    Industrial Relations Manager - JHB

    INDUSTRIAL RELATIONS MANAGER

    Gibela Rail invites suitably qualified candidates to apply for the Industrial Relations Manager to be based in Nigel. The role reports to the Human Resources Executive Manager.

    Mission - Measurement

    • IR Policies and Procedures for the handling of misconduct/incapacity exist and was developed in line with applicable legislation and implemented
    • All supervisors and managers informed and trained with regard to IR Policies and Procedures
    • Grievances and disputes handled in terms of IR Policies and Procedures
    • IR on site/projects conducted in terms of PLA’s / SLA’s
    • Further Objectives, Targets and Performance Measurements are defined on a yearly basis.

    Responsibilities and objectives:

    Management of industrial action for the Unit and on site by:

    • Advising all parties on the content and application of Alstom’s industrial action policies and procedures
    • Conducting regular audits to ensure that the strike management and contingency plans are correctly implemented and up to date
    • Advising and consulting with management during unprotected industrial action (strikes, protest action, etc.), in line with relevant policies and legislative provisions
    • Assisting with the legal analysis and risk evaluation of potential disputes and disputes that are declared, to determine the appropriate management strategy
    • Providing into the formulation of relevant and proactive communications to management and employees, before, during and after industrial action
    • Advising management throughout the negotiation process during protected industrial action
    • Advising management on the implementation and monitoring of picketing rules and picketing agreements

    Conciliation / Mediation /  Settlements :

    • Assisting with obtaining and influencing settlement mandates for statutory conciliation and non-statutory mediation proceedings
    • Determining management strategies and options during conciliation and mediation proceedings, in consultation with the Senior Management
    • Assisting or representing management in statutory conciliation/non statutory mediation/advisory arbitration proceedings
    • Analysing, in consultation with the Senior Management, settlement agreements drafted by CCMA/non-statutory mediators in order to assess the practical implications, risks and possible liabilities
    • Drafting ad hoc settlement agreements when necessary

    Arbitration and pre-dismissal arbitration:

    • Liaising with the Legal Counsel with regards to the evaluation of disputes and disciplinary cases and determining to whom the dispute or pre-dismissal arbitration should be assigned to present management's case
    • Preparing Alstom's case, heads of argument and pleadings, in consultation with the Senior Management / Legal Counsel
    • Representing Alstom or actively overseeing and advising Legal Counsel during statutory and non-statutory arbitration or pre dismissal arbitration proceedings
    • Assisting with the analysis, evaluation and implementation of arbitration and pre-dismissal arbitration awards to determine possible grounds for rescission or review

    Provide a specialist consulting and advisory service for the Unit, on all industrial relations related policies, agreements and procedures:

    • Developing and interpreting policies, procedures and negotiated agreements and advising management on their practical application and the management of deviations, in consultation with Legal Counsel
    • Providing procedural advice for incapacity investigations and advising management on work adaptations and alternative work options
    • Advising management on the procedural and substantive aspects of the Performance Review Process
    • Advising management on process and substantive aspects of grievance management
    • Advising management on the process and substantive aspects of disciplinary action for misconduct
    • Drafting of labour contracts

    Provide an industrial relations training and development service for the Unit:

    • Training and licensing supervisors and Human Resources Practitioners on all procedural and substantive aspects of industrial relations
    • Sensitising supervisors to developments in industrial relations
    • Assisting line management and supervisors with the sensitising of employees
    • Monitoring all part-time shop steward training and assisting with such training on request

    Monitor industrial relations key performance indicators and ensuring compliance:

    • Compiling a monthly report with critical data
    • Conduct industrial relations audits to ensure standardised practices, best practices, legal conformance, identifying deviations and devising corrective measures
    • Undertake ad hoc formal research on contemporary industrial relations related issues 

    Developing of Project Labour Agreements (PLA’s) and Site Labour Agreements (SLA’s) for the different projects:

    • Assisting with the development of PLA’s and SLA’s
    • Implementing and monitoring PLA’s and SLA’s on site/projects
    • Advise line management with regard to the review of PLA’s and SLA’s
    • Ensure that detailed and structured audits are performed on Subcontractors ensuring full compliance to the PLA’s/SLA’s and respective legislation

    Purpose of the Job

    The purpose of this role is to perform inspections, maintenance, installations, restoration, and repairs of production equipment within a train manufacturing environment. The position reports to the Senior Maintenance Technician.

    • Performs electrical isolations and applies for permit to work

    Industrial expert - Welding co-ordinator

    Purpose of the Job

    To contribute to the control of the welding and welding related activities during manufacturing (quality of manufactured parts, respect of process sheet and welding parameters, …) of the trains.

    Key responsibilities include the following:

    • Check if all the documentation (instruction sheet, WPS, welder’s qualifications) used is the most relevant according to the baseline one (reference and edition).
    • Audit/review if the welding processes are correctly followed in areas where welding is taking place.
    • Review if the workers are qualified for the welding work they are performing.
    • Review if the welding parameters used are the qualified ones according the welding to be performed and the WPS to be used.
    • Check if there are no issues during the assembly of the primary parts and the jigs related to the welding process.
    • Catch all the misalignments (process, quality, documentation) and inform the Welding Engineer.
    • Identify quality – productivity – safety – process – jig – EHS - … improvements to do and inform the Welding Engineer.
    • Follow the qualification of welder’s test pieces for their qualifications and review the weld quality.
    • Support the Welding Engineer for the welding qualification process.
    • Perform welding inspection on all stage of process of all components and establish the welding inspection, where required assisting IQ, report (he/she has the authority to stop the production if the required quality is not obtained).
    • Support the Welding Engineer to do welding audits on workstations.
    • Support the Welding Engineer to find root causes of none quality and for the definition of the repair process.
    • Support the Welding Engineer and Quality for the repairs and the application of preventives actions.

    • Registered with the Engineering Council of South Africa (ECSA) as applicable.  If not registered, should be in a position to be registered.

    • Coordinate production of Return of Experience (REX) report upon execution with focus on applicable ISR Ref Library update, identified needs for process improvements and possible proposals for best practices.

    Maintenance

    • Ensure all Work Instructions (WI), Maintenance Instructions (MI), Maintenance and Safety Bulletins including all other associated Risk assessments necessary are produced to the relevant standard and presented for sign off in a timely manner.
    • Produce clear and concise technical documentation in the form of specifications, test procedures, modification instructions, maintenance and safety instructions and technical reports.
    • Lead optimisation of the maintenance schedule and casualty repair procedures considering service experience and Operations feedback including:
    • Justification of inspection periodicity
    • Specification of materials and tools
    • Arranging and carrying out validation of tasks
    • Carrying out product/process audits of depot maintenance and casualty repairs
    • Assist the customer or the company Front office as necessary to diagnose train defects where technicians require guidance.
    • Escort the Customer during Routine Condition Audits and undertake product and process audits as required ensuring the integrity of the fleet and maintenance processes.
    • Manage the production and maintenance of the Bill of Material (BoM), and WI.
    • Manage the production of the preventive & corrective & overhaul LCC.
    • Continually review all Maintenance, Reliability, Overhaul, and associated documents to ensure all are up to date and correctly formatted.
    • Assist in parts identification, creation of material reference numbers and obsolescence management.
    • Produce, update training material, and perform training externally and to the internal team.
    • Act as a technical expert continuously develop expertise in selected field.
    • Continuously improve Training material and sustain Trainer qualification in order to provide Training courses at the expected service level.
    • Obtain Training accreditation i.e (SETA, TETA, etc)
    • Support the Hotline / Help desk service to the customer at the expected service level.

    Reliability Growth Leader x2

    Purpose of the Job

    •  Reliability Growth Leader is responsible for product reliability performance improvement through data analysis, potential service affecting failure identification, investigation and driving the resolution of issues for product reliability growth. The goal is to ensure the product meets and exceed the expectations of the customer.
    • Identify new top reliability issues, potential / fleet defects, perform root cause analysis, investigation, and reporting. 
    • Coordinate Fleet defects activities.

    Minimum requirements: 

    • Engineering Degree or Btech (Electrical, Mechanical).
    • At least 3 to 5 years’ experience within the railway industry.
    • Sound knowledge of Reliability Growth Improvement Processes.
    • Good knowledge of SAP/GSI system.
    • Knowledge of problem-solving techniques (8D, Ishikawa, 5 whys, Quick Response Quality Control (QRQC)
    • Strong problem solving, project management and planning/organizing skills.
    • Outstanding knowledge of the MS Office suite and above all, an in-depth knowledge of Excel.

     Responsibilities and objectives:

    • Analyse data and identify potential causes of equipment failure to prevent future problems.
    • Analyse issues identified in the field having a significant impact on the product Reliability performance and ensure the outcome of their resolution is capitalised in the relevant process/product documentation.
    • Review efficiency of containment actions defined and coordinate the roll out of containment actions to ensure product availability with minimum downtime.
    • Identify potential service affecting failures and implement improvement plans to avoid failures.
    • Participate in on-train investigations to guide and ensure compliance with problem solving processes.
    • Lead and coordinate open reliability issues (K1,K2, K3…) through 8D problem solving methodology to decrease events of Service Affecting Failures.
    • Interface with suppliers, PUs, and co-ordinate the Reliability Growth performance engagements and Improvements.
    • Contribute to the assessment of reliability performance of the product.
    • Drive the return of experience (REX) reporting and feedback to all stakeholders.

    Maintenance Technician (KZN Depot)

    Purpose of the Job:

    • To provide technical support to the customer during commercial service, during preventive and corrective maintenance before and after warranty. To perform train preparations and execute corrective maintenance during and after warranty. Ensure availability & performance targets are achieved in line with Customer requirements.

    Job Requirements

    • The job involves frequent mobility, with work in several depots, and at times on the train corridors.
    • To carry out technical support and maintenance on 24/7 shift & on-call basis (night, day, weekend)

    Educational Requirements

    • Minimum National S4 Diploma. qualification in Electrical/Electronic Engineering
    • Computer literate (Word, Excel, PowerPoint)
    • Able to communicate affectively across all levels. English fluency

    Desired Knowledge / Experience

    Minimum experience required:

    • Industrial background with 2 to 3 years’ experience preferably in the railway industry or
    • Technical background with 2 to 3 years’ experience preferably in the railway industry

    Responsibilities

    Technical Support

    • Support/Interface with Engineering Department for the analysis of all data coming from the field for the purposes of resolution of technical problem on the on trains.
    • Reporting of all the anomalies found in commercial service and organization of the same in official reports to be sent to all company function • Interface with the customer and the technical fleet management to deal with all emergencies possible arising during the commercial service.

    Support the customer in corrective and preventive maintenance execution by:

    • Coaching and training the customer on executing maintenance task, following procedures delivered by Gibela Engineering team upon request.
    • Answering to all requests addressed by the customer – by call or directly at technical support desk.
    • Train preparation, all levels of diagnostic on trains/CFM or use of on-board computerized equipment/working manuals, troubleshooting guide and train system knowledge.

    Maintenance Execution

    • Troubleshoot and repair the GIBELA Rolling Stock, in line with specified Quality procedures. This will require Manual work and sometimes working on powered up trains in a safe and controlled manner.
    • Carry out such work in accordance with strict Health & Safety procedures as laid down by legislation and the Company Health & Safety policies.
    • To carry out train preparation, all levels of diagnostic and work arising involving the use of onboard computerized equipment/working manuals, troubleshooting guides and train system knowledge.
    • Undertake other duties as specified by the Depot Manager.
    • Adhere to Company procedures especially in relation to Quality and Health & Safety.
    • Attend regular team briefings
    • Read reports and manuals as and when required.
    • Report accidents/incidents, and the work done to repair the Trains.
    • Drive company vehicles when required and applicable
    • Obtain and maintain a Depot Track Competence license.
    • Train new members of the team.
    • Assist the Reliability team and the Field Engineer to understand the root cause of complex failures.
