    ETQA / Learning and Development Manager

    Job Purpose:

    Amongst other functions, the ETQA / Learning and Development Manager will be responsible for the following:

    • Education & Training Quality Assurance (QMS Implementation)
    • Training Related Recruitment and Selection Management
    • Training and Skills Development
    • Learnerships

    Responsibilities

    Education & Training Quality Assurance (QMS Implementation)

    • Provide thought leadership, guidance and best-practice processes for all Training and Skills Development initiatives and implementation,
    • Quality Management System Implementation, Monitoring and Review,
    • Quality Assurance of Learning Content,
    • E-learning Learning Content Development
    • Establish Training Committee and work with Subject Matter Experts, Facilitators, Assessors, Moderators and Content Developers to identify gaps in learning content and make changes where necessary,
    • Liaise with contracted Quality Assurance and Accreditation Specialist (SETA Accreditation Services) on all ETQA and Skills Development Initiatives, extensions of scope, etc.

    Training Related Recruitment and Selection Management

    • Manage the recruitment and selection of suitably qualified training teams including Facilitators, Assessors, Moderators, Training Administrators, Content Developers, Skills Development Facilitator/s (SDF’s)
    • Skills development, coaching and mentoring of Training Teams,
    • Performance management of training teams

    Training and Skills Development

    • Internal staff training and development,
    • Client Organisation Training and Development where required,
    • Conduct training needs analyses, including assessing of learning needs,
    • Design & develop learning frameworks and programmes for technical, system and compliance training,
    • Analyze the learning aims of programmes and design solutions (classroom, technology and blended) that align with these,
    • Design and develop Outcomes Based Education learning content and assessments that are aligned to the Company’s framework, learning frameworks, appropriate learning methodology/ies, learning, internal assessment, internal moderation and external moderation (ETQA Verification) criteria,
    • Extension of Scope strategies in line with sector education and training needs, scarce and critical skills shortages, pivotal skills requirements and the National and Sector Skills Development Strategies,
    • Delivery of training using a variety of learning methodologies,
    • Facilitation of training using a variety of given methodologies,
    • Prepare for and conduct client workshops and learner induction,
    • Develop innovative ideas for E-Learning and translate these ideas into learning solutions,
    • Digitalize and convert traditional learning to digital and/or blended learning,
    • Identify and formulate learning objectives,
    • Create an outline of programme content, including flow and structure,
    • Conduct a content gap analysis to identify areas that need more content/explanation
    • Design programmes that enable learners to move towards pre-defined goal/s and learning objectives
    • Review all Course Evaluation Feedback
    • Make Changes based on the recommendations provided in the Course Evaluation Feedback
    • Ensure that Learning Material Remains relevant
    • Development and deployment of e-learning across multiple platforms (blended learning initiatives),
    • Expertly guiding the Training Teams and Client Organisations on the functionalities of the e-learning system / digital training portal,
    • Conducting workshops, learning sessions, coaching and mentoring as required
    • Attend Client Organisation meetings and briefing sessions,
    • Project manage the design and development of new learning content that enhances the learning experience according to Client Organisation requirements,
    • Establish clear learning objectives aligned to the defined learning experience strategy to enable the appropriate definition of the learning journey required
    • Articulate a clear user story/journey through a digital learning / information architecture throughout the learning ecosystem,
    • Consider functional requirements e.g. learning methodology/ies, training logistics, topics and activities needed to create an engaging and successful user and learning experience,
    • Support in the design of innovative core and common learning journeys, using leading learning practices and experience driven learning design,
    • Optimize the use of learning journeys and associated experiences for all related learning interventions,
    • Ensure that e-learning interface users (Learner, Facilitator, Assessor, Moderator, Coach, Mentor, External Verifier) experience and system interaction is as simple and efficient as possible,
    • Quality Assurance of Learner Achievements,
    • Determine, track and sustaining the impact of all learning and development initiatives.
    • Ensure that all learning /education, training and skills development interventions are delivered within set budgets.

    Learnerships

    • Implement and manage internal and Client Organisation Learnerships and Work Integrated Learning (WIL) Programmes,
    • Manage the implementation of Client Organisation identification of and/or internal Recruitment, Selection and Placement of Coaches and Mentors for the relevant Learnership / WIL Programme,
    • Manage the implementation of Client Organisation Learner Recruitment and Selection Process,
    • Manage the implementation of Client Organisation Learnership administration and registration processes,
    • Manage the implementation of Client Organisation annual Skills Development Facilitation (SDF = WSP’s and ATR’s) in order for them to claim from their constituent SETAS Mandatory and/or Discretionary Grants,
    • Manage Skills Development Provider (i.e. Internal) Learner Record and Reporting Management System,
    • Manage Internal SETA and Stakeholder reporting processes with relevant Qualification / Learnership, WIL Programme ETQA as per relevant SETA requirements and criteria,
    • Manage the implementation of Client Organisation SETA and Stakeholder reporting processes as per their relevant constituent SETA’s criteria for grant funding,
    • Learner and Client Organisation Staff Induction to the Learnership / WIL Programme,
    • Manage Learnership related Client Organisation Meetings including scheduled meetings with Coaches and Mentors to discuss learner progress,
    • Manage the implementation of SDP (internal) Learner Management processes from Recruitment and Selection to Learner Exit, Certification and possible placement within the Client Organisation,
    • Manage the implementation of Client Organisation’s BBBEE and Tax Incentive Strategy,
    • Ensure that Client Organisation Learnerships and WIL Learning Programmes are delivered within set budgets,
    • Manage training impact reports to Stakeholders.

    Qualifications and Experience

    • Bachelor of Education / Human Resources Degree with an emphasis on Education and Development
    • At least 5 years relevant experience in the implementation of Skills Development Provider Quality Management Systems
    • Minimum 5 years Learning and Development / Training Management, SDF and Learnership implementation experience
    • Registered SDF and relevant experience including the submission of WSP’s and ATR’s
    • A proven track record of securing Skills Development, Tax Incentive, and additional SETA project funding for SDP’s
    • Experience in the development and quality assurance of the structural criteria of learning materials and assessment products and associated requirements for Subject Matter Experts for learning content development
    • Experience with BBBEE requirements and Learnership Tax Incentives
    • Experience in the designing of blended learning solutions and the use of digital tools to create flexible and innovative learning programmes
    • A working knowledge of Andragogic learning principles and the proven ability to apply adult learning theories to ensure Client Organisation
    • Learner and Employee satisfaction within the South African Occupational Sub-framework
    • Excellent knowledge of governing Skills Development Legislation and the South African Education System, particularly related to Outcomes Based Education and the Occupational Qualification Sub-Framework
    • Excellent knowledge of and experience in e-learning platforms and Learner Management Systems,
    • A thorough understanding of and experience in the SETA landscape regarding Learnerships and Work Integrated Skills Programmes
    • Working knowledge of the SAQA and the NQF
    • Registered Constituent Assessor and Moderator
    • Knowledge of QCTO qualifications and the new curriculum framework for Occupational Qualifications
