    Learning and Career Development Manager

    Job description

    The purpose of this job is to design, develop and deliver people development and career management architecture and best practice solutions which will enable delivery of JSE objectives and also manage the EE function within the JSE.

    Qualification and Experience Required:

    • Bachelors degree in Human Resource or equivalent
    • 3 years’ experience as a HR / Learning and Development Manager with proven exposure to building academies and learning programmes such as graduate programme
    • People management skills

    Responsibilities:

    • Contribute to crafting of Talent Management business plan to ensure delivery of focus areas for the year in support of HR strategy.
    • Provide input into the formalisation of the annual Talent Budget Manage the allocated training budget of about R10m within agreed parameters by tracking on a monthly basis Support and act as advisor to HR, employees and line management on all people development solutions to enable business performance.
    • Build and maintain internal and external client relationships to meet business needs
    • Analyse requests, job and level requirements and engage with stakeholders to ensure a clear understanding of JSE, divisional, team, individual, generic and job specific development requirements
    • Develop and position L and D strategies to deliver on Transformation and JSE objectives
    • Design, develop and implement a People Development strategy for JSE to achieve business results aligned to JSE competency framework
    • Craft, review and ensure implementation of people and graduate development practices and policies aligned to strategy and levels of work methodology to deliver on JSE transformational and business objectives (Academies, Lenearships, Graduate programmes)
    • Design, develop and implement development programmes for leadership levels, graduates, mentorships and functional academies, career maps
    • Ensure management of the end to end training process to meet strategic objectives, stakeholder requirements and mitigate risks
    • Source and select external vendors to deliver on identified people development solutions
    • Define vendor Service Level Agreement and expectations and ensure compliance in line with our expectations
    • Ensure training analyses and feedback is obtained and scrutinised to ensure training objectives have been met and vendor quality is managed
    • Analyse L and D information to provide trends and information to HR team for use in their business areas
    • Review and authorise all training and sponsored education requests to ensure relevance, alignment to L and D strategy and within budget
    • Ensure correct recording and allocation of L and D expenses
    • Design and implement career management policy, practices and documents and communicate, educate on and monitor resulting processes and cycles
    • Compile and submit legislative report within set timelines such as Workplace Skills Plan Annual Training Report, FASSET grants, etc. to meet legislative requirements and obtain any due skills development refunds
    • Manage JSE Empowerment Fund (JEF) trust mandate updates and budgeting process
    • Manage and execute bursar selection and funding process in line with trust mandates
    • Manage graduate recruitment, placement and development
    • Provide input and support to Talent and HR team across the Integrated Talent Framework to deliver on initiatives and projects in support of the HR strategy
    • Maintain Job Family Frameworks in line with Organisation design practices
    • Profile any new or changed jobs on Job Family Frameworks following Job profiling methodology Build visibility and credibility of People Development and Career Management functions within JSE through communication, sharing, engaging and delivering
    • Assist line management and HRBPs with career management and leadership development
    • Ensure that and assist in the identification of internal talent pool at the Leadership level
    • Design, develop, implement and manage the Talent accelerator programme
    • Identify mentors across the cluster in accordance with the Talent needs
    • Enablement of protégées and mentors from a functional view
    • Market the coaching offering to HRBPs and Line management
    • Lead and provide solutions on building initiatives to improve readiness of Talent from within to ensure sustainability and commitment
    • Propose and drive Leadership development interventions to enable talent development and mobility at the relevant roles
    • Provide development consulting to determine leadership needs and monitor delivery
    • Implement measurement frameworks to report on development of the leadership across talent pools
    • Ensure implementation for a ready now bench-strength through targeted and accelerated leadership development Implement talent review to target Talent Programmes
    • Facilitate talent reviews and monitor the implementation of development actions with the HRBPs
    • Improve personal capability and professional growth relating to field of expertise, in line with JSE objectives by discussing development needs and proposed solutions with management
    • Participate in recruitment processes to ensure selection contributing to success of team
