Manager: Illegal Connections – REF: ICMANAGER JW384EX/2023 at Johannesburg Water

PURPOSE

To effectively manage, by planning and controlling, the investigation of possible illegal connections (Water and Sewer) and thus support the commercial Loss section to minimize the loss of unaccounted for water that affects the income of Johannesburg Water and City of Johannesburg.

KEY RESPONSIBILITIES

• Assist the Manager: Commercial Loss in developing and planning activities to reduce criminal irregularities relating to the theft and misuse of water.
• Identify priorities for the Illegal Connection section, set goals and develop plans to achieve the goals.
• Plan the allocation of work to the Team Leaders to ensure that incoming work in proportionally split between the Team Leaders.
• Manage the capturing to the SAP system of all reported criminal irregularities.
• Manage the timely investigation of criminal irregularities and the issuing of Compliance Notices.
• Manage the issuing to the depot and completion by the depot of requests for legalization of illegal connections.
• Ensure that filed audits are carried out by Team Leaders.
• Ensure that data audits are carried out by the Team Leader.
• Ensure that equipment and resources are correctly utilized.
• Manage Health and Safety of section.
• Carry out on the job daily training to improve the work quality of staff as well as arrange in house training for staff.
• Conduct performance appraisals on subordinates and coach where necessary. Identify training needs of subordinates and compile their PDP’s documents.
• Check and sign vehicle log sheets of subordinates.

JOB REQUIREMENTS

Essential qualifications and experience:

• Business / Engineering / IT / Finance related Diploma or Degree (NQF 6 / 7).
• 5 years working experience which must include metering and billing, of which 2 years must be at supervisory level, 2 years data management experience, and 1-year proven customer liaison experience,

OR

• Grade 12 (NQF 4), 8 years’ experience as a supervisor in the illegal connection field.
• Experience in using GIS.
• Proficient in Microsoft Office.
• Valid Driver’s Code B License
