Job Introduction
G4S Secure Solutions (SA), a leading provider of integrated security management solutions, has a vacancy for Firearms Administrator based at our operations in Centurion, reporting to the Head of Business Transformation.
The successful incumbent is a self-starter with a proven track record in maintaining company policy, adopting best practices, and is able to exercise sound judgement in the pursuit of the achievement of the goals of the organisation, and understanding the role which Firearms Administrator plays within a successful business unit. The incumbent will be expected to be results driven and to live the values of the organisation.
The position requires at least 3-5 years’ experience within a sales environment. Relevant industry related experience would be advantageous.
We welcome applications from all suitably qualified candidates, but SA citizens will have a distinct advantage.
Role Responsibility
Database, Administration, Firearm Competencies and Training Qualifications
Compile a firearm database for all the different existing G4S Code of Bodies, namely Cash, Secure and Training.
The database must be updated once the monthly audits are received.
Mark firearms stolen/robbed in a different colour and add the SAPS information next to such a firearm
Firearms that are stolen/recovered need to be added again to the computerised list
Maintain a database and ensure that this database is 100% up to date at all times especially when the SAPS enquire regarding a firearm
This database is secret and will not be mailed to any other person for any reason, especially not for tender purposes
Monthly verification of all company firearms as indicated on the database – audit reports
Firearms not accounted for to be followed up with appointed responsible person immediately
Monthly verification of all armed staff to ensure that company firearms are issued only to staff with a valid competency and training proficiency certificate
To assist if possible with the printing of outstanding competencies
Ensure that staff with a handgun competency is not issued with a rifle or shotgun
Assistance will be provided to staff to obtain a new competency or to re-new a competency
The Company Firearms Responsible Person will ensure that his/her competency is valid at all times
Movement of firearms will only be done after approval of the Company Firearms Responsible Person
A letter will be issued to the person/s that will transport the firearms before the firearms are transported
Firearms recovered by the SAPS will be collected only after an approval letter was handed over to the person that will collect the firearm
All firearm safes where firearms are stored will be accredited by the SAPS
Firearm safe locks will be replaced every time the appointed responsible person change to a new person
Monthly meetings will be held with the local DFO in order to build relations
Firearm inspection reports as received from the SAPS will be distributed to all appointed responsible staff to ensure that legislative requirements are adhered to.
Each Region/Branch will have the following registers in use: Training register, Counselling register, Ammunition register and a firearms repair register
The Region/Branch will inform the Responsible Firearms Representative of any SAPS intend to conduct a firearm inspection
A copy of the firearm inspection done by the SAPS will be forwarded to Head Office
Changes to the Firearms Control Act 60/2000 will be send immediately to all appointed responsible person
Firearm permits will be assessed once per annum and G4S South Africa will make use of the same permit system
Firearm registers will be standardised for G4S South Africa
Armed staff will be issued with a bullet proof
Proof that armed staff attended annual firearms assessment training for the year will be forwarded to Head Office before a person is issued with a company firearm – (SAGE 300)
Monthly Regional/Branch reports will reach Head Office by the 7th of each month for verification
Each Region/Branch will be responsible for their own firearm repairs and only definite unserviceable firearms will be send to Head Office
Annual renewal of the transport permit
Annual Risk Assessments will be done annually on every armed site to determine if the use of firearms on such sites is still necessary
All new firearm requests will be accompanied by a risk assessment of such site before firearms will be issued
Ensure annual firearm medical questionnaires are completed and submitted to the Training Administrator for filing.
Appointments and Firearms Workplace Instruction
Identify and appoint Regional Firearms Responsible persons for each Branch/Region
Appointment of the Regional Firearms Responsible persons will be done in writing
In the case of G4S Cash Solutions the Firearms Controller will also be appointed in writing
Should the appointed Regional Firearms Responsible person resign or change, a new person will be identified and appointed as soon as possible.
Purchasing of Firearms, Firearms Licenses and Ammunition
The appointed Regional Firearms Responsible person will keep his letter of appointment ready should the Head Office or the SAPS conduct a firearms inspection.
Monthly follow up will be done to ensure that the appointed Regional Firearms Responsible person is still in service and that the appointed person is still the responsible person for the firearms.
The Company Firearms Responsible Person for G4S South Africa will inform the SAPS of such appointment immediately and the necessary documentation will be handed in to the local DFO.
If an appointed Regional Firearms Responsible person change to a new person, a full hand over take over will be done to ensure all firearms are accounted for
The Firearms Workplace Instruction will be compiled in conjunction with the Africa Firearms Policy
This Firearms Workplace Instruction will be updated once per annum in line with the Africa Firearms Policy and the Firearms Control Act 60/2000
Each appointed Regional Firearms Responsible Person shall be in possession of the Firearms Workplace Instruction
Any immediate changes to this Firearms Workplace Instruction will be communicated immediately to all appointed Regional Firearms Responsible Person
This Firearms Workplace Instruction will be given to Sales staff on request if needed for a firearm tender.
All operational ammunition will be replaced with new ammunition once per annum. Re-load ammunition will not be utilised for operational purposes
Old ammunition will be inspected and handed over to the Regional Training Officers for training
Appointed Regional Firearms Responsible Person will forward the ammunition total to Head Office once per month and if any ammunition was used or missing, a full explanatory report will be attached to the ammunition audit report
New ammunition purchase will be done only by the Company Firearms Responsible Person
Empty cartridges shall be handed in for exchange of reload ammunition for training purposes
New firearms will be purchased once per annum
All applications will be completed with the necessary supporting documentation
Licenses will be collected for the new firearms
Firearms will be collected and stored in the basement safe
When new firearms are purchased, old firearms will be earmarked and will be put on tender
Once the tender is approved, all documentation to change the responsible person of the firearms will be done
Proof of the tender cheque will be available before the firearms are handed over to the new owner
Firearms will be removed from the firearm database
Documentation with regards to the surrendering/selling of firearms will be kept for 10 years
Firearm licenses will be locked away in a safe
All firearm licenses will be scanned and kept on record should an appointed Regional Firearms Responsible Person needs such a license
In the case of a stolen/recovered firearm, the license expiry date will be checked and if expired, the license for the firearm will be renewed before the firearm is re-issued
Firearm licenses are only valid for 5 years, and all licenses that expires will be renewed 3 month prior to the expiry of such a license
When firearm licenses are renewed, all necessary supporting documentation will be added to ensure a speedy turn-around time
In case of a new contract all licenses will be printed and laminated and handed over to the Contract Manager before commencement of the contract
When new firearms are bought, the license applications will be done by the Company Firearms Responsible Person in conjunction with the firearm Dealer
Licenses that are lost/missing will be replaced by applying for a reprint/re-issue
Firearm Verification
All company firearms will be verified once per annum
This include Cash, Secure, Correctional Services, Lesotho Cash and Secure
Each firearm will be inspected for serviceability
Cleanliness of the firearm
Availability of cleaning kits and oil
Availability of a bullet trap
Ammunition will be inspected for serviceability
Firearm holsters/slings will be inspected for serviceability
Firearm safes/safekeeping will be inspected for adherence to legislative requirements
Stored ammunition will be inspected for adherence to legislative requirements
Bullet proofs will be inspected for serviceability
Training results will be verified to ensure that the armed person attended the annual firearms assessment training
Serviceability certificate
All company firearms will be inspected and serviced by a certified gunsmith once per annum
The gunsmith will issue a serviceability certificate for each firearms that was inspected
Serviceability certificates will be kept for a period of 5 years
Firearms that are declared not serviceable will be send for a quotation in order to repair
If the repair cost is too expensive, the firearm will be send to Head Office where the firearm will be put on tender
Serviceability certificates will form part of the firearm moderation process once per annum and the certificates have to be available
Minimum Qualification And Experience
The Ideal Candidate:
Grade 12 or equivalent
Relevant experience in administration
Diploma in Office Management / Training
Administration
Knowledge of the Firearms Control Act 60/2000 and the
PSIRA Act 56 of 2001
Extensive security Industry knowledge
Skills and Attributes
MS Office Computer skills
2 years’ experience in a related position
