    Administrative Coordinator: Executive Personal Assistant to Chief Legal, Risk and Compliance Officer

    POSITION OBJECTIVE

    To provide high-quality, responsive administrative and secretarial support to the Executives as well as liaison support to the Executive Leadership team and other key stakeholders.

    MINIMUM REQUIREMENTS:

    • A Senior Certificate (Grade 12).
    • An administrative qualification at an NQF level 6.
    • At least five years of relevant personal assistant experience at an executive level.

    ADVANTAGEOUS:

    • Completed or studying towards a Chartered Secretary qualification.
    • Experience in dealing with diverse groups of people including CEOs, Board Members, Senior Executives, and/or government stakeholders.

    KEY RESPONSIBILITIES:

    Executive Support

    • Work closely and effectively with the Executive and keep him/her well informed of upcoming commitments and responsibilities, following up proactively and appropriately.
    • Act as the conduit between the Executive and internal/external stakeholders.
    • Serve as the primary point of contact for internal/external stakeholders on all matters pertaining to the Executive, including those of a highly confidential and critical nature.
    • Prioritise and determine the appropriate course of action, referral, and responses, exercising judgment.

    Administration and office management

    • Proactively support the Executive with matters within their scope of work.
    • Filing and documentation management.
    • Process incoming documents by prioritisation and distribute to the relevant party accordingly (e.g. memorandums, claims, authorisations) amongst other related responsibilities.
    • Type and draft correspondences such as memo’s and letters amongst others when required.
    • Ensure timely and quality submissions of reports to the Office of the CEO/Board Committees.
    • Complete a broad variety of administrative tasks that facilitate the Executive’s ability to effectively lead the department, including: assisting with special projects; designing and producing complex documents, reports and presentations; collating and preparing information for meetings with management, staff and external stakeholders; composing and preparing correspondence.

    Co-ordination

    • Coordinate all travel requirements within the respective function.
    • Coordinate and maintain calendar and schedule regarding meetings, deadlines, reports and other duties within respective function, in correspondence with other functions and external stakeholders.
    • Prioritise inquiries and requests, while troubleshooting conflicts; make judgments and recommendations to ensure smooth day-to-day engagements.
    • Co-ordinate the timely submission of reports to relevant structures.
    • Coordinate activities between functional leadership and direct reports.
    • Coordinate facilities-related requirements for the team i.e. arrangement of laptops, access cards etc.

    Meetings

    • Compile meeting agendas in collaboration with the respective chairperson of the meeting.

    • Responsible for accurate and complete minute-taking and timely distribution thereof, including management of action points.

    Compliance & Stakeholder Liaison

    HR Admin and Training Officer

    POSITION OBJECTIVE:

    • To maintain strategic and administrative management of the scholarship programme.

    MINIMUM REQUIREMENTS:

    • NQF 6 in Administration or Development Studies.
    • 3 years’ minimum relevant experience.
    • The ability to demonstrate a high level of professionalism in providing strategic and administrative support.
    • To communicate effectively, have good computer and organising skills.

    KEY RESPONSIBILITIES:

    Management of Scholarships
    Budget Management / Finance

    • Plan and forecast annual budget.
    • Accurate financial management.
    • Manage annual budget - conduct quarterly reconciliation of payments towards the school and reimbursements for the parents - scholarship claims (school fees, books & uniform) processed and paid timeously and accurately within approved and allocated budget per learner per annum.
    • Implement scholarship payments within approved budget allocation.

    Operational management/ Administration

    • Ensure that each learner has a signed contract in their file.
    • Maintenance of files & academic performance - up to date contact information.
    • Development of flowchart for the annual process of applications, closures, scholarship committee, longlisting, shortlisting, and final acceptance.
    • Maintaining an efficient process for applications.
    • Monitoring contractual obligation of the learners to maintain their grades and that documents are sent to us timeously.

    Reporting

    • To ensure accurate and timeous reporting for internal and external purposes.
    • Quarterly reports and annual reports.

    Policy & Strategy

    • Make recommendations regarding policy and strategy changes and improvements.
    • Communication to management and SANRAL.

    Audit

    • Maintain learner files for auditing purposes.
    • Provide accurate information for auditing purposes.

    Marketing

    • Circulate scholarship application forms with the assistance of Marketing & Communications (career expos, roadshows, exhibitions).
    • Manage the compilation of the scholarship booklet and regularly update information contained therein.

    Communication.

    • Communicate regularly with the parents and the schools to ensure everyone is well informed of processes to follow and due dates.

    Programme Manager (2343)

    POSITION OBJECTIVE:

    The Programme Manager: Special Projects interacts with may levels of executives and staff and is expected to oversee the Government’s SIP 3 program for the Special Project, coordinates and manages the various phases in conjunction with the project managers from design to project close out to ensure the achievement of overall programme objectives. The successful candidate will be expected to lead, guide, and assist the project managers and multi-disciplinary project teams to manage the project deliverables, including financial, technical, and socio-economic aspects. They will be expected to ensure project management in respect of specific norms and standards, according to relevant legislation, the efficient management of resources, time and budgets associated with projects under the Special Projects. They will have to develop and maintain excellent working relationships with external stakeholders and to ensure required business results.

    MINIMUM REQUIREMENTS:

    • Must have a B Eng. or B Sc. Degree in Civil Engineering.
    • A minimum of 15 years’ relevant experience in planning, design, program, project and contract management of major road and bridge works.
    • Registered with ECSA as a Professional Engineer
    • Registration with SACPCMP as either Pr CPM or Pr CM will be an added advantage.
    • At least five years’ experience in projects exceeding R250 million.

    WORKPLACE COMPETENCIES:

    • The successful candidate will be able to effectively demonstrate the following:
    • Extensive knowledge of relevant industry standards and specifications, as well as the FIDIC Suite of General Conditions of Contract and relevant legislation. The ability to demonstrate attention to detail and sound engineering and project management judgement and work well under pressure.

    • Review and update program progress and recommend support strategies as required.

    PLANNING AND DESIGN

    • Prioritizing of projects based on data from Special Projects studies and SIP4 program in coordination with other strategic partners.
    • Oversee and evaluate the design for the various Special Projects work packages in conjunction with the assigned project managers.
    • Study and evaluate design reports to ensure uniformity and compliance with SANRAL’s minimum standards.
    • Monitor and track expenditure against annual and overall budgets.

    PROGRAMME AND PROJECT MANAGEMENT

    • Monitor and consolidate the Procurement Plan for the various Special Project works packages to ensure:
    •  Adherence to overall programme schedule
    •  Timely procurement processes
    •  Resource allocation and approvals
    •  Financial performance to ensure the project remains within budget.
    • Manage and oversee the construction phase of the various Special Projects work packages.
    • Track the baseline program and recommend corrective mitigation measures as appropriate.
    • Prepare and monitor the annual and monthly expenditure for the overall programme and for each project.
    • Oversee the approval payment certificates and reconciliation against programme budget.
    • Oversee the management of all contractual claims and disputes on the Special Projects.
    • Understand the Claims process and ensure that Notices, Claims and Engineer’s Determinations are reported to the Chair of the Claims Committee.
    • Coordinate submissions, responses, and presentations to the Dispute Adjudication Board
    • Monitor transformation targets in terms of targets on construction projects.
    • Identify/manage community development projects.
    • Maintain good corporative governance in terms of risks and audits requirements on projects.
    • Attend project related meetings and site inspections.
    • Ensure queries are attended to timeously.

    SPECIALIST SUPPORT

    • Heads up and/or actively participates in activities of a relevant technical cluster.
    • Shares knowledge and experience with colleagues.

    Specialist Structural Engineer

    POSITION OBJECTIVE:

    To ensure appropriate and cost-effective provision / maintenance of road infrastructure by ensuring correct and appropriate hydraulic, hydrological, and structural investigation, assessment, design, and quality construction at project level. To develop and maintain excellent working relationships with internal and external stakeholders and to ensure required business results.

    MINIMUM REQUIREMENTS:

    • B Eng. or B Sc. or B Tech Eng. Degree in Civil Engineering.
    • MEng Structures/Hydraulics or MTech Structures/Hydraulics highly advantageous
    • Registered with ECSA as a Professional Engineer or Professional Engineering Technologist.
    • The candidate must have at least 15 years working experience in related industry, and at least 5 years specialist experience in bridges and other structures.
    • At least 5 years’ experience in projects exceeding a budget of R200 million or more.
    • Extensive project management experience in the relevant industry post qualification.

    WORKPLACE COMPETENCIES:

    The successful incumbent will be able to effectively demonstrate the following:

    • Extensive knowledge of relevant industry standards, specifications, and relevant legislation.
    • Extensive knowledge of construction materials properties and specifications

    WORKING CONDITIONS / INHERENT REQUIREMENTS OF THE JOB:

    • Travel as and when required.

    KEY RESPONSIBILITIES:

    Project identification and planning

    • Participate in the identification and prioritisation of structural projects in region.
    • Develop high-level structural designs, including design criteria, for consideration during design feasibility studies.
    • Assist with the development of detailed project scope, including the requirements and work to be performed, in order to meet the project objectives.
    • Facilitate discussions with other authorities impacted by projects e.g. Province/Municipalities/Eskom/Transnet/DMR/DEA.

    Preparation of tender documentation

    • Prepare tender documentation for the appointment of consultants, in line with project requirements and SANRAL’s procurement policies.
    • Support Supply Chain Management during procurement process with any queries or clarifications required.
    • Participate in adjudication of tenders to ensure competent consultants and contractors are appointed.

    Project and contract management

     

    • Responsible for the overall project management and coordination of assigned projects.
    • Ensure effective contract management and oversight, and that activities are executed in accordance with contractual terms and conditions.
    • Track progress of activities against the project management plan and proactively identify and mitigate issues.
    • Identify and manage changes in scope timeously.
    • Liaise with other internal SANRAL specialists that are required to provide input during design.
    • Prepare monthly forecast and ensure effective cashflow management.
    • Monitor financial performance to ensure project remains within budget. Review scope of work and potential impact on the budget and request additional funds if necessary.
    • Verify payment certificates prior to approval for payment.
    • Review and scrutinise concept and preliminary designs for structures, and design reports prepared by consultants.
    • Ensure that the latest technology, innovation and cost-effective techniques are applied during design.
    • Review, scrutinise and approve structural designs.
    • Conduct construction site visits to monitor that structural works are executed according to the approved designs and SANRAL standards and specifications
    • Cultivate and maintain good working relationships with key stakeholders and consultants.
    • Obtain drawing number for structures. Ensure all required design documentation is electronically uploaded into the records management system and/or submitted for physical storage.

    Technical advisory and support 

    • Provide technical input on projects involving structures across the region.
    • Actively participate in the relevant functional working group for Structures.
    • Share knowledge and experience with colleagues across SANRAL.
    • Maintain good working relationships with all colleagues in all regions and areas of expertise.
    • Pursue and research best practice and consider innovation in project lifecycle.
    • Participate in the development and improvement of standards and specifications for SANRAL.
