Manager Expenditure and Payroll Management at Gamagara Local Municipality

Requirements:

• National Diploma/BCom Degree in Accounting, Financial Management, Public Finance or equivalent qualification. A minimum of three (3) years’ experience at supervisory level in municipal expenditure management, payroll administration, financial reporting or related financial management environment, Valid Code B Driver’s License Computer Literate: Proficiency in MS Office applications. Excellent organizational and administrative skills; Excellent organizational and administrative skills; Excellent analytic and problem-solving ability; High level of integrity, responsibility and confidentiality; Have ability to give attention to detail and be able to work under pressure; Report writing; Communication Skills; Ability to deal with conflict situations; Excellent Negotiation skills.

Duties:

• Managing and overseeing expenditure and payroll management functions; ensuring effective expenditure control, verification and authorisation of transactions; managing payroll processes, including salaries, allowances, deductions and statutory payments; ensuring compliance with MFMA, GRAP, payroll legislation and municipal policies; coordinating the preparation of expenditure reports, reconciliations and financial statements inputs; monitoring budget utilisation and implementing corrective measures; supervising and developing staff; managing creditor payment processes; resolving expenditure and payroll queries; and providing strategic support to ensure sound financial management and governance within the municipality.
