    Assistant Director: Qualification Development

    ASSISTANT DIRECTOR: QUALIFICATIONS DEVELOPMENT X 3 (with specialisation in one of the fields specified below); 
    (Technical and Engineering field X 1) 
    (Services; Food and Beverage; Wholesale and Retail field X 1) 
    (Business Commerce and Management Studies; Health and Welfare; Education; Training and  Development field X1)

    Key functions: 

    • Evaluate and moderate applications and products of occupational qualifications, part-qualifications and skills programmes submitted by Quality Partner(s). 
    • Support Quality Partner(s) processes on development, realignment and review of occupational qualifications, part-qualifications, and skills programmes. 
    • Evaluate and moderate learnership applications received from Quality Partner(s). 
    • Manage SAQA feedback on occupational qualifications and part-qualifications received. 
    • Evaluate reports received from Quality Partner(s). 
    • Review meeting reports and outcomes of occupational qualifications, part-qualifications, and skills programmes to track development progress, facilitate actions as required. 
    • Verify and ensure sufficient stakeholder participation in qualifications development, realignment, and review processes. 
    • Contribute towards effective management of database on occupational qualifications, part-qualifications, skills programmes and learnership registration. 
    • Monitor, support and report on the occupational qualifications, part-qualifications, and skills programmes development processes. 
    • Engage with industry stakeholders to ensure there is adequate representation from the appropriate industries that can provide sufficient input into the development of occupational qualifications, part-qualifications, and skills programmes. 
    • Maintain strong stakeholder relationship with industry subject matter experts to clarify roles and create positive participation in the development of occupational qualifications, part-qualifications, and skills programmes. 
    • Engage with internal and external stakeholders on matters regarding the development of occupational qualifications, part-qualifications, and skills programmes. 
    • Participate in structures aimed at enhancing development of occupational qualifications, part-qualifications, and skills programmes. 
    • Contribute to the development and review of policies, guidelines and forms on QCTO mandate. 
    • Engage Quality Partner(s) on the implementation of approved SLA and other QCTO requirements relating to occupational qualifications, part-qualifications, and skills programmes. 
    • Quality assure input, process and outputs received in relation to qualifications domain work. 
    • Research, analyse and evaluate information to keep abreast with latest developments on occupational qualifications, part- qualifications and skills programmes. 
    • Provide necessary support to internal and external stakeholders to support implementation of policies, guidelines, and due procedures in the domain area. 
    • Operate within the policies, procedures, and prescripts of the QCTO. 
    • Participate in QCTO team activities and uphold QCTO values. 

    Requirements:

    • A minimum of recognised National Diploma / Occupational Diploma / Occupational Certificate/ Advanced Certificate / Advanced Occupational Certificate/ Bachelor’s Degree in a Technical or Engineering field (minimum NQF Level 6) registered on the South African National Qualifications Framework 
    • A minimum of six (6) years of work experience in a technical or engineering field of which three (3) years must be at a supervisory level position. 
    • Experience in qualifications and skills programmes development, realignment, or review 
    • Must have knowledge of Public Service and QCTO mandates and strategies, knowledge of the education system and pedagogy, Post school education framework, Relevant Government Framework Act, Skills Development Act, National Skills Development Plan 2030, QCTO business strategies and goals, QCTO business processes and value chain, QCTO policies, Procedures, and regulations, QCTO goals and performance requirements. 
    • Must have skills required in applied strategic thinking, applying technology, Budgeting and financial management, Communication and Information management, Impact and influence, Stakeholder engagement and management, Monitoring, and evaluation, managing interpersonal conflict and resolving problems.
