICER: STAFF HOUSING

    LOCATION: CIVIC CENTRE, CAPE TOWN

    TCOE: R694 272 – R 908 198 per annum

    REF NO: AFM 14/18

    Requirements:

    • A relevant Degree in the Built Environment or Project Management disciplines
    • 5 years’ relevant experience and project management experience
    • Demonstrate knowledge of Housing Rental Act and related Human Settlements regulations and policies
    • The proven ability to build and maintain relationships with diverse stakeholders,
    • A Valid Code EB Drivers Licence

    Key performance areas:

    • To develop and implement strategies for Staff Housing maintenance programmes and projects.
    • To oversee the procurement of all services for Staff Housing maintenance projects.
    • To manage the implementation of financial controls, procedures and provide information to support the financial planning sequences.
    • To manage and coordinate the implementation of the legal processes in respect of illegal activities, non-payment and unlawful occupation of Staff Housings.
    • To develop and maintain the Staff Housing Register.
    • Compliance to City of Cape Town and statutory policies, processes and procedures.
    • To interact with all role players to develop and maintain good working relationships with the Staff Housing business unit.
    • Directs developmental and project monitoring progress, trouble shooting, formulating solution and ensuring appropriate levels of communication internal and external.
    • Managing and controlling outcomes associated with utilization, productivity and performance of personnel within the Section.
    • To draft reports for statutory committees and keep statistical information for reporting purposes
    • To travel and attend after hour meetings when required
