    Assistant Director: People Policy, Ref No, DOTP 23/2025

    Job Purpose    

    • The Department of the Premier, Western Cape Government has an opportunity for a suitably qualified and competent individual to leads the development,implementation,and maintenance of evidence-based HR policies, ensuring compliance and alignment with workforce needs. Provides expert advisory services,engages stakeholders, and drives future-focused research.

    Minimum Requirements    

    • A 3-year B-Degree (equivalent or higher qualification) in Industrial Psychology, Labour Law, Public Administration, or a related field; A minimum of 5 years’ experience in policy research, development, drafting, and implementation in large organisations or the Public Service.

    Recommendation    

    • Proficiency in labour law application, policy interpretation, and compliance; Strong ability to draft well-reasoned advisory notes and conduct in-depth policy analysis; Skilled in HR systems, business intelligence, and data visualisation; Academic contributions or research publications; A valid Code B driver’s licence.

    Key Performance Areas    

    • The incumbent will be responsible for policy development, leading the drafting and implementation of evidence-based HR policies that align with legislation and strategic goals, ensuring they are forward-thinking, adaptable, and responsive to organizational needs; Provide stakeholder engagement & advisory services to senior leadership and key stakeholders, ensuring policy alignment and fostering cross-departmental collaboration for effective implementation; Ensure governance and compliance of all HR policies with labour laws and public service regulations, overseeing quality assurance through regular reviews and updates; Perform data analysis and decision-making by utilizing data to inform HR policy development, anticipate workforce needs, and proactively adjust policies based on evidence and HR trends; Perform managerial functions by managing operations, employees, and budgets to ensure efficient policy implementation, leading and mentoring the team to achieve divisional goals.

    Competencies    

    • Knowledge and understanding of of the following: In-depth knowledge of labour law, public service regulatory frameworks, governance principles, and compliance; Expertise in qualitative and quantitative research for evidence-based policy development;Skills needed: Strong analytical, problem-solving, and data interpretation; Proficiency in MS Office Suite, including advanced; Excel for data analysis and reporting;Excellent written and verbal communication,with the ability to draft clear reports, engage stakeholders,and tailor messaging effectively; Able to work independently and collaboratively.
