Director Community Services at Senqu Local Municipality

COMPETENCY REQUIREMENTS:

• Minimum education qualification: Grade 12 plus a tertiary qualification - Bachelor of Social Sciences / Public Administration / Law or equivalent. Minimum experience: Minimum experience: 5 years relevant experience at a middle management level and have proven successful institutional transformation within the public or private sector.

Minimum knowledge:

• Good knowledge and understanding of relevant policy and legislation;
• Good understanding of institutional governance systems and performance management;
• Understanding of Council operations and delegation of powers, as well as;
• Health services management
• Cemetery management
• Waste Management
• Public Safety; and
• Parks and recreational management
• Minimum competency achievement level: a competent achievement level in the prescribed competency assessment (this requirement is only applicable to the preferred candidates for the position who will undergo this assessment).
• Minimum competency: A certificate in the Required Minimum Competency Level in
• Unit Standards in prescribed in the National Treasury: Local Government: Municipal
• Regulations on Minimum Competency Levels (Government Notice no R493 of 15 June 2007).
• Candidates who have not attained the aforesaid certificate will be required to attain it within 18 months from the date of appointment.
• Other minimum requirement: A valid motor vehicle driving licence.
• Ensures that cemeteries are managed in an efficient and effective manner;
• Ensures that community members have access to library services;
• Oversees the maintenance and control of the municipal commonages and pounds;
• Develop and drive waste management strategies to effectively manage and reduce
• waste and keep public open well maintained;
• Ensures that all businesses operating in the Municipality have licences and operating according to applicable legislation; are
• Implement, manage and monitor the directorate's performance management systems;
• Oversee departmental policy and by-law formulation and monitors that these are implemented properly; and
• Ensure that the directorate has adequate resources and capacity to perform its duties.
