    Assessment Officer (Development Appl)

    Job Purpose
    To ensure sustainable development by assessing building plans and recommending approval with due regard to legislation, quality, standards and appropriateness

    This post reports to MANAGER (PROJECTS FACILITATION)

    Key Responsibility Areas
    Recommends either the approval or decline of building plan applications in terms of the delegated authority for the Building Control Officer.

    • Assesses building plan applications from a technical aspect in terms of the National Building Regulations and Building Standards Act.
    • Maintains a consistent interpretation of the Regulations, Scheme, other relevant Acts, Codes of Practice, Policies and By-laws.
    • Ensures compliance with the Town Planning Scheme, Town Planning Register and archiving history.
    • Develops a greater understanding of the proposal by conducting on-site inspections.
    • Investigates building plan objections and Section 7 appeals.
    • Reviews and compiles the necessary correspondence to be sent to applicants.
    • Responds to enquiries by providing technical advice to Developers/Architects/Town Planners and members of the public.
    • Supports the management of information and liaises with members of the public and developers.
    • Maintains filing and electronic database systems and strict confidentiality on all matters concerned.
    • Contributes to the Branch, Department and Unit Performance Management Plan.

    • Recommends either the approval or refusal of building plan applications in terms of the delegated authority for the Building Control Officer.
    • Assesses Building Plan applications from a technical aspect.
    • Maintains a consistent interpretation of the Regulations, Scheme, other relevant Acts, Codes of Practice, Policies and By-Laws.
    • Ensures compliance with the Town Planning Scheme, Town Planning Register and archiving history.
    • Reviews resubmitted applications and compiles and signs letters of refusal.
    • Liaises with members of the public and developers.
    • Facilitates development applications which are large and complex in nature, which includes strategic Council projects.
    • Maintains strict confidentiality on all matters concerned.
    • Supports the management of information as well as special programmes and projects.
    • Assists with mentoring and training of Assessment Officers.
    • Contributes to the Branch, Department and Unit Performance Management Plan.

    Essential Requirements

    • Diploma (NQF Level 6) in the Built environment.
    • Valid motor vehicle driving license.
    • 3 Years relevant experience in the assessment of development and building plans of a complex and large scale in accordance with Building  regulations.
    • Computer Literacy

    • Diploma (NQF Level 6) in the Built environment.
    • Valid motor vehicle driving license.
    • 4 Years relevant experience in the application and interpretation of the National Building Regulations.
    • Computer Literacy

    Preferred Requirements

    • 4 Years’ experience in the field on interpreting building plans of a large scale and complexnature from a National Building Regulations and Town Planning perspective.
