    Investigator - Enforcement Department - Pretoria

    Purpose of the Job: 

    To conduct forensic regulatory investigations within the financial services industry (financial markets, insurance, collective investment schemes, hedge funds, pension funds and financial and advisory services) and to take responsibility for the regulatory and enforcement action, following from such investigations. Persons appointed to these positions will report to the Senior Manager. 

    Key Performance Areas:

    • Assess complaints and new cases for further action.
    • Create and execute clear, focused, and efficient investigation plans with reasonable timelines.
    • Conduct quality investigations (gathering all relevant, admissible evidence and proper analysis of the evidence);
    • Take responsibility for the execution of all enforcement actions, including the drafting of all enforcement documentation presentation to enforcement   meetings, debarments, withdrawal of licences and administrative penalties. 

    Requirements

    • An LLB, Accounting, or Forensic orientated degree, with at least 5 years’ experience in litigation, prosecution, forensic investigation, or forensic accounting; an admitted attorney or advocate (for law incumbents) A good knowledge and understanding of the law of evidence (admissibility; documentary and computer-generated evidence); and the financial sector will be an advantage.

    IT Manager - Financial Service Tribunal (Pretoria)

    Purpose of the Job:

    • To provide technical and managerial leadership to the ICT technical team in the design, development, and implementation of IT projects.  To support the existing ICT platforms, systems, and applications by analyzing and delivering the services that supports the Tribunal’s business strategy and ensure ICT governance and support processes and procedures exist and kept up to date and relevant. The person appointed to this position will report to the Chief Operating Officer and be under the supervision of a dedicated FSCA personnel until the transitional period is finalised. 

    Key Performance Areas:

    •  Establish and manage the infrastructure portfolio of the organization. 
    •  Ensure delivery of ICT projects according to the design specification.
    •  Develop internal operational ICT procedures and processes. 
    •  Report on ICT deliverables, status or escalations to the COO and relevant stakeholders.
    •  Monitoring and Maintenance of ICT platform, systems, and applications.
    •  Ensure existence of Personal Development Plan for ICT team members exist and in line with the training plan. 
    •  Assist the organisation in identifying ICT continuity gaps and risks.  
    •  Liaise with various external suppliers to ensure that a relevant solution is identified to conform to the business needs of the Tribunal as service level agreements.
    •  Develop and manage ICT budgets.
    •  Perform any other related ICT and ICT management functions as instructed by management.  


    Key Competencies:

    • The candidate must demonstrate the following skills and attributes: Pro-active or self-starter, ability to work independently; accurate and detail orientated; ability to lead and motivate ICT team; strong analytical; interpersonal and communication skills; leadership competencies and strong strategic thinking abilities. 

    Requirements

    • A 3-Year National Diploma or bachelor’s degree in Information Technology, Computer Science, Information Systems, or equivalent, with at least 5-7 years of relevant working experience in IT operations, supervising technology teams, and overseeing information technology projects. The candidate must have ITIL Foundation and COBIT 5 Foundation Training and certification.

    Human Resource Generalist - Financial Service Tribunal (Pretoria)

    Purpose of the Job:

    • To support the FST in the successful execution of the FST Strategic Human Capital objectives. To provide HR generalist functions and other specialised remuneration and benefits services to the organisation. The person appointed to this position will report to the Chief Operating Officer and be under the supervision of a dedicated FSCA personnel until the transitional period is finalised. 

    Key Performance Areas:

    •  Working under direct supervision the candidate will perform the following duties:
    •  Recruitment and selection of staff including administration of appointment and transfers and exit process;
    •  Review and prepare job descriptions; job profiles and job specifications;
    •  Advise staff on performance management processes and development matters;
    •  Provide advice on employee relations matters (grievances / disciplinary process);
    •  Provide advice on FST Employee benefits and compensation matters;
    •  Provide advice on various FST policies and administration thereof;
    •  Perform general administration function and project related function as directed;
    •  Ensure employee files are always kept up to date;
    •  Compile remuneration analytical reports;
    •  Manage payroll processes, salary reviews and incentives by ensuring quality of the payroll submissions to the FSCA Finance Department;
    •  Manage relationship with internal and external service providers;
    •  Conduct ad-hoc projects in other areas of human resources;
    •  Provide ongoing reports and relevant statistics on tasks relating to own work.

    Key Competencies:

    • The candidate must demonstrate the following skills: People management, problem solving, interpersonal and conflict management skills, knowledge of current HR legislation, the ability to perform consistently under pressure and be team orientated. 

    Requirements

    • Relevant qualification in HR at NQF 7 plus 5-7 years’ experience. The candidate must have exposure in recruitment and selection, benefits and rewards, employee relations; performance management, and employee wellness and learning and development.

    Finance Manager - Financial Service Tribunal (Pretoria)

    Purpose of the Job:

    • To ensure operational efficiencies and successful implementation of the FST and Finance Department business strategies. To take complete responsibility for the financial management operation side of the FST, specializing in risk management and compliance with relevant legislation, the Public Finance Management Act, Treasury Regulations and Generally Recognised Accounting Practice (GRAP). The person appointed to this role will report to the Chief Operations Officer and be under the supervision of a dedicated FSCA personnel until the transitional period is finalised. 

    Key Performance Areas:

    • Assist with preparation of the annual budget of the FST;
    •  Manage day-to-day cash flow requirements and investment function activities of the FST;
    •  Prepare the annual financial statement function activities daily for the FST;
    •  Liaise with internal/external Auditors, banks, for the FST;
    •  Assist the finance staff with Financial Accounting issues relating to daily finance activities;
    •  Review monthly cash book reconciliations for all transactional bank accounts of the FST;
    •  Prepare quarterly reports to National Treasury;
    •  Prepare monthly reporting including monthly management accounts;
    •  Management and Budgetary control;
    •  Regulatory adherence and compliance- Ensuring compliance with relevant legislation, PFMA, Treasury Regulations and applicable accounting standards; 
    •  Treasury and Cash management- Managing banking facilities, cash budgeting, forecasting and investments;
    •  Fixed Assets Management- Maintenance of the asset registers including reconciliations, physical verifications, additions, disposals, annual assessments and impairments; and 
    •  Reviewing and approving journals under the portfolio.

    Key Competencies:

    • The candidate must demonstrate the following skills and attributes: Computer literate, good judgment skills, confident and decisive approach, good communication (verbal and written) and interpersonal skills, problem analysis, analytical skills, and customer relations skills, commitment to meet deadlines.
