    LMP/PFAM/08/03/2024 Limpopo/Mpumalanga Provincial Office – Provincial Finance and Administration Manager

    KEY OUTPUTS

    • To lead and manage provincial finance efficiently and effectively.
    • Preparation and maintenance of the annual budgets for the province.
    • Compilation of monthly deviation reports and quarterly Medium-Term Expenditure Projections for the province.
    • Compile monthly statistics and Key Performance Indicators (KPIs) report for the province.
    • Liaise with the National Office Finance Department on aspects of financial management, reports and other related matters.
    • Training of Admin Managers and employees on various financial policies, procedures and processes within which Legal Aid SA operates.
    • Review budget versus actual expenditure to monitor that budget obligations are being met.
    • Provide support to the Local Offices within the province.
    • Ensure availability of funds and compliance with prescribed policies and procedures.

    COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

    • A three (3) year recognised tertiary qualification in Finance and Accounting (e.g., BCom, with Accounting as a major).
    • More than five (5) years of relevant work experience in Finance with a minimum of three (3) years experience in a management role within a complex organisation.
    • Experience that would assist the incumbent in driving a service excellence mindset and building relationships within the organisation as a whole.
    • A sophisticated collaborative style is advantageous.
    • Project management experience is necessary but not essential.

    GP/PE/08/03/2024 Gauteng Provincial Office – Provincial Executive

    KEY OUTPUTS

    • Ensure delivery of the legal services offering at the defined range, scope and quality on a provincial basis.
    • Responsible for the formulation of the provincial strategy, in line with national priorities and strategies and allocation and utilisation of all resources in the province to ensure that targets are met.
    • Implement and manage the operational and quality parameters for the provincial delivery of criminal, civil and land legal services in a manner that ensures client focus, client accessibility and quality assurance.
    • Implement the legal quality management system to ensure that the legal services offering meets and continuously improves on the defined quality parameters.
    • Oversee a governance and control framework to ensure compliance with legal professional and ethical standards in relation but not limited to the Legal Practice Act 28 of 2014.
    • Manage Judicare practitioners, Co-Operation Partners and Agency Partners to deliver quality legal services in pursuit of the Legal Aid SA vision.
    • Promote mutually beneficial stakeholder relationships and leverage opportunities for collaboration.
    • Maintain strategic business partnerships with the National Operations Executive, Chief Legal Executive, Legal Executive: Land Rights Management, Chief Operations Officer and support Executives to ensure the delivery of the organisation’s stated legal services objectives as well as Communication, Corporate Legal, Finance, Human Resources and Information Systems objectives.

    MINIMUM REQUIREMENTS & COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES)

    • A recognised law degree.
    • A business qualification will be an added benefit.
    • A minimum of ten (10) years of Senior Management experience in the legal sector.
    • Sound knowledge of the criminal, civil and land legal practice disciplines.
    • Litigation at District and Regional Court, High Court, Labour Court, Land Claims Court/Land Court, Supreme Court, Labour Appeal Court, Land Appeal Court and Constitutional Court level, legal drafting, legal training, development and research, legal practice ethical and professional compliance management.
    • Experience in strategic planning, business planning and the development of operation plans with a strong focus on monitoring and reporting.
    • A collaborative style to foster functional integration between Legal Aid SA Local Offices, the Provincial Office and organisation as a whole would be advantageous.
    • Strong people management skills, i.e. the ability to lead by creating an inspired vision, modelling the way and creating an environment which maximises team effectiveness.
    • Client service orientation.
    • Knowledge and understanding of the Regulatory Framework for Legal Aid SA and the Public Service (e.g. the Legal Aid SA Act, PFMA, Treasury Regulations, Public Service Act and Regulations, Employment Equity Act, Skills Development Act and B-BBEE Act).
    • Financial and project management experience is essential.
    • Demonstrate integrity and honesty in external and internal dealings.

    NO/FIN/08/03/2024 National Office – Procurement Officer x2

    KEY PERFORMANCE AREAS

    • To provide support services to ensure the most efficient, effective and economical procurement, while ensuring compliance with Basic Employment Equity (BEE) and Supply Chain Management (SCM) requirements.
    • Procure goods and services as required.
    • Create and generate purchase requisitions/orders/good received notes (GRN).
    • Assist with the tendering process.
    • Ensure that all assets and risks are adequately insured.
    • Manage insurance claims.
    • Assist with travel bookings and managing the travel account.
    • Manage transversal contracts.
    • Arrange for courier services.
    • Responsible for stationery/consumables.
    • Assess the correctness of requests in respect of deviations, variations of contracts and use of consultants.
    • Manage registers for deviations, variations of contracts, condonations, procurement less than R1,000,000.00.
    • All other SCM functions.

    COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

    • National Senior/Matric certificate.
    • A Degree/Diploma in finance or supply chain management.
    • Two-three (2-3) years of relevant work experience within a procurement/financial environment, preferably public sector.
    • Experience in eLAA, Syspro and Excel is strongly recommended.
    • A sophisticated collaborative style is advantageous, together with good communication skills.
