    Capital Market Officer: Funding Desk - Midrand

    Key Responsibilities

    Funding Desk

    • Conduct market research and actively participate in funding initiatives to provide insights into new
    • opportunities and increase funding diversification in the Bank’s capital markets projects required for the
    • broadening and deepening of target markets.
    • Keep abreast of financial markets developments and make recommendations in relation to funding
    • opportunities and changes in the International financial markets (i.e., pricing points / new funding structures
    • etc).
    • Participate in the negotiations held with various fund sources and ensure understanding of funding
    • agreements.
    • Manage bilateral funding agreements and monitor that the Bank meets all its obligations, including
    • commitments to clients in a timely and cost-effective manner.
    • Provide information and consolidate draft reports for management, board committees, credit rating
    • agencies, lenders and other investors on liquidity position and funding requirements.
    • Provide inputs into the preparation and update of the annual borrowing and investment plan including the
    • foreign exchange limit for approval by the Ministry of Finance.
    • Review contractual agreements and ensure that the conditions of funding are fair, acceptable and within the
    • confines of the Banks standards and policies.
    • Prepare drafts for documentation associated with bonds issuances under the Domestic Medium-Term Notes
    • (DMTN) program in line with the Johannesburg Stock Exchange (JSE) debt listing requirements.
    • Monitor compliance requirements and adhere to JSE regulations, loan covenants and undertakings as well
    • as other regulatory statutory bodies.
    • Provide information on the cost of funding and funding status reports to the working group committees.
    • Monitor liquidity requirements against disbursements forecast.

    Stakeholder Relations and Reporting

    • Create investor interest in DBSA by keeping investors informed about developments at the Bank.
    • Manage core relationships and expectations with the Bank’s group of international development finance
    • institutions and other lenders, domestic and offshore.
    • Report on use of proceeds instruments as and when required.
    • Contribute to management reporting and providing ad hoc reports as and when needed.

    Key Measurements of Outputs

    • Diversification of funding sources, markets, and instruments.
    • Liquidity management in line with policy parameters and projected funds requirements.
    • Management and compliance with loan covenants and information undertakings.
    • Liquidity monitoring and reporting.
    • Lender/investor relations.
    • Management of cost of funding through proactive negotiation of competitive funding margins on bilateral.

    Minimum Requirements

    • Bachelor’s degree or equivalent preferably in Law or Finance or Accounting.
    • 5 years’ experience preferably in capital markets or investment banking.
    • Solid experience in negotiating, structuring, executing bilateral loans, syndications or club transactions.
    • In depth knowledge of Loan Market Association (LMA) standards.
    • Good understanding of the functioning of the capital markets and JSE Debt Listing Requirements.
    • Good understanding of legislation and regulations relevant to the DBSA including FMA, PFMA, SARB FX controls, etc.
    • Advanced Proficiency with Microsoft Office (MS Word, MS Excel, Power Point).

    Head: ICT Solutions and STO - Midrand

    Key Responsibilities

    1. Strategic Technology Officer

    • Create alignment between the business strategy and the ICT strategy to enable delivery of service and relevance of the service delivered. 
    • Act as the single point of accountability for ICT to the business unit/s – align ICT to the business requirements and act as a trusted advisor to the business.
    • Deliver ICT service to business by providing technology guidance in-line with the DBSA Group ICT architecture framework, strategy and roadmaps.
    • Build out a technology road map and architecture for the bank and cascade it to the business unit/s.
    • Participate and contribute to the business planning process for the business unit/s, clearly identifying the impacts of business strategic requirements on technology and vice versa. 
    • Follow through on feedback from business units and implement process improvements accordingly within the broader ICT function.
    • Develop and implement a dashboard (leverage of the Group ICT existing templates) to track on a monthly basis the ICT performance against:
    • Strategic alignment with the business
    • Delivery across projects
    • SLA for services and technology support

    2.     Project Management (Please refer to the job profile)

    • Ensure that all business requirements/needs, now and future are documented and taken into account in the ICT planning process.
    • Together with the assigned Project Manager/s, be the single point of accountability for all project delivery to the business unit/s you are accountable to. 
    • Ensure that no unsanctioned projects, ad-hoc projects and projects without budget are initiated.
    • Ensure that all delivery is managed through the project life cycle, from strategic alignment, business case, requirements gathering, right through to testing, implementing an operationalization and that any deviations, change requests, risks or issues are escalated appropriately.
    • Attend Change Advisory Board (CAB) together with the business unit owner as appropriate to ensure that all change control requirements are met.
    • Ensure that the business unit/s that you are accountable to are effectively supported by the technology team.

    • Provide advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
    • Communicate ICT Plans, policies and technology trends throughout the organisation and to project sponsors.

    • Deploy, install, configure and maintain PC's/laptops, software,  phones,  printers  and  associates  peripherals using established deployment technologies.
    • Oversee the compilation and configuration management of technical documentation.

    5. Financial Management (Please refer to the job profile)

    • Review and advise on budget per project, service and contract.
    • Track and report team hours and expenses on a weekly basis.
    • Responsible for monitoring managing project budget.

    • Provide direction and management to the direct reports to enable the execution the strategy and manage their portfolios effectively.
    • Attract, retain, and develop top-calibre talent. Develop and maintain sufficient depth in all critical functions, minimizing "key-man" risk.

    5. Management of performance outputs of staff using the performance management system and taking corrective action promptly and effectively.
    6. Management of Client Relationships and key Stakeholders.
    7. Management of Budget including operational expenses.
    8. Quality of ICT Contracts in place including cost efficiencies

    Minimum Requirements:

    • A post graduate degree in ICT, Commerce or Engineering
    • Preferably a Project Management qualification (PMBOK or Prince or Similar)
    • Preferably Financial service sector experience
    • Extensive knowledge and capability experience of SAP and System Development Life Cycle
    • Understanding of System Development Life Cycle (SDLC) methodologies
    • A minimum of 5-7 years’ experience in an ICT Management position as well as the ability to manage a team of ICT Professionals, Project Managers and Specialists
    • Minimum of 3 – 5 years in managing medium to large sized projects in an ICT environment
    • Demonstrated exposure to formulation and implementation of ICT Strategy
    • Understands Internet, Intranet, Extranet and client/server architectures

    ICT Project Manager X2 - Midrand

    Key Responsibilities

    ICT Project Initiation

    • Contribute to strategic and tactical planning, development, evaluation and coordination of the information and technology systems for the DBSA group.
    • Determines appropriate revenue recognition, ensure timely and accurate invoicing, and monitors receivables for project.
    • Contribute towards development and maintenance of enterprise systems architecture, defining standards and protocols for data exchange, communications, software and interconnection of DBSA network information systems.
    • Implement and maintain information systems, ensuring appropriate investment in strategic and operational systems.
    • Negotiate Information Technology implementation contracts, soliciting involvement and participation of other management team members as appropriate.
    • Communicate ICT implementation plans and policies to project sponsors.
    • Implement appropriate ICT project progress reporting to the project sponsor and project team
    • Approve, coordinate, and control all projects related to selection, acquisition and development of major information systems for the DBSA group.
    • Negotiates Information Technology service level agreements with Service Providers and monitors Information
    • Technology systems performance to assure service levels are met.
    • Researches and evaluates alternatives for the enhancement or re-engineering of Information Technology projects.
    • Implements an appropriate Information Technology Governance Framework and ensures compliance to this framework.

    Project Management

    • Manages day-to-day operational aspects of a project and scope.
    • Provides quality service to end users in needs analysis, solution recommendation, vendor selection, implementation, training, and post-installation support.
    • Ensures that information systems operate according to internal standards, external accrediting agency standards, and legal requirements.
    • Tracks and reports team hours and expenses on a weekly basis.
    • Responsible for monitoring managing project budget.
    • Analyses project profitability, revenue, margins and utilisation.
    • Responsible for Information Technology project activities and costs as related to the overall utilisation of resources required to meet strategic and operational requirements.
    • Understands pricing model and billing procedures.
    • Assures project legal documents are completed and signed.
    • Accountable for leading and managing small to medium Information and Communication Technology projects
    • Implement divisional objectives and targets for inclusion in the organisational balanced scorecard
    • Implement project according to scope and budget. (Varies from project to project but not more than R5m per project).
    • Reviews deliverables prepared by team.
    • Prepare monthly and weekly progress report to team and project sponsor.
    • Communicate to all team members.
