Purpose of the job
- To conduct prosecutions on behalf of the NCC
Key Responsibilities
Prosecution of contravention of the Act in the Tribunal
- Receive and assess case readiness for presentation to the Tribunal
- Prepare draft Tribunal orders, consent orders, compliance notices.
- Ensure that tribunal orders are communicated to investigators and to Provinces
- Report to the Tribunal on level compliance with orders issued.
- Review and make recommendations to the Tribunal on effective processes and protocols to ensure proper administration of
- the Act
- Develop effective internal processes to ensure efficiency and effectiveness in prosecution matters
Assess and prepare cases for the Tribunal
- Make speedy decision on matters to be presented to the Tribunal
- Provide proper directives and advise to investigators on any additional information/ evidence required before the matter is
- presented before the Tribunal.
- Develop service level standards and internal processes for case preparations
Represent the NCC at the tribunal and other court hearings
- Present all matters ready for hearing in the tribunal in accordance with established protocol, Liaise with the registrar of the tribunal to ensure effective communication and efficient implementation of the CPA
- Facilitate the settlement of any disputes between the NCC and the provincial consumer authorities and between the NCC and
- the Tribunal.
Develop and maintain database of Tribunal decisions
- Develop and maintain a database of all matters presented before the tribunal and its decisions
- Publish all orders and findings of the tribunal
- Manage referral of all cases to the tribunal
Monitor and implement the Tribunal decisions
- Report all non-compliance with any tribunal order to law enforcement agencies.
- Follow-up and monitor progress made on prosecution of contempt matters in the criminal justice system
- Establish protocol on co-operation on contempt matters
- Keep reports on matters referred to the criminal justice system and compile proper reports
- Develop and maintain proper referral protocol of cases to the criminal justice system.
- Draft affidavits to establish prosecutable matter in the criminal justice system
- Testify in court on behalf of the NCC/Tribunal
Stakeholder Management
- Liaise with Stakeholders to strengthen relationships
- Liaise with the criminal justice system agencies on co-operation
Minimum Qualifications: LLB Degree or Equivalent Qualification and EB Driver’s Licence. Admission as an Attorney/Advocate of the High Court of South Africa and Registration as a Member in Good Standing with the LegalPractice Council is compulsory.
Minimum Experience : 6-10 years Managerial experience in Legal Environment
Minimum Training: Computer Literacy ( Microsoft Office 365) and Project Management and knowledge of Regulatory Framework

Key Responsibilities
Provide secretarial and administrative support to officials of the division
- Assist with co-ordinating and organising meetings/ appointments.

- Arrange all teambuilding and special events for the Division
Manage all travel and accommodation arrangements
- Assist and make arrangements for official travel including accommodation arrangements for officials
- Ensure that the necessary approvals are obtained for travel and accommodation requests.
- Manage the travelling and accommodation bookings.
- Assist with subsistence and travel and claims
Ensure accurate administration of financial, stationery and procurement functions of the section
- Manage stationery control function

- Attend to petty cash function and control
- Ensure that claims and payments are made under proper line items in budgets

Key Responsibilities
Payroll and PAYE reconciliation
- Prepare payroll monthly, quarterly, and perform Annual reconciliation.
- Prepare submission of mid-year, and annual tax returns on behalf of the Commission.
- Prepare and submit the Returns of Earnings in terms of COIDA
- Process conditions of service for employees
- Process pensions of employees
- Process all employee leaves in line with the policy.
- Process homeowners’ allowance
- Process employee medical aid contributions,
- Process appointments, transfers, promotions, and terminations of employees, salary adjustment
Process payment of employees
- Execute the end-to-end payroll process.
- Calculate and process overtime and acting allowances.
- Process all statutory deductions and all related employee deductions
Control the establishment
- Create the organisational structure on the system.
- Update organisational structure on the system.
- Maintain establishment records.
Liaise with other Divisions and Organisation
- Work closely with the finance team to reconcile payroll transactions, including salary payments, tax, and benefit,
- contributions, with general ledger accounts.
- Liaise with other Institutions regarding HR matters, such as GEPF, Workman’s Compensation, Medical Aid, UIF, SARS etc.
Records keeping and reporting
- Maintain confidential payroll records and documentation in accordance with the NCC policy and legal requirements.
- Maintain thorough documentation of payroll processes, controls, and compliance activities.
- Generate and prepare payroll related reports, statements, and documents for audit purposes.
- Customise and produce reports required for audit purposes.
- Provide inputs to address gaps during policy reviews.
Minimum Qualifications: National Diploma/ B. Degree in Human Resources/Sciences
Minimum Experience : 2 years HR Payroll experience in the Private or Public Sector
Minimum Training: Microsoft Office 365; Sage 300 people payroll and ESS
