    South Africa Country Manager

    Main Purpose of Job:

    As directed by the Deputy Chief of Party - Technical, the Employee shall perform, oversee, and support the performance of the following specific duties but not necessarily be limited to:

    • Fully understand ESA program objectives, strategies, and planned activities in South Africa and, to the extent necessary, the region to enable fluent and effective communication about the project to stakeholders
    • Working closely with ESA program leadership, engage with and coordinate ESA program activities and communications with energy sector stakeholders in South Africa,
    • Drawing on professional experience and networks within South Africa and continually identify and cultivate opportunities for ESA program to engage and advance its objectives in South Africa. This includes identification of key counterpart organizations and potential activity “champions” within them.
    • Serve as the ESA program point of contact in South Africa to US Government and other donor/cooperating partner organizations in country, promptly and effectively conveying communications and information requests to ESA program Leadership in Pretoria.
    • Assist in project evaluations and codification of lessons learned on activities iso as to apply to new projects in the country as well projects throughout the ESA program region
    • Working closely with ESA program Outcome Team Leads and their respective teams, project leaders, subject matter experts and other Country Managers, actively support ESA project planning, implementation, and management. This includes, but may not be limited to, identification and design of activities to be included in program work plans, preparation of detailed activity scopes of Work (SOWs), briefing papers, training summary reports, trip reports and other documents for technical advisors, host-country officials and/or US Government stakeholders.
    • Collect and contribute to analysis and reporting of in-country Monitoring and Evaluation (M&E) data and other status/progress reports.
    • In coordination with the ESA program Environmental Compliance Officer, ensure all projects delivered in -country are in compliance with the ESA program Environmental Monitoring & Mitigation Plan (EMMP)
    • Ensure proper support for trainings delivered in-country, including administrative and logistical support, building participation of local counterparts, and facilitation at training events.
    • As needed and at the direction of ESA program leadership, serve as a technical advisor in other ESA program geographies, based on professional qualifications, experience, and availability to complete tasks detailed in activity scopes of work.
    • Support grants management and reach out to grantees to discuss the status of their activities
    • Carry out other tasks as needed at the discretion of the Chief of Party, Deputy Chief of Parties, and/or Outcome Leads and Deputies

    In addition to position-specific functions, the Employee shall perform the following general functions:

    • Develop and maintain collegial, productive relationships with other Program colleagues, USAID, Program counterparts, beneficiaries, and subcontractors, the South Africa private sector, and the Government of South Africa while achieving the overall Program objectives
    • Ensure close inter- and intra-component and inter-office collaboration with all Program components, sub-components, and offices; and promote close collaboration with the monitoring and evaluation, training, public awareness, and other cross-cutting actions of the Program
    • Effectively liaise with senior Program management, the Program Management Office (PMO), and other divisions of USAID on all aspects of the Program Work Plan implementation
    • Ensure that all scheduling, budgeting, technical, and documentary attributes of Work Plan, including but not limited to scopes of work, CV’s, approvals, deliverables, and other contractually required documentation, under the responsibility of the Employee are fully up to date in the Program electronic and hard-copy files no less frequently than monthly, and that all such documentation is compliant with USAID, USAID and Program policies and the Program Work Plan
    • Serve as a member of any ad hoc panel or committee established by the Chief of Party or his/her designee, to select candidates for employment, participants for overseas short-term training and study tours, and awardees of subcontracts and grants, ensuring in all cases compliance with USAID regulations, USAID and Program administrative and policy manual, and the Program Work Plan
    • Conduct all business in a manner that respects local culture
    • Effectively inspire, lead, manage, and ensure the day-to-day personal performance of all staff under the Employee’s supervision in compliance with the Program Work Plan and the Program administrative and policy manual
    • Maintain high ethical standards at all times, avoiding any actual or perceived conflicts of interest
    • Abide by all local laws, USAID regulations, and US Embassy/USAID Program directives, whether written or verbal; and
    • Perform any and all tasks as may be assigned by the Chief of Party or his/her designee as may be required to contribute to the achievement of Program goals and objectives.

    Qualifications;

    Minimum Skills, Education & Experience:

    • Bachelor’s degree in policy, engineering, business, project management, law, international development or related field. Master’s degree is preferred
    • At minimum of ten (10) years of professional experience in the energy sector (policy, regulatory experience advantageous)
    • Specific knowledge and experience of the energy sector and relevant local and regional institutions in South Africa required. Ideally, the candidate will have relationships with and connections with the energy sector in South Africa
    • Experience in developing relationships and working in South Africa in close coordination with government and the international donor community including in shaping activities to help the South African energy sector entities
    • Strategic thinker with experience laying out and designing strategies for how to solve electrification challenges in Southern Africa
    • Prior experience on a donor-funded energy sector project delivery is welcome. USAID-funded project preferred
    • Fully proficiency in English required, with proven English writing and oral communication skills; strong research skills, teamwork, and interpersonal skills
    • Strong consulting skills and ability to present ideas clearly and coherently in power point. High proficiency in Microsoft Office suite (e.g., Excel, Project, PowerPoint, Word)
    • Strong individual initiative, including the ability to take ownership of work and work product, motivate others to produce strong work product and solve problems. It will be critical that the person be capable of holding meetings and presenting the capabilities of the Empower Southern Africa Program to work with South African stakeholders
