    Accountant – Asset Management (X2)

    QUALIFICATIONS

    • Grade 12 or NQF Level 4 equivalent.
    • National Diploma (NQF Level 6) in Accounting, Financial Management, Cost and Management Accounting or an equivalent financial qualification. Bachelor's Degree (NQF Level 7) in Accounting, Finance or related field.
    • Computer literacy in Microsoft Office applications, with advanced Microsoft Excel skills.
    • Valid Code B Driver's Licence.

    EXPERIENCE

    • Minimum of 2–3 years' relevant experience in Asset Management or Municipal Finance.
    • Experience in a Local Government environment will be an added advantage.

    • Knowledge of depreciation, impairment, revaluation and asset verification processes.
    • Understanding of the Municipal Systems Act and other applicable local government legislation.
    • Knowledge of internal controls, risk management and audit processes.

    DUTIES

    • Maintaining an updated Assets Register through updating the assets inventory list and highlighting any changes to the inventory and updating on the main Assets Register.
    • Capturing the required identification data of all assets received/ purchased/ transferred by electronically inputting data and doing bar-coding as per the Asset Management Policy.
    • Electronically inputs the required data on the Assets Register that segregates the Assets According to their Value, to ensure that this information is up to date and accurate information is maintained as per prescriptions of the Asset Management Policy.
    • Assist in compiling monthly, quarterly and annual reports.
    • Compiling capitalization and write-off journals.
    • Knowledge of Municipal Asset Transfer Regulations.
    • Verifying that yearly condition assessments are carried out on assets.
    • Performing reconciliation between Asset Management System and General Ledger.
    • Ensuring proper calculation of Depreciation against the asset (straight method).

    Assistant Town Planner

    QUALIFICATIONS

    • Grade 12 or NQF Level 4 equivalent
    • B. Tech/ Honors Degree in Town/Urban & Reginal Planning NQF Level 7 or equivalent qualification
    • Registered or eligible to register with South African Council of Town & Regional Planners

    DUTIES

    • Assist with the implementation and review of the Municipal Spatial Development Framework (SDF), Land Use Scheme and other spatial planning initiatives.
    • Process and evaluate land use and development applications in accordance with SPLUMA, municipal by-laws, policies and other applicable legislation.
    • Conduct site inspections and planning investigations to support decision-making on development applications.
    • Prepare technical reports, recommendations and Council submissions relating to planning and land use matters.
    • Assist with the preparation, implementation and monitoring of Integrated Development Plan (IDP) spatial planning components.
    • Compile, maintain and update planning records, land use registers and GIS databases.
    • Undertake planning research, data collection and spatial analysis to support planning projects and policy development.
    • Provide planning advice and technical support to internal departments, developers, consultants and members of the public.
    • Participate in public participation processes and stakeholder engagements relating to planning projects and development applications.

    Landfill Site - Supervisor

    QUALIFICATIONS

    • Grade 10 or NQF equivalent.
    • National Certificate or Higher Certificate (NQF Level 5) in Waste Management, Environmental Management, or a related field.
    • Valid Code C1 (10) Driver's Licence with a valid PrDP.
    • Computer literacy in Microsoft Office applications.

    EXPERIENCE

    • Minimum of 1–2 years' relevant experience in landfill or waste management operations.

    DUTIES

    • Supervise the day-to-day operations of the municipal landfill site in accordance with approved operational procedures and licence conditions.
    • Plan, allocate, supervise and monitor the work of landfill personnel.
    • Ensure compliance with landfill licence conditions, environmental legislation, municipal by-laws and operational standards.
    • Monitor waste acceptance procedures and ensure that only authorised waste is disposed of at the landfill site.
    • Coordinate waste compaction, covering and disposal activities to maximise landfill airspace and operational efficiency.
    • Conduct routine inspections of the landfill site and identify operational, environmental and safety risks.
    • Ensure compliance with Occupational Health and Safety requirements and promote a safe working environment.
    • Supervise the utilisation and maintenance of landfill plant, machinery, equipment and infrastructure.

    PMS Admin Officer

    QUALIFICATIONS

    • Grade 12 (Senior Certificate) or NQF Level 4 equivalent.
    • National Diploma or Bachelor's Degree in Public Management/Public Administration, Human Resources Management, Developmental Studies, or an equivalent three (3) year qualification (NQF Level 6/7).
    • Valid Code B Driver's Licence.

    EXPERIENCE

    • Two (2) to three (3) years' relevant experience in Performance Management System (PMS) administration, Human

    • Analysing and approving revenue recording processes referring to information detailed in supporting documentation and resolving deviations from procedures.
    • Providing support with regards to the consolidation of Income transactional information to facilitate the production of Financial Statements.
    • Preparing statistical reports depicting short to medium term cash flow trends inclusive of explanations to support specific deviations.
    • Interacting with the internal/ external auditors and makes available information, supporting documentation and proofs of approval guiding specific recordings, adjustments and allocation of Account receivable transactions.
    • Coordinates specific administrative and financial sequencies associated with tariffs.
    • Administer and maintain the municipal billing system to ensure accurate and timely billing of all municipal services.
    • Verify, process and reconcile consumer accounts, tariffs and billing transactions.
    • Process billing corrections, rebates, reversals and account amendments in accordance with approved policies.
    • Reconcile billing income to the General Ledger and investigate variances.
