    Human Resource Development Practitioner

    PATERSON GRADE C5

    REQUIREMENTS

    •  A national diploma (NQF level 6) in Human Resource Management/Industrial Psychology/ Business Administration/ Human Resource Development/Public Administration with Human Resource Management modules a must.
    •  3 years in HR inclusive of experience in performance management systems, staff training & development, bursaries, internships, and recruitment.
    •  Computer literacy.

    KEY PERFORMANCE AREAS AND MAIN TASKS (BUT NOT LIMITED TO)

    •  Coordinate training needs as per personal development plans.
    •  Coordinate internal and external training initiatives as required.
    •  Analyse needs and maintain annual skills development plan.
    •  Ensure that training is scheduled according to plan and attended by the target groups.
    •  Develop and implement induction programme.
    •  Coordinate and manage performance management system for RAL through policy implementation and completion of performance agreements, performance charters, training plans and conducting bi-annual reviews.
    •  Ensure that excellent performers are rewarded in accordance with incentive scheme policy.
    •  Administer internal and external bursaries and ensure bursary contracts are in place.
    •  Recover debt arising from bursary recipients as and when required.
    •  Take minutes for Bursary Committee, PMS Committee and EE Committee.
    •  Attend to bursary queries with students and employees.
    •  Assist in the recruitment and selection processes.
    •  Recommend changes to the organisation structure to meet strategic needs for planning.
    •  Ensure the right mix of skills and staff is appointed.
    •  Facilitate the updating of job descriptions as and when required.
    •  Prepare and provide reports to HR Manager.
    •  Ensure accurate record keeping of HR information.
    •  Monitor, develop and manage employee wellness programmes of RAL (e.g. HIV programme) as annually determined.

    SKILLS AND COMPETENCIES

    •  Good interpersonal and communication skills
    •  Thorough knowledge of practices, legislation, and policies applicable to HR
    •  Ability to interpret policies and HR prescripts
    •  Administrative HR skills
    •  Ability to write submissions and reports
    •  Ethical conduct
    •  Be able to work independently, long hours and under pressure when necessary to meet deadlines
    •  Ability to deal with confidential information
