    Senior Technical Advisor: Human Resource For Health

    Key duties and responsibilities

    • Provide overall strategic leadership of the Human Resource for Health (HRH) programme activities.
    • Develop workplans, reporting and monitoring tools and managing the implementation of the workplans.

    Provide Technical Assistance to Provincial and District Department of Health Management teams on: 

    • -implementations of systems and processes to ensure efficient recruitment and management of performance of DoH employees
    •  - Implementation of systems and processes to ensure the monitoring & integration of RTC activities into  HAST/programs to increase the retention of trained and skilled health workers in the province
    •  -Implementation and strengthening of the Employee Assistance or Wellness programme for DoH employees

    Ensure routine reporting and ongoing stakeholder engagements with Department of Health at all levels.

    • Collaborate with HoD directorates to ensure that deliverables meet the needs of the scope of work.
    • Develop, in collaboration with DoH, guidelines, tools, policies, and procedures that inform HRH support.
    • Document meeting outcomes and tracking action items.
    • Coordinate and collate key program reporting deliverables, including, monthly, quarterly, and annual report as required.
    • Develop a technical approach to effectively respond to activities in the scope of work.
    • Ensure the overall technical and programmatic quality and outputs of the activity.
    • Manage staff performance of the HRH team.

     Essential qualifications and experience

    • A relevant qualification in Human Resource.
    • A post graduate qualification will be an advantage.
    • Minimum ten (10) years in Human Resource division.
    • Minimum 5 years’ experience working in Donor funded health programmes implementing orgnizations, preferable PEPFAR funded.
    • Familiarity with the district and provincial Departments of Health, preferably experienced in stakeholder engagement.
    • Experience in working and developing relationships with multisectoral government departments (with prioritisation of PDSD, PDOH), harmonized agenda setting, routine reporting, and MOU development as needed.
    • Experience in systems strengthening, developing processes, and procedures required to ensure that project activities are implemented.
