    ICT Business Analyst

    Job Purpose:

    The role of the ICT Business Analyst at the Construction Education and Training Authority (CETA) is pivotal in bridging the gap between business objectives and technological solutions. The Business Analyst is responsible for understanding CETA's business processes, identifying areas for improvement, and translating business requirements into actionable IT solutions. By leveraging their analytical skills and domain knowledge, the Business Analyst plays a crucial role in driving efficiency, innovation, and alignment with organizational goals.

    Job Profile:

    Business Process Analysis:

    • Collaborate with stakeholders to analyse existing business processes and identify opportunities for optimization and automation.
    •  Conduct thorough assessments to understand workflow inefficiencies, bottlenecks, and areas for improvement.
    •  Document current-state and future-state business processes to guide solution development and implementation.

    Requirement Elicitation and Documentation:

    • Gather and document business requirements from stakeholders, ensuring clarity, accuracy, and completeness.
    •  Translate business needs into functional specifications, user stories, and acceptance criteria for IT development teams.
    •  Facilitate requirements workshops, interviews, and focus groups to capture stakeholder input and feedback. 

    Solution Design and Evaluation:

    • Work closely with IT architects and developers to design solutions that address business needs and align with CETA's strategic objectives.
    •  Evaluate proposed solutions against business requirements, technical feasibility, and cost considerations.
    •  Provide recommendations for technology adoption, platform selection, and solution architecture.

    Change Management and Stakeholder Engagement:

    • Develop change management strategies to support the adoption of new systems and processes within the organization.
    •  Engage with stakeholders at all levels to communicate project objectives, solicit feedback, and address concerns.
    •  Facilitate training sessions and workshops to ensure user readiness and acceptance of implemented solutions.

    Quality Assurance and Testing:

    • Collaborate with QA teams to define test plans, test cases, and acceptance criteria for IT projects.
    •  Conduct user acceptance testing (UAT) to validate that solutions meet business requirements and user expectations.
    •  Identify and track defects, working with development teams to ensure timely resolution and quality delivery.

    Continuous Improvement and Innovation:

    • Proactively identify opportunities for process improvement, innovation, and efficiency gains within CETA's operations.
    •  Stay abreast of industry trends, best practices, and emerging technologies relevant to CETA's business domain.
    •  Champion a culture of continuous improvement, knowledge sharing, and learning within the organization.

    Requirements

    Desired Skills, Experience and Competencies

    • Bachelor’s degree in business administration, Information Technology, or related field (preferred).
    • Proven experience as a Business Analyst or similar role, preferably in the education or training sector.
    • Strong analytical and problem-solving skills, with the ability to understand complex business processes and systems.
    • Excellent communication and interpersonal skills, with the ability to collaborate effectively with stakeholders at all levels.
    • Proficiency in business analysis techniques, tools, and methodologies (e.g., requirements elicitation, process modelling, UML).
    • Knowledge of project management principles and practices, with experience in Agile or iterative development methodologies.
    • Certification in business analysis (e.g., CBAP, CCBA) or project management (e.g., PMP, PRINCE2) is a plus.
