    Administrator Grants

    The Administrator will be responsible for delivering comprehensive financial administration support within the Finance Unit.

    • Their primary focus will be the processing and reconciliation of discretionary and mandatory grant disbursements, along with other payments.
    • The role ensures strict compliance with LGSETA policies, maintain accurate data capture, facilitate effective stakeholder engagement, and audit readiness for all financial transactions.
    • Beyond grants administration, they will be expected to provide support on other finance-related tasks.
    • This includes payment pack compilation, meticulous record management, and assisting with general month-end processes and reporting functions as required.

    Job Requirements:

    • National Certificate in Accounting (NQF Level 5) Experience: 2 – 3 years’ experience related to the administration of fund and grants disbursements within the public sector Experience within the financial creditors / account administration.

    Practitioner: Contract Management Travel and Transport

    The Contract management Travel and Transport Practitioner will be responsible for monitoring, analysing and determining actions to ensure effective contract administration.

    • Maintain the register of transversal contracts.
    • Coordinate the development of Service Level Agreements and file all signed contracts.
    • Monitor and evaluate contract performance in line with the SLA. Monitor Compliance and control in contract management, coordinate improved service delivery.

    Minimum:

    • Degree or Diploma in Financial Management, Logistics, Purchasing Management, Supply Chain Management, or Public Administration. Post Graduate Diploma or Degree will be an added advantage. Experience: 3-5 years in Supply Chain Management.

    Manager Strategy and Planning

    The Strategy and Planning Manager will be responsible for the development and oversight of the business’ organisational strategic documents to support the sustainable growth objectives by establishing and reviewing key strategic priorities and translating them into actionable and quantitative plans.

    Specialist: Research & Planning

    The Specialist will be responsible for conducting research to support and enhance institutional knowledge within prescribed research management frameworks, policy, procedures and legislation.

    • To plan, design and undertake research projects including analysis of data and development of planning documents and strategies.
    • Review existing research and strategy effectiveness with a view to modifications, opportunities and improvements in order to maintain competitiveness in the marketplace.

    Job requirement:

    Company Secretary

    The Company Secretary will be responsible for ensuring that the organisation complies with all relevant statutory requirements, particularly those specified by the Company’s Act. Ensure that board members are informed of their legal responsibilities.

    • Perform company secretarial function and this may include other administrative requirements of the organisation.

    Job Requirements: Minimum:  

    • B-Degree in Public Administration or Social Sciences Field at (NQF 7) with a good understanding of the other discipline.

    Manager Education Training Quality Assurer: ETQA

    This position’s principle accountability is to ensure that training and education programmes are developed and implemented effectively, whilst ensuring that the programme meets the necessary quality standards.

    • Oversee the process of quality assessments, verifications and accreditation according to the Act. Responsible for the design, implementation and maintaining quality assurance processes. overseeing assessments and managing the development and delivery of training program.

    Job requirements Minimum:

    • B-Degree in Education Training and Development or related field (NQF Level 7) Ideal: B-Degree in Education Training and Development or related field (NQF Level 7) Plus, a Higher Certificate in Designing Learning Programmed and Related Learning Materials (NQF Level 6).

    The Quality Assurer will be responsible for the provincial skills development providers, assessment centers, accreditation and certification processes, artisan development, monitoring and evaluation, quality assurance of learner achievements, workplace vetting, stakeholders’ capacity building and registration of assessors and moderators.

    • The incumbent is to provide guidance and support to constituent providers, facilitate the registration of assessors and moderators, promote quality provisioning, and ensure compliance with legislation. Represent the LGSETA at different forums.

    Job Requirements:

    • Diploma in an Energy/Electricity related qualification
    • Relevant Trade Test Certificate
    • Current NAMB Registration

    • Experience :3 – 5 years’ experience in the quality assurance environment conducting assessment and moderation of energy/electricity related qualifications
    • Strong knowledge of the Skills Development legislation, Levy Act, NSDP, QCTO processes, SAQA, NQF act and related legislations
    • Facilitation and Presentation skills

    Analyst Evaluation

    The purpose of an evaluation analyst is to assess the effectiveness of programmes and projects through validating data and information to confirm correctness and validation of information as well as identify areas of improvement and to provide feedback and recommendations for further enhancement.

    • Use a variety of methods, such as surveys, interviews, and focus groups, to collect data and analyse performance.
    • Conduct analysis of data to assess programme outcomes and effectiveness and monitor progress and make suggestions for programme or project improvement. Monitoring analysts will also provide reports and presentations to stakeholders to communicate their findings and make follow-ups.

    Job Requirements:

    • B-degree in M&E or related field or equivalent qualification (NQF level 7) A project management qualification would be advantageous.

    Accountant: Budget & Financial Reporting

    The Analyst Research and Planning will be responsible for gathering data and creating or using data collection and or research tools and industry trends to conduct research projects.

    HR Business Partner Labour Relations and Organisational Design

    HR Business Partner:

    • Labour relations and organisation development will be responsible for providing strategic and integrated human resources advice and support to the LGSETA ‘s in areas of HR including labour relations such as collective bargaining, dispute resolutions, grievance handling, and labour law compliance.
    • Responsible for providing advice and guidance to the LGSETA on issues related to employee engagement, Organisational Design, Employment Equity, Diversity management and employee wellbeing.

    Job Requirements:

    • B-degree in Human Resources and certificate in advanced labour relations (NQF Level 7) Ideal Honours B degree in HR/IR or OD *related postgraduate qualification would be advantageous
    • Experience: 4-6 years in human capital management, 3 years’ in conciliation and arbitration at CCMA, experience in labour/union relations, In depth knowledge of Employment Acts and Regulations, work knowledge of PFMA/PPPFA, Report writing and must be computer literate with Advance Excell. Plus, three years’ HR generalist experience.

    Accountant: Budget & Financial Reporting

    Accountant: Budget & Financial will be responsible for providing budget and financial reporting services within LGSETA which includes overseeing the reporting cycle within organisation and reporting to the manager:

    • Financial Management. The incumbent will also be responsible for maintenance, compilation of the budget and remaining up to date and informing others within finance of relevant statutory changes.

    Job Requirements:

    Manager: Enterprise Risk Management

    The purpose of this position is to assist in the management and implementation of the enterprise-wide risk management strategy, framework, policies and to conduct risk assessment and develop appropriate risk mitigations.

    • To promote a culture of adherence to good corporate governance and compliance within the LGSETA.
    • The incumbent is to provide day-to-day guidance of the Enterprise–Wide Risk Management (ERM) plan and manage the full implementation of the Business Continuity Management System (BCMS) to ensure that the LGSETA’s strategic and operational risks are effectively and efficiently managed to manage risks to an acceptable level.

    Job Requirements:

    Minimum:

    • Postgraduate Honours or master’s qualification in Internal Audit, Accounting or Forensic Audit or Business Administration or Certified Internal Auditor (CIA) qualification or ACCA or CA (SA). Experience:
    • Risk management experience as Manager or Senior Risk Manager within the public sector organisation.
    • 5 years’ Business Continuity Management System implementation experience.
    • Member of the Institute of Risk Management South Africa (IRMSA).
    • Strong understanding of enterprise risk management (ISO 31 000), COSO frameworks, PFMA/National Treasury, Skills Development legislation. Etc.
