    Chief Audit Executive (Executive Manager: Audit)

    Successful candidate will be expected to:

    Strategic Planning

    • Lead the development, management, and execution of the BMA's strategies, providing input into overall strategy, policy, and decision-making.
    • Set and drive a comprehensive internal audit vision, goals, and objectives to support the BMA's strategy.
    • Establish, maintain, and improve Standard Operating Procedures (SOPs), policies, and guidelines for internal audit in consultation with other executives.
    • Contribute to key decisions on BMA processes, projects, and policies, managing all relevant changes.
    • Responsible for developing and implementing risk management strategies.
    • Ensure that Internal Audit strategic plans are aligned to the organisation's wide risk management plan.
    • Ensure the organisation has a system to identify and mitigate strategic and operational risks.
    • Manage and monitor the implementation of risk management and mitigation strategies in the organisation.

    Functional leadership and Audit Function

    • Develop the internal audit strategy and oversee the establishment and maintenance of audit methodology and an effective quality assurance and improvement program
    • Develop and implement the annual audit plan as approved, including the performance of comprehensive internal audits (financial, operational. legal compliance, performance and IT audits as well as forensic audits and investigations and consulting services. The consulting services may include the provision of advice and counsel:
    • Conduct performance audits:
    • Develop and implement a risk management strategy aligned to legislation such as PFMA and the MFMA together with corporate governance codes.
    • Develop and manage an effective and efficient risk management strategy and structure.
    • Conduct governance and compliance audits.
    • Mitigate the BMA's primary compliance threats by developing risk maps and strategic action plans.
    • Ensure adherence to the International Standards for the Professional Practice of Internal Auditing and relevant codes of conduct and ethics.
    • Develop and manage an effective and efficient risk management strategy and structure.
    • Implement operational risk management and mitigation processes to prevent losses caused by insufficient or failed procedures, systems or policies.
    • Mitigate the BMA’s primary threats by developing risk maps and strategic action plans.
    • Conduct information technology and financial audits:
    • Execution of internal audit planning, mitigation and reporting.
    • Provide technical and secretariat support services to the governance Committees:
    • Provide quality assurance services. review and approval.
    • Ensure adherence with the International standards for the professional practice of internal auditing and further compliance with the codes of conducts and ethics.

    Financial Management 

    • Provide input in the planning and compilation of the business unit’s annual budget aligned to the operational plans to support the implementation of set objectives.
    • Ensure the effective implementation, management, monitoring of the business unit’s budget, and mitigate and report on any variances.
    • Monitoring financial control, budget management and the procurement process to ensure compliance with the legislation e.g. (PFMA, PPFA, and BBBEE).
    • Ensure the deployment of proper financial controls to manage the business unit budget.
    • Report on and communicate any costs improvements and shortfalls.

    People Management 

    • Build and lead an effective and cohesive team through the effective management of divisional resources.
    • Drive the implementation of talent acquisition, succession planning, development, and retention strategies for the division.
    • Ensure the enhancement of relevant knowledge and skills through continuous coaching, mentoring and nurturing of talent in the business unit.
    • Create a high-performance culture and manage team performance effectively by translating and communicating the annual performance goals and measures into individual work plans based on agreed upon objectives.
    • Ensure the working environment contributes to improving employee engagement, recognition and increased productivity.
    • Ensure the management of poor performance and disciplinary matters in line with the BMA’s policies and procedures.

    Governance and Reporting

    • Review the Internal Audit Charter to ensure it reflects the appropriate scope, responsibility, and authority
    •  Report periodically to senior management and the Audit Committee on internal audit activities, including purpose, authority, responsibility, and performance relative to the approved plan.
    • Provide assurance to the Audit Committee and EXCO.
    • Ensure the organization's alignment with the Public Finance Management Act (PFMA), King V, and IIA standards.
    • Review the Internal Audit Charter to ensure it reflects the appropriate scope, responsibility, and authority.

    Requirements

    Minimum Qualifications 

    • Honours Degree (NQF Level 8) in Internal Audit, Accounting, Finance, or Commerce as recognised by SAQA.

    Minimum Experience

    • Minimum of 10 years' total experience in internal audit, risk management, or governance roles.
    • At least 5 years of experience in a management or senior management role within internal auditing or risk management .

    Professional registration or license requirements

    • Registered with the Institute of Internal Auditors (IIA)
    • Certified Internal Auditor (CIA) OR Professional Internal Auditor (PIA)

    Manager Internal Audit

    Successful candidate will be responsible with:

    Audit Planning & Execution

    • Assist the CAE with the review of internal audit policies and governance documents.
    • Develop an annual audit plan based on an assessment of organizational risks and priorities, for CAE`s review.
    • Determine the scope, objectives, and methodologies for individual audits.
    • Manage audit engagements to evaluate the effectiveness of internal controls and risk management processes.
    • Conduct interviews, document reviews, and data analysis to identify control weaknesses and process inefficiencies.
    • Review work performed by subordinates to ensure conformance to quality.
    • Project management of external service providers, where audits are outsourced.
    • Periodically prepare reports for Management Committees and Audit & Risk Committees; on implementation of the approved audit plan.
    • Assist the CAE to manage implementation of the Combined Assurance Framework.

    Risk Assessment and Mitigation

    • Identify potential risks and vulnerabilities affecting the IA unit in the organization's processes, systems, and controls.
    • Develop and implement risk mitigation strategies and control frameworks.

    Stakeholder Management and Relations 

    • Provide advocacy on Internal Audit related matters to relevant stakeholders.
    • Assist CAE to maintain relationship with relevant stakeholders as defined in the Combined Assurance Framework.
    • Collaborate with the necessary organs of state and domestic and international organisations to enhance effective, efficient internal audit processes.
    • Build and maintain effective internal and external stakeholder relationships for the purpose of expectations management, knowledge sharing and integration.
    • Represent and participate in the BMA’s committees and tasks teams as a manager within the organisation.
    • Participate in industry related forums, conferences and workshops to gain industry insight for the purpose of business improvement and position the BMA.

    Risk and Compliance  

    • Identify and adhere to fraud risks and controls during the audits, Identify risk prevention principles as part of recommendations provided to auditees, as well as sound governance and compliance processes.
    • Support and provide evidence to all internal and external audit requirements.
    • Adhere to Global Internal Audit t Standards and maintain audit files in accordance with Quality specification in line with relevant requirements.
    • Maintain all related Service Level Agreements to minimise business risk and ensure business continuity.
    • Review related Standard Operating Procedures in consultation with the CAE to ensure business optimisation.
    • Adhere to all relevant laws, policies and Standard Operating Procedures throughout the organisation.

    Financial Management

    Requirements

    Minimum Qualifications 

    • An undergraduate Bachelor’s degree at NQF 7 in Finance, Accounting, Internal Audit or related field as recognised by SAQA.

    Minimum Experience

    • 5 years’ Experience in Internal Auditing, of which 3 years should be at supervisory level

    • Registered with the Institute of Internal Auditors (IIA)
    • Certified Internal Auditor (CIA) OR

    Chief Protection Services Officer

    Protection Services

    • Protection Services must keep a lookout for suspicious activity in and around the BMA and take swift action if necessary.
    • Provide a safe environment for the BMA by securing the place and leaving no room for unauthorised entry.
    • Before the Commissioner's arrival, the protection team must carefully plan and prepare the surrounding areas to ensure maximum safety.
    • Protection Services must stay up to date with the latest threats and monitor any potential risk to the BMA's safety.
    • In case of an emergency such as an attack or natural disaster, Protection Services must act quick and efficiently to ensure safety and all other involved.
    • Protection Services must have contingency plan in place that outline action in case of security threat, this includes evacuation roads, safe location and communication protocols.
    • Protection Services must the alert and vigilant to detect and potential threats or suspicious activities, always keep an eye on surroundings and be prepared for any unexpected situation.

    VIP Protection Services

    • Plan and execute close protection for the Commissioner, senior BMA officials, and visiting dignitaries.
    • Conduct advance security surveys of venues, routes, and residences.
    • Coordinate secure transportation and route planning.
    • Manage access control at VIP events and locations.
    • Lead emergency evacuation and contingency responses for VIPs.
    • Supervise the VIP protection team and ensure readiness 24/7.

    Stakeholder Management and Relations

    • Ensure the development and effective stakeholder relations management with both local and international communities in support of national objectives and regional priorities.
    • Build and maintain relationships with all BMA business units for the purposes of expectations management and knowledge sharing.
    • Facilitate stakeholder relationships within the border control environment.
    • Represent and participate in the BMA’s committees and tasks teams.
    • Attend industry related forums, conferences and workshops to gain industry insight for the purpose of business improvement.

    Governance, Risk and Compliance 

    • Prepare and present reports for submission to stakeholders.
    • Ensure the mitigation of the business units’ risk profile through the application of fraud controls and risk prevention principles and implementing of sound governance and compliance processes and tools to identify and manage risks.
    • Ensure effective support in the provision of evidence to all internal and external audit requirements.
    • Ensure adherence in Protection Services to all relevant laws, policies and Standard Operating Procedures throughout the organisation.
    • Advocate an ethical culture within the BMA.
    • Enforce counter corruption framework and systems.

    Requirements

     Minimum Qualifications 

    • Diploma in Security Management / Policing / Risk Management (Bachelor’s degree is an added advantage)

    Minimum Experience

    • Minimum 5 years in security operations, with at least 3 years in VIP protection or close protection.
    • Minimum 2 years supervisory experience leading security or protection teams.
