    Inspector: Dangerous Goods- Cape Town

    PURPOSE OF THE JOB

    • To regulate, monitor, and enforce safe transportation of dangerous goods by air following the ICAO Technical Instructions and the Civil Aviation Regulations.
    • To promote aviation safety and a culture of awareness for safe transportation of dangerous goods by air.
    • To promote safety and security culture in civil aviation.

    Oversight activities – Inspections. Audits

    • Plan inspections and audits as per laid-down ISO Procedures
    • Conduct oversight activities following set guidelines and submit comprehensive reports
    • Evaluate risk assessment reports and make appropriate recommendations
    • Conduct risk assessments and recommend mitigation measures
    • Assess the competence of Instructors

    Administration 

    • Perform job-related administration tasks.
    • Compile and submit management reports as required.
    • Create and maintain a database of allocated clients.
    • Create and maintain a database for non-compliances on the findings register
    • Handle internal and external correspondence through the Manager: Dangerous Goods.
    • Maintain the AVSEC Documents management relating to Dangerous Goods as per the SACAA records management procedures.

    Enforcement and Compliance

    • Conduct investigations of reported undeclared and misdeclared dangerous goods consignments to determine compliance with Part 108 and associated regulations
    • Follow-up on all reported non-compliance incidents and cases
    • Initiate enforcement action for cases of non-compliances meriting enforcement action in line with the Enforcement procedure
    • Compile reports of all major and severe to the Enforcement Committee.
    • Provide technical expertise during incident and accidents investigations when required

    Development of Regulations

    • Make recommendations regarding regulations to address identified gaps in the security system
    • Participate in the process of developing and amending legal instruments related to aviation security
    • Develop of technical guidance materials and promotional materials

    Approval of Part 141 and Flight Operations Manuals

    • Part 141 - Assess applicants' Manual of Procedure, Curriculum, and Training Material as per relevant regulations.
    • Flight Operations Manual - Evaluate compliance of flight operations manual and make recommendations
    • Other entities – evaluate compliance of procedure manuals 

    Applications for Exemptions, Special Approval and Foreign Operator permits

    • Process applications following ICAO TI and ICAO TI (Supplement).
    • Monitor adherence to the requirements of ISO procedures
    • Submit recommendations for the Director’s consideration and issue approval letter(s), where applicable

    Liaison and Communication 

    • Participate in initiatives to promote the safety in relation to Dangerous Goods
    • Act as a liaison between stakeholders and SACAA at a local level.
    • Provide industry feedback to the pertinent authority and SACAA

    General

    • Perform any other function for Cargo Security and Dangerous Goods Department as and when required

    Requirements
    Minimum Qualification:

    • National Diploma or NQF Level 6 Tertiary qualification
    • Dangerous Goods Certificate

    Ideal Qualification:

    • Degree
    • Assessor and/ or Moderator Certificate(s)
    • Train-The-Trainer Course/ Certificate

    Experience:

    • 3 years Aviation Safety or Dangerous Goods
    • 3 years  Dangerous Goods Instructor experience

    IT Technicians

    PURPOSE OF THE JOB

    • To build and maintain updated and efficient computer systems and networks to optimize the role of technology on business sustainability. To provide professional and prompt customer services to all SACAA end users

    Customer Services

    • Ensure adequate professional end user support
    • Adhere to all ICT related queries within acceptable turn around times in accordance with the ICT services procedure.
    • Respond to and address all user queries within reason during standby; Ensure that all user queries are attended to in a professional manner

    Liaison and Coordination

    • Liaise with internal clients for implementation.

    ICT Governance   

    • Adhere to CAA standards set for end user device infrastructure.
    • Adhere to best practice and ICT governance standards such as ITIL and CobIT.
    • Follow proper change control procedure in implementing and/or administering changes to the environment;
    • Adhere to all CAA policies and procedures.
    • Ensure all necessary reports are produced as required.

    Support Services

    • Set up workstations and necessary peripheral devices (routers, printers etc.); Check computer hardware (HDD, mouse’s, keyboards etc.) to ensure functionality; Install and configure appropriate software and functions according to specifications; Develop and maintain Local Area Networks in ways that optimize performance; Ensure security and privacy of networks and computer systems;
    • Provide 1st line application support to the users on all SACAA Systems
    • Provide orientation and guidance to users on how to operate new software and computer equipment; Organize and schedule upgrades and maintenance with minimum interruptions to the end users; Perform troubleshooting to diagnose and resolve problems (repair or replace parts, debugging etc.); Maintain records/logs of repairs and fixes and maintenance schedule; Identify computer or network equipment shortages and place orders.
       

    Requirements
    Minimum Qualification:

    • National Diploma in IT or an equivalent NQF level 6 Related qualification

    Ideal Qualification:

    • N+ Certificate, MCSE, MCSA

    Experience:

    • 3 years IT Technician

    AVSEC Testing Standards Officer

    Description
    ADMINISTRATION OF EXAMINATIONS/ASSESSMENTS

    • Develop review and maintain existing certification examinations for all training conducted under SACAR-PART Part 109 in collaboration with the inspectors
    • Develop an annual examination schedule and share with the screening organisations
    • Plan and oversee certification examinations (i.e., theoretical examinations and competency assessments)
    • Participate in workshops for screening organisations regarding assessment procedures
    • Record and maintain work procedures as required
    • Review and manage the risks associated with the administration of the examinations
    • Develop communication plan concerning examinations and liaise with the stakeholders
    • Maintain a database of screening organisations and screening statistics
    • Compile monthly and quarterly management reports
    • Maintain ongoing communication with the Certification Inspector to ensure proper logistical arrangements (e.g., examination scripts and equipment for competency assessments, etc.) and clear instructions regarding scheduled examinations
    • Determine suitability criteria/standards for examination venues and review regularly
    • Coordinate the collection and safe return of examination scripts
    • Reconcile examination scripts with attendance registers
    • Conduct moderation of examinations
    • Conduct remarking of assessments as applicable

    ISSUANCE OF THE CERTIFICATES/CARDS

    • Generate certificates for the signature by the Manager: AVSEC Personnel Certification
    • Distribute certificates to the screening organisations

    RECORD KEEPING

    • Maintain proper records of certificates, scoresheets, reports, invoices, applications and related attachments

    OVERSIGHT OF THE OUTLINE EXAMINATION CENTRES

    • Provide support to the online examination centres

    RESEARCH FOR CONTINUOUS IMPROVEMENT

    Conduct research and make recommendations about applicable national and international trends regarding examinations 
    Requirements
    Minimum Qualification:

    • National Diploma or NQF level 6 Qualification in Administration or related qualification

    Ideal Qualification:

    • Instructor/Facilitator Training/Assessor and Moderator certificate(s)
    • Basic Aviation Security certificate(s)
    • Inspectors certificate
    • Familiarity with online assessments and examinations systems 

    Experience:

    • 2 years Administration experience, including planning, coordination and scheduling of examinations
