    Learning and Development Manager (External Applications Only)

    Description:

    • The Learning and Development Manager is responsible for the strategic design, implementation, and management of learning and development initiatives across the Group. The role ensures compliance with SETA and QCTO requirements, develops competency-based learning frameworks, oversees accredited and non-accredited training programmes, and drives leadership and management development through blended learning solutions.

    Requirements:

    • Bachelor's Degree or Diploma in Human Resources, Education, Learning & Development, or related field
    • Registered Assessor and Moderator (advantageous)
    • Minimum 5–8 years' experience in Learning & Development or Talent Management
    • Proven experience with SETA and QCTO accreditation processes
    • Experience in course design, e-learning, and leadership development
    • Working knowledge of MS Office, (Word, Excel and Power point)
    • Own transport and valid drivers license
    • Excellent written and verbal communication skills
    • Strong knowledge of South African skills development legislation

    Key Performance Area

    Description:
    SETA / QCTO Accreditation

    • Manage and maintain Group or company specific accreditation with relevant SETAs and the QCTO
    • Ensure full compliance with legislative, regulatory, and quality assurance requirements
    • Prepare, submit, and manage accreditation applications, audits, and site visits
    • Liaise with SETAs, QCTO, and external quality assurance bodies
    • Maintain accurate training records and reporting in line with compliance standards

    Competency Framework Development

    • Design, implement, and maintain Group competency frameworks aligned to business strategy
    • Analyse skills gap analyses and translate findings into learning interventions

    Course Design (Classroom & E-Learning Material)

    • Design and develop accredited and non-accredited learning programmes
    • Develop learner guides, facilitator guides, assessments, and learning resources
    • Convert classroom-based programmes into effective e-learning formats
    • Ensure instructional design principles and adult learning methodologies are applied
    • Review and continuously improve learning content for relevance and impact

    Management & Leadership Development

    • Design and manage management and leadership development programmes
    • Support succession planning initiatives
    • Facilitate or coordinate leadership workshops, coaching, and mentoring programmes
    • Measure the effectiveness of all training interventions
    • Measure the effectiveness of leadership development interventions

    E-Learning Management

    • Manage the Learning Management System (LMS) and e-learning platforms
    • Upload, maintain, and track online learning content and learner progress
    • Monitor learner engagement, completion rates, and assessment outcomes
    • Provide support to learners and facilitators using e-learning platforms
    • Generate learning analytics and management reports
    • Manage relationships with service providers,

    Managing of Bursary Scheme (Company employees and full-time students)

    • Design and administer the organisational bursary programme
    • Develop bursary policies, criteria, and contracts
    • Manage application, selection, and approval processes
    • Track bursary beneficiaries academic progress and compliance
    • Manage bursary budgets and reporting
    • Manage relationships with tertiary institutions,

    Management of Learnership and Occupational Qualifications Programmes

    • Design, implement, and manage learnership and occupational qualification programmes aligned to SETA / QCTO requirements
    • Coordinate learner recruitment, onboarding, and induction
    • Manage relationships with training providers, mentors, and assessors
    • Ensure successful completion, certification, and reporting of learnerships
    • Monitor learner performance, attendance, and workplace exposure

    Managing of Course Facilitation

    • Coordinate internal and external facilitators
    • Schedule training sessions and manage training calendars
    • Ensure facilitators meet accreditation and quality standards
    • Conduct facilitator evaluations and quality assurance reviews
    • Manage training logistics including venues, materials, and attendance registers

    Budgeting

    • Draft annual training department budget for approval
    • Manage the approved annual training department budget

    Competent and motivated employees

    • Manage staff to ensure their areas of responsibilities are performed timeously, complete and accurately
    • Manage staff to ensure that their competence and motivation are at the required levels
