    Deputy Director: Workforce Planning and Research

    Minimum Requirements:

    • Grade 12 plus a Degree in Human Resource Management / Organisational Development/ management Services / Industrial Engineering / Operations Management at an NQF level 7 with extensive experience in HR Information and Staff establishment;
    • Minimum Code 8 driver’s licence;
    • 6 - 8 years’ relevant exposure and experience in the Workforce Planning Data Analytics discipline specializing in HR Information and Research.

    Primary Function:

    • Lead and manage the provision of strategic, tactical and operational Workforce Planning and Research and other Organisational Development interventions aimed at enabling departments and municipal entities to become more effective and efficient in delivering on their core mandate.

    Key Performance Areas:

    • Facilitate and coordinate development, implementation and maintenance of HR plan and HR Implementation Reports;
    • Facilitate the development of effective and efficient Section organsiational structures and optimal utilization of the Section resources for the accomplishment of Directorate’s objectives;
    • Lead the recruitment, selection and placement process for sourcing of suitably qualified staff for the Section;
    • Provide sound leadership to the Section;
    • Lead and manage the implementation of Workforce Planning at Cluster and Department level;
    • Lead and manage the delivery of Organisational Design Programmes within the Cluster/Department/ME;
    • Direct Human Resource Planning;
    • Ensure effective control of Financial Resources of the Directorate;
    • Ensure effective control of the Section’s Human Resources;
    • Ensure effective implementation of OD Programmes and Projects;
    • Manage specific administrative and reporting requirements associated with the Section and individual performance.

    Leading Competencies:

    • People management and supervisory skills;
    • Computer literacy (MS Office Packages, including Word, especially Excel, PowerPoint);
    • Excellent written and oral communication skills in English and must be able to communicate and coordinate effectively with other stakeholders;
    • Attention to detail and high levels of accuracy and excellent planning, organising, integration, coordinating and time management skills.

    Core Competencies:

    • Knowledge of Policy development and implementation;
    • Sound research and analytical ability;
    • Knowledge of Local/Public Sector Government environment;
    • In-depth knowledge, exposure and professional practice in Workforce Planning, Research and Statistical Analysis;
    • Knowledge of City Strategy (IDP), prescribed methodologies, legislative, policy and regulatory frameworks;
    • In-depth understanding of strategy and policies in relation to organizational effectiveness
    • and resource planning and how they can be practically applied;
    • Knowledge of other business process feeding into and those dependent on the OD processes;
    • Understanding of various systems used within the City such as SAP, data management systems, electronic document management systems, Outlook, etc.;
    • Knowledge of principles and practices of municipal organization, administration, and personnel management;
    • Collaborative/Teamwork, Values and Integrity, Attention to detail, and quality-focused;
    • Customer and Service Delivery Management (Batho Pele) Ethics, Professionalism;
    • Impact and Influence according to City’s protocols, legislation, and standards
