    Learning Quality Assurance and Governance Manager

    Job Objectives    
    In ensuring continuous risk management and proper governance, the role is responsible for the following:

    • Identify quality standards and targets across all processes and formulate strategies to ensure set standards are achieved and maintained.
    • Take responsibility for the quality assurance, testing, and evaluation of all activities and deliverables related to content development, content delivery, and administration.
    • Manage and maintain all policies and procedures in the Quality Management System (QMS).
    • Managing the internal audit process of the QMS and ensuring adherence to the audit plan.
    • Plan and conduct quality assurance during course development and training facilitation.
    • Benchmark quality levels, identify and highlight gaps and the impact of gaps on inefficiencies.
    • Investigate sources of quality issues.
    • Report on and implement process improvements to improve quality levels.
    • Manage the development and implementation of policies and procedures in line with good practice.
    • Oversee and monitor the adherence to and compliance with all policies and procedures in the QMS.
    • Monitor and maintain all internal processes (people, project, and vendor processes) and ensure the quality assurance process is embedded across the full value chain.
    • Conduct quarterly audits and identify and assess areas of significant risk.
    • Identify and reduce all departmental and financial risks through effective implementation and monitoring of controls.
    • Develop and manage a bi-annual risk mitigation plan for Learning and Development.
    • Compile quarterly/bi-annual and annual Board Reports relating to Learning Governance and Risk Mitigation.
    • Ensure proper financial control, governance, and compliance of all activities related to the Learning and Development vendor processes (i.e. vendor documentation, payment structures, etc.).

    Qualifications    

    • Bachelors Degree (NQF level 7) in Human Resources or a related field

    Experience    
    Essential

    • 5 Years experience in a management function in Learning & Development.
    • Up to 10 years experience in the Learning & Development field.

    Preferred

    • Registered Assessor & Moderator
    • Experience in Auditing
    • Experience in Risk Management & Compliance

    Knowledge and Skills    

    • Solid understanding of the Skills Development and BBBEE landscape.
    • Excellent understanding of NQF, QCTO, and the structure of national qualifications.
    • Knowledge of Quality Assurance methodologies and standards.
    • Knowledge of Project Management principles and methodologies.
