    Lead (Senior Manager): Acquisition Management (ICT)

    Job Purpose

    • To proactively manage the procurement processes in support of business units by ensuring that best business practices are utilized to improve efficiency, and thus reduce operating costs whilst increasing productivity.

    Education and Experience

    Minimum Qualification & Experience Required

    • Honours / Postgraduate Diploma (NQF 8) in Procurement and or Supply Chain Management AND 10-12 years' experience in the procurement of Facilities/Professional Services, of which 3-4 years at management level.
    • Bachelor's Degree / Advanced Diploma in Procurement and or Supply Chain Management (NQF 7) AND 12-15 years' experience in the procurement of Facilities/Professional Services, of which 4-6 years ideally at senior management level.

    Job Outputs:

    Process

    • Develop tactical strategy and delivery plans in support of functional objectives in partnership with leadership.
    • Direct, control, coordinate and optimise budgeted resources to meet specific objectives and deliver agreed results and productivity requirements.
    • Ensure the development and implementation of multiple practices in alignment with operational policy and procedural frameworks.
    • Identify and recommend opportunities to continuously improve all functions and systems in line with national, regional, and organisational changes.
    • Plan for handling work outputs, pull together interdependent activities & specify priorities, standards & procedures to ensure tactical excellence.
    • Proactively identify interconnected problems, determine its impact, and use to develop best fit alternatives; driving best practice solutions.
    • Provide periodic reports on performance against plan & progress on short-term initiatives & use to realign tactical plan and objectives appropriately.
    • Use the insights gained through integrated business reports to measure success & realign tactical strategy development objectives appropriately.
    • Recommend changes to optimise processes, systems, policies, and procedures, and direct the implementation of change and innovation initiated by the organisation.
    • To analyse trends to determine overall sourcing approach, based on magnitude of spend, strategic importance and opportunities for value delivery.
    • Analyses spend portfolio and determines overall sourcing approach for assigned commodities, based on magnitude of spend, strategic importance and opportunities for value delivery.
    • To actively participates in the development. & implementations of sourcing strategies for relevant spend categories.
    • Responsible for delivering and tracking quantifiable financial benefits.
    • Exhibits subject matter expertise regarding assigned commodities trends so as to advise internal users on current and future market opportunities / Provides strategic leadership and direction for commodity teams of assigned commodities.
    • Acts as the central point of contact between Procurement and the Business Units for all communications related to assigned commodities. This includes the communication of standard processes, best practices, and progress reporting and issue resolution.
    • Manages and provides support in fostering key supplier relationships to create short-term and long-term value for SARS. Leads all efforts in educating the appropriate suppliers in the principles of the SARS Supplier Relationship Management (SRM) approach.
    • Works with supply base to implement the principles of SARS SRM framework which will offer improvement in product quality and delivery, efficient support of administrative processes and adherence to all identified performance requirements.
    • Works with SARS stakeholders to identify scope, validate and then execute special projects that will result in measurable value to the organisation. Provides leadership and guidance to project team identified in executing these projects.
    • Analyses, supports, and actively participates in the developments and implementation of Supplier Relationship Management and B-BBEE development programmes. These will include specific, individualised programmes for strategic Suppliers and generic programmes for non-strategic Suppliers.
    • Supports drafting of contracts and SLA’s (Service Level Agreement).
    • Oversee the establishment and the functioning of the BSCs and BECs.
    • Reviewing and ensuring accuracy and compliance of the NBAC reports before submissions.

    • Implement governance, risk, and compliance policy in own practice areas to identify and manage governance and risk exposure liability.
    • Manage and or advise on the translation and application of policy in a specific functional area.

    • Develop & implement appropriate people capacity plans in line with delivery & efficiency targets, on budget & in partnership with specialised areas.

    • Translate performance expectations into specific metrics and goals to identify and provide effective services, solve problems, and achieve objectives.

    Finance

    • Implement and monitor financial control, management of costs and corporate governance in area of accountability.
    • Draw up a budget aligned to business unit delivery plans, monitor planned vs. actual, minimise expenditure and report on cost efficiency.

    Client

    • Build strong relationships and develop service level agreements that promote SARS with internal and external stakeholders.
    • Manage an integrated service excellence culture, which builds rewarding relationships and provides opportunity for feedback and exceptional service.
    • Develop and ensure implementation of practices which builds service delivery excellence and encourages others to provide exceptional client service.
