    Clerk Human Resource Management x2

    Job Purpose:

    • Performs clerical support (Recruitment, Job Descriptions, Organizational Development, Employment Equity) to the Human Resource Practitioner/Manager and attends to specific office support/ clerical activities associated with the preparation, copy typing, circulation, safekeeping and retrieval of documents/ correspondence and, communicating with visitors, officials and sourcing and making available routine information pertaining to scheduled activities of the Human Resource Section.

    Essential Requirements:
    Educational Qualification:

    • Grade 12 (Matric); Computer Literacy: MS Office

    Experience:

    • 1-2 years' experience' relevant experience in a Human Resources environment (preferably in local government).

    Skills & Knowledge:

    • Computer literacy - MS Office applications (Word, Excel, Outlook); Sound knowledge of HR systems and municipal HR procedures; Understanding of relevant legislation (Municipal Systems Act, BCEA, LRA, Employment Equity Act); Provides routine clerical support and follows standard procedures; Performs complex administrative functions which require specialized knowledge

    Director - Community Services (Permanent Appointment)

    • An appointment will be made in terms of section 56 of the Municipal Systems Act, 32 of 2000. Appointment is subject to compliance with the minimum prescribed higher educational qualification, experience and attainment of demonstrated evidence of competent, advanced or superior competency level as measured against the competence requirements for senior managers as set out in the Regulations on Appointment and Conditions of Employment of Senior Managers (GNR.21 GG37245, dated 17 January 2014). Appointment subject to the signing of a contract of employment and performance contract and a disclosure of financial interest.

    KEY RESPONSIBILITIES:

    • Report directly to the Municipal Manager on key departmental activities
    • Manages and execute all capital projects of the Directorate including Traffic Services, Library Services,
    • Disaster Management, Fire Fighting, Thusong Centres, Economic & Social Development, Recreation & Cemetery Services, etc
    • Provide strategic management, operational financial management, governance ethics and values in financial management, financial performance and reporting risks and change management, project management legislation and policy implementation supply chain management
    • Have good knowledge and understanding of relevant policy & legislation, understanding of institutional governance systems
    • Responsible for the performance management system of the Department
    • Develop, implement and manage strategic goals, policies, procedures, and plans of the directorate
    • Responsible for the performance of subordinates
    • Good knowledge of Local Government.

    ESSENTIAL AND NON-NEGOTIABLE MINIMUM REQUIREMENTS:

    • B Degree in Social Sciences / Public Administration / Law / or a relevant Equivalent at NQF Level 7 with a minimum of 360 credits
    • Successfully completed all the Prescribed Minimum Competency Level in Unit Standards as required in Regulation 5 provided for in GNR. 493 GG 29967, dated 15 June 2007, as amended by GNR 1146 GG 41996, dated 26 October 2018 (municipalities were granted exemption from regulation 15 and 18 of Government Gazette 29967 under Notice No. 40593 of 3 February 2017, subject to conditions of compliance with minimum competency levels within 18 months of date of employment) If a newly appointed person is not in possession of this Competency, he/she must complete it within eighteen (18) months from the date of employment, in accordance with Government Notice No. 91 of 03 February 2017, as promulgated in Government Gazette No. 40593;
    • a Minimum of 5 years’ experience at middle management level of which 3 years must be within Local Government sector. Extensive knowledge of the Local Government: Municipal Finance Management Act of 2002, National Treasury Regulations and all other related legislation, policies and regulations
    • Must possess the Core competencies as stipulated in Annexures A (Local Government: Competency Framework for Senior Managers) and Annexure B of the Regulations on Appointment and Conditions of Employment of Senior Managers, as set out in Government Notice No.21 Government Gazette No 37245, dated 17 January 2014. (As amended by the Government Notice No.1146 Government Gazette No.41996 of 26 October 2018)
    • Have Proven successful institutional transformation withing public or private Sector
    • Understanding of Council operations and delegation of powers

    Good facilitation and effective communication skills in at least two of the official languages of the Northern Cape;

    • Strategic Thinking Skills and a Positive Attitude
    • Valid Code B driver’s license and own transport and NO criminal record.
    • Computer literacy and Competency in the use of computer programmes, especially in Excel, PowerPoint,
    • Internet use, Outlook (or similar Email service provider) and Word.
    • Knowledge and understanding of computerised Financial Systems
    • Knowledge of MSCOA
