    Programme Manager (Mile)

    Job Purpose    

    • Manages complex arrangements and processes associated with the provision of a high level of professional strategic planning, technical support, knowledge management, capacity enhancement, partnerships and resource mobilisation as well as research and development related to all levels of government (i.e. local, provincial and national as well as associations), academia and institutions of high learning as well as international development organizations.

    Competencies:

    • Discipline Specific Skills- Having achieved a satisfactory level of technical and professional skill or knowledge in position-related areas, keeping up with current developments and trends in areas of expertise.
    • Financial Management- Maximises the municipalities’ business sense and displays a sound business understanding in applying the most effective management practices to achieve municipal and project / programme financing goals and objectives.
    • People Management- Manages and encourages people, optimises their outputs and effectively manages relationships to achieve municipal goals.
    • Planning and Organising- The ability to plan and organise the work unit using goal setting, objectives, targets, creating work schedules and work plans with associated resources and budgets, according to the municipality’s procedures in order to achieve the tasks, functions, results of the work unit.
    • Monitoring and Control- The ability to monitor the results of delegations, assignments, or projects, considering the skills, knowledge, and experience of the assigned individual and the characteristics of the assignment or project.
    • Organisational Awareness- The ability to understand the key drivers in the sector and the municipality and to apply this understanding to meet the service delivery challenges.
    • Problem Solving- The ability to gather information, analyse issues and deal with complexity and ambiguity. Shows long-term thinking, follows through in a logical manner, aware of consequences and implications. Is able to see the ‘Bigger Picture’.
    • Service Delivery Orientation- The ability to explore and implement new ways of delivering services that contribute to the improvement of municipal processes in order to achieve municipal goals.
    • Client Orientation and Customer Focus- Understands the service needs of a client/customer (internal or external) and actively focuses on anticipating, meeting and exceeding the needs in a timely and appropriate manner.
    • Accountability and ethical conduct- Ability to display and build the highest standards of ethical and moral conduct in order to promote confidence and trust in the public service and to adhere to codes of good corporate governance.
    • Impact and Influence- The ability to inspire a positive attitude in others and be able to influence others effectively.
    • Coaching and mentoring- The ability to assess skills, performance, and potential of subordinates and to encourage their development with the view of optimising their talent and potential.

    Key Responsibility Areas    

    • Planning the strategic sessions that will guide and build capable organizations to achieve their short term, medium term and long term strategic direction that influences their strategic focus areas.
    • Preparing and managing projects from inception to completion to ensure that such planning projects are implemented efficiently, timeously and sustainably.
    • Manages the facilitation of the technical support process that focuses on best practices and innovation.
    • Manages the delivery of projects and programs from the inception to completion to enhance capacity of local, provincial and national government officials to effect improved performance standards.
    • Designs and implements the knowledge management strategy for eThekwini Municipality that embodies the principles of learning and sharing knowledge.
    • Creating local and international opportunities to foster knowledge sharing, learning and innovation, mentorship and positioning the municipality to contribute and participate in the Global Development Agenda.
    • Establishing project goals and objectives with specific regard to quality, compliance, good governance and accountability.
    • Prepares operating estimates for the programme and controls operational and project related expenditure against the budget allocations.
    • Contributing to the research function process.
    • Executes Human Capital functions.
    • Controls and executes administration functions.

    Essential Requirements    

    • Relevant tertiary qualification (NQF 6/7).
    • Valid motor vehicle driving license.
    • 6 Years relevant experience.
    • Computer Literacy.

    Preferred Requirements    

    • Relevant post graduate qualification (NQF 8).
    • 8 Years relevant experience.
