SUMMARY OF REQUIREMENTS

• Bachelor’s Degree / Post graduate qualification in Accounting or Internal Auditing or Public Management or Public Administration or Law.
• Five (5) years managerial experience in Municipal Finance environment
• Relevant experience in Auditing, Risk Management, Law, Information Technology, General Management, or related fields.
• Membership of relevant professional bodies in Accounting, Auditing, Law, or Risk Management will be an added advantage.
• Applicants must demonstrate integrity, honesty, and a sound professional reputation.
• Strong analytical ability, sound judgment, objectivity, and effective communication skills.
• Broad management experience in the municipal environment will be an advantage.
• Sound knowledge and understanding of local government are essential.
• Previous experience serving on a local government audit committee will be an added advantage.

SUMMARY OF RESPONSIBILITIES

Advise the Municipal Council in terms of Section 166 of the Municipal Finance Management Act (Act 56 of 2003) and Section 14(4) (a) (i) to (iii) of the Municipal Planning and Performance Management Regulations of 2001 of the Municipal Systems Act (Act 32 of 2000).
Advise the municipal council, the political office-bearers. the accounting officer and the managements staff of the municipality, or the board of directors the accounting officer and the management staff of the municipal entity on matters relating to-
Internal financial control and internal audits;

• Risk management;
• Accounting policies;
• The adequacy, reliability and accuracy of financial reporting and information
• Performance management;
• Effective governance;
• Compliance with this Act, the annual Division of Revenue Act and any applicable legislation:
• Performance evaluation; and other applicable legislation:
• Any other issues referred to it by
• Review the annual financial statements to provide the council of the municipality with an authoritative and credible view of the financial position of the municipality its efficiency and effectiveness and its overall level of compliance with this Act, the annual Division of Revenue Act and any other applicable legislation
• Respond to the council on any issues raised by the Auditor-General in the audit report;
• Carry out such investigations into the financial affairs of the municipality as the council of the municipality may request.

TERMS OF OFFICE

REMUNERATION

• Members will be remunerated according to the tariffs approved by the National Treasury.
