    Handyman (Disconnection / Reconnection)

    Job Purpose    

    • To perform technical and administrative related functions pertaining to the restriction andreconnection of water supply to customers.

    Key Responsibility Areas    

    • Ensures that all restriction orders printed by the Credit Control Department to manage the
    • Water Debt are attended to.
    • Ensures that all customers who have settled their debts after disconnection are reconnected.
    • Ensures that when customers were terminating their accounts, a final reading was obtained.
    • Undertakes the investigation of meter readings and location of meters.
    • Facilitates the installation and management of flow limiters.
    • Checks on the technical state of meters in question and advises the customer accordingly.
    • Provides reports to the Supervisor so that feedback can be given to the customer or interdepartment.
    • Identifies illegal connections or contraventions to the Bylaws and takes appropriate action

    Essential Requirements    

    • Appropriate level of secondary education.
    • Valid motor vehicle driving license.
    • 12 Months relevant experience.

    Preferred Requirements    

    • Certificate in Plumbing.
    • 18 Months relevant experience

    Senior Administration Officer

    Job Purpose    

    • Administer all functions and direct the staff of the water control centre.

    Key Responsibility Areas    

    • Carries out supervisory duties.
    • Undertakes control centre duties.
    • Undertakes related assignments.
    • Oversee all staff in the Water Control Centre and ensure that all staff are fully trained in the
    • operating systems, operational protocols and policies as set by management.
    • Ensure that work flowing via the Control Centre requiring the action of other divisions is
    • redirected promptly.
    • Investigate the substance of complaints received from consumers.

    Job Purpose    
    To research, plan, develop and implement Human Capital projects and policies to facilitate specific training and development of relevant competencies and management of the implementation of the Individual Performance Management System.

    Competencies:

    • HC Technology / Information Management- The effective utilization of technological

    • HC Service Delivery - The adequate provision of HC Services meeting the needs of the organization and its employees which enables delivery of organizational goals and targets.
    • Strategic HC Management - The systematic approach to developing and implementing longterm HCM strategies, policies and plans that enable the organization to achieve its objectives.
    • Workforce Planning- The systematic identification and analysis of municipality’ workforce needs culminating in a workforce plan to ensure sustainable municipality’ capability in pursuit of the achievement of its strategic and operational objectives.
    • Performance Management- Performance Management is a planned process of directing, supporting, aligning, and improving individual and team performance in enabling the sustained achievement of municipality’ objectives.

    Key Responsibility Areas    

    • Identifies with the broader strategy of the Unit and defines/ addresses critical requirements to facilitate implementation of Individual Performance Management.
    • Researching and making determinations on systems and procedures with a goal of formulating and establishing tools and guidelines to facilitate the measurement of individual and service provider performance and/ or the identification of gaps or deviations.
    • Keeping abreast of legislative changes relating to Individual Performance Management processes, strategies in order to provide input into the alignment of performance management policies and performance contract/agreements
    • Preparing business cases and concept proposals for introducing projects that will meet  a specific human capital or organisational need and add value to the Municipality.
    • Applying research methods to determine specific requirements and dimensions of performance management for assessing and measuring effectiveness of employees.
    • Monitoring and advising on implementation and assessing compliance with standards and procedures to support synergy between application, understanding and commitment to achieving results.
    • Provide guidelines and information on employee performance management systems.
    • Developing and implementing focused training interventions to capacitate individuals on the interpretation and alignment of performance scorecards.
    • Analyse and evaluate the individuals performance against specific objectives and deliverables encapsulated in the Integrated Development plan and Service Delivery Budget Implementation.
    • Plan and other related plans forecasting the Unit or Department priorities. Identify with opportunities to improve the reliability and validity of the Performance Management Systems by conducting research through relevant benchmark mechanism.
    • Consolidating, preparing and publishing performance reports in accordance with timelines detailing the required information relating to the status of performance and submitting to Internal Audit. 

    Essential Requirements    

    • Relevant tertiary qualification in Human Resources Project Management Certificate. (NQF
    • 6/7).
    • Valid motor vehicle driving license.
    • 4 Years relevant experience.
    • Computer Literacy.
