    Manager: Roads and Stormwater

    REF: (IS/RTS/RS/01)

    Minimum Requirements: 

    • A relevant BEng or BSc (Eng) engineering degree 
    • 5-8 years relevant experience, in the planning, design, maintenance and construction of roads and stormwater services of which 3 years’ experience in management 
    •  Eligibility for registration as Pr Eng 
    • Code B Driver’s licence

    Other requirements: 

    • Computer literacy: MS Office 
    • Good communication skills 
    • Proven track record in contract and project management 
    • Management, Financial management, HR management, quality assurance and safety regulations 
    • In-depth knowledge of: Council policies such as - HR, Supply Chain Management, National Government Legislation such as – OHS, NWA NEMA, MFMA, MS, Construction Industry Guidelines e.g., CIDB, SANS 
    • Leadership competencies and Problem solving skills 
    • Tactical and Strategic thinking and adaptability skills 
    • Well-developed interpersonal and effective communication skills
    •  Sufficient seniority and credibility 
    • Ability to work in a team environment and to perform under pressure

    Responsibilities/Duties: 

    • Manages the key performance areas and result indicators associated with the effective functioning of Roads and Stormwater networks and Municipal bridges within the Municipal area
    • Manages the construction, upgrade, repair and maintenance of bridges, roads and stormwater systems
    • Manages the capital and operational budget by ensuring sound, prudent and compliant implementation
    • Manages a large operation staff compliment, heavy vehicle fleet and other specialized road maintenance vehicles and machinery as well as facilities at the Roads and Stormwater Depot 
    • Review and comment on Engineering Drawings, Development Applications 
    • Co-ordinates the activities of in-house teams, contractors and consultants to ensure the accomplishment of service delivery objectives.

    Clerk – Metering

    REF: IS/ELS/MLD/SD/02

    Minimum requirements:

    • Grade 12 
    • 1 - 2 years relevant experience 
    • Computer proficiency regarding work processing and spread sheets (MS Office applications).

    Controller: Asset Management

    REF: FS/FM/FAM/AM/03

    Minimum Requirements: 

    • Grade 12; Tertiary qualification (NQF5) in the field of Accounting or Finance 
    • 5 – 8 years’ experience in the field of municipal asset management and GRAP accounting 
    • Valid Code B Driver’s License 
    • Computer literacy (advanced skills more particularly MS excel).

    Other Requirements: 

    • Ability to cope and perform under stressful situations, and a high level of responsibility 
    • Thorough knowledge and understanding of South African Standards of GRAP, with specific reference to asset related standards 
    • Financial Management skills and the ability to interpret accounting standards for financial reporting and auditing 
    • Extensive knowledge and experience with regards to compilation and maintenance of asset register for different types of moveable assets and intangible assets, to be applied in complex circumstances 
    • Knowledge of the MFMA, understanding of the municipal finance management environment and the service role of local government 
    • Understanding the principles of internal control, including those relating specifically, to movable assets 
    • Proficiency in at least two of the official languages of the Western Cape languages (Afrikaans, English, Xhosa) 
    • Good supervisory and interpersonal skills 
    • Excellent communication, problem solving and organisational skills 
    • Ability to take initiate, work accurately and independently.

    Responsibilities/Duties: 

    • To administer asset management related activities pertaining to the compilation and maintenance of movable assets and intangible assets, property, plant and equipment, compliant with legislation, policies, systems and procedures, through relevant accounting and control processes and procedures.

    Principle Clerk: Indigent Revenue and Expenditure

    REF: FS/RE/REV/CMC/IND/02

    Minimum Requirements: 

    • Grade 12 with Accounting 
    • 3-5 years’ relevant experience of which at least 1 year must be in a supervisory post 
    • Valid Code B Driver’s License 
    • Computer literate in MS Office package, Outlook, Internet.

    • Execute monthly statistics as applicable on the section 
    • Assist the Accountant of the section as necessary

    • Filing of the section’s documentation 
    • General Administrative duties of the Section 
    • Effective communication and interaction with the public and municipal departments 
    • Assisting in Internal and External (Auditor General) audits.

    Handyman – irrigation

    REF: CP/CS/PC/OH/24

    Minimum Requirements: 

    • Grade 10 
    • 12-months of experience in irrigation systems and equipment knowledge is essential 
    • 6 months of handyman and irrigation experience 
    • Valid Code B or higher drivers’ license with valid PDP.

    Other Requirements: 

    • Proficiency in at least two of the three Western Cape official Languages (English, Afrikaans, Xhosa) 
    • Must be able to work in all weather conditions

    Responsibilities/Duties:

    • Maintenance and repairs to nursery facilities and surroundings 
    • Interacting with superiors regarding repair requirements. Repair of specific defective fittings, paint and sealing of cracks 
    • Removing and replacing fixtures and testing functionality 
    • Erecting partitioning or minor screening walls 
    • Cleaning worksites, stores equipment, tools and loading materials before departure to work site 
    • Record keeping and care of equipment 
    • Placing and stacking tools and equipment in work vehicles 
    • Select/maintain and safely use the correct power tools for the task.

    Senior Superintendent: Traffic Training and Education :

    REF: CP/PRS/TL/TS/09

    Minimum Requirements: 

    • Grade 12 or equivalent 
    • Basic Traffic Diploma and relevant 3-year Diploma
    •  8 - years’ relevant experience of which 3 - years must be in a supervisory capacity in Traffic Enforcement and Licensing or a similar Environment Valid Code B Driver’s License 
    • Applicant must have been appointed as a Traffic Officer and should have been performing the functions within the past 12 months as prescribed by
    • the National Road Traffic Act (3A)
    • Appointment is subject to Police clearance 
    • Must be in possession of a Firearms competency certificate/ or able to acquire an official Firearm competency certificate within 6 months after appointment.

    Other Requirements: 

    • Excellent interpersonal relations 
    • Good report writing and oral communication skills in at least two of the three official languages in the Western Cape (English, Afrikaans or Xhosa)

    • Liaise with public and clients, other departments/authorities ito the Traffic Law Enforcement Section 
    • Establish and maintain relationships with other departments, authorities and agencies 
    • Liaise with external stakeholders 
    • Responsible for the processing and management of overtime in conjunction with Deputy Chief Traffic Services 
    • Responsible for leading, managing and coordinating Traffic Enforcement, Special Events and Traffic Safety Educational programs 
    • Responsible for all controls and traffic flow management within the Traffic Law Enforcement section 
    • Good governance in respect of financial and administrative management 
    • Responsible for knowledge sharing, training & skills development 
    • Monitor, assess and report on health & safety matters in the relevant section.
