    Technical QI Lead

    Purpose of the position:

    The quality improvement (QI) technical lead will ensure the effective implementation, coordination, monitoring and evaluation of Priority Populations Preventions(PP-PREV) Programme interventions in TB HIV Care supported sites to ensure full integration between structural, behavioural, biomedical (including PrEP integration into sexual reproductive health services) and economic strengthening activities for adolescent girls and young women (AGYW).

    Minimum Requirements    

    • Bachelor’s degree
    • Successfully completed the IHI improvement advisor professional development programme or an equivalent
    • Experience working in health and social care settings is highly desirable but not essential
    • A minimum of 5 years of working with improvement teams
    • A minimum of 2 years of experience teaching the Sciences Of Improvement concepts methods and tools to teams
    • Experience in running large scale QI initiatives
    • Computer literate in MS Office
    • Valid code 08 driver’s licence
    • Proficiency in English and at least one other South African language
    • Clear criminal record

    Duties and Responsibilities    

    • Use robust electronic data collection systems to assess the provision of health interventions 
    • Setting up rapid appraisals and in-depth evaluations 
    • Supporting research into aspects of TB and HIV care for AGYW
    • Creating a vision for quality improvement (QI) within TB HIV Care and other stakeholders 
    • Building capacity for improvement within TB HIV Care and other stakeholders 
    • Guiding and directing TB HIV Care staff, and others, in the development, implementation and assessment of quality improvement initiatives for AGYW 
    • Leading and coordinating change initiatives in the sub districts 
    • Working closely with the PP_PREV QI teams to design, develop, execute and monitor improvement projects 
    • Assisting in the implementation of QI activities, including QI workshops and mentoring multidisciplinary facility QI teams 
    • Using data for project design purposes, including identifying opportunities for improvement 
    • Using data for assessing progress and reporting 
    • Supporting the TB HIV Care training unit and the National Department of Health (NDOH), including adapting standard operating procedures (SOPs) in order to implement (and sustain) more effective systems redesigned through the QI initiative
    • Support the dissemination of the QI work 
    • Document all actions, activities and procedures through timeous report writing and record-keeping 
    • Support TB HIV Care staff to provide technical assistance to identified AYFS clinics

    Professional Nurse Counsellor

    Purpose of the position:

    To provide a comprehensive mobile health service by providing HIV testing and counselling services linked to screening and diagnosing clients for TB and STIs. To provide treatment and clinical care to HIV & TB patients and ensure successful linkage to care and adherence, with a specific focus on the sex worker.

    Minimum Requirements    

    • Grade 12
    • Degree/diploma or relevant nursing qualification
    • NIMART trained & certified
    • 2-years’ experience in nursing after registration
    • Clinical HIV management experience is mandatory
    • Dispensing licence
    • Registration with the South African Nursing Council as a professional nurse
    • Computer literate in MS office
    • Valid code 8 driver’s licence
    • Proficiency in English and another South African language

    Duties and Responsibilities    

    • Coordinate and conduct outreach programmes and HCT services in the community, workplace, correctional services, farms, schools and DOH facilities
    • Develop a presentation outlining TB/HIV service provision
    • Coordinate visits to sex work community on outreach with collaborating organisation team
    • Maintain relations with managers by providing feedback on number of clients seen at sites

    NIMART Nurse

    Purpose of the position:
    The incumbent will provide comprehensive HIV and TB clinical services, integrated cascade of care, inclusive of diagnosing, treating, monitoring and evaluating communicable and infectious diseases. They will be responsible for the delivery of HIV and TB clinical services to patients at primary health care clinics in compliance with the project’s HIV and TB service profile and reporting requirements.They will work collaboratively with outreach teams and contracted community based organisations (CBOs) in monitoring adherence of decanted patients, e.g. reporting non-collection of medicine parcels at Central Chronic Medicine Dispensing and Distribution (CCMDD) pick-up points.
    Minimum Requirements    

    • Diploma in Nursing or Bachelor's degree (B. Cur) in Nursing
    • Valid SANC registration
    • NIMART trained and certified
    • Adult Primary Care (APC) is essential
    • 2 years’ experience in nursing post registration
    • 2 years’ experience in HIV and TB programmes
    • Experience with NIMART, CCMDD, Sexual Reproductive Health (SRH), Maternal and Child Health (MCH)
    • Dispensing licence will be an added advantage

    Duties and Responsibilities    

    • Provide services using evidence-based HIV and TB interventions in all streams according to the DoH policy, guidelines and SOPs.
    • Optimise HTS at facilities
    • Implement the Universal Test and Treat (UTT) policy according to the latest guidelines to support attainment of UNAIDS 95-95-95 targets
    • Monitoring referrals and ensuring successful referrals are validated
    • Support the Ideal Clinic Realisation and Maintenance (ICRM) programme and quality improvement interventions at the facility
    • Implement an effective appointment system and differentiated care models of the decanting programme
    • Promote patient decanting of stable patients by creating demand for the CCMDD service and TLD transition and identifying eligible patients

    • Monitor viral load uptake and suppression using eLabs
    • Develop an effective system to monitor viral load tests done on a weekly and monthly basis and results for action (rFA)
    • Scale up CCMDD patient registration and prescription on SyNCH

    Regional Manager

    Purpose of the position:
    The Regional Manager will lead a dynamic team that provides operational management and technical support across all aspects of the Care and Treatment (C&T) Programme. The focus is to provide direct service delivery implementation support, in conjunction with technical assistance and evaluation of health interventions. The regional manager will support and monitor HIV and TB clinical cascades to ensure integrated TB and HIV screening, prevention, diagnosis, treatment and continuity of care to strengthen the health system. The incumbent will be fluent with PEPFAR (CDC) initiatives and Department of Health objectives in order to balance funder and NDoH priorities.
    Minimum Requirements    

    • Bachelor’s Degree in MBChB, B. Cur or equivalent degree/diploma plus MPH or equivalent qualification
    • HIV and TB clinical management

    • Minimum of 5 years senior project/programme management level experience in a relevant programme area/field (preferably in the NGO sector)

    Duties and Responsibilities    

    • Advocates for integrated TB and HIV screening, diagnosis and treatment as well as continuity of care through UTT, HIVSS, community -based ART initiation and adherence to antiretroviral therapy
    • Adopts targeted screening for TB and STI amongst high-risk populations
    • Develops and coordinates the implementation of differentiated care models to strengthen the health system and render integrated TB/HIV and STI care to achieve the global targets including 95-95-95 for TB and HIV, and 70-70-70 for STIs
    • Collaborates closely with districts and the province to ensure that health systems within the district address individual, family and community capacity to increase consumer awareness and behaviour change and promote health, prevent diseases, and enhance the appropriate use of health services, including mental health, youth health, HIV and AIDS, TB and non-communicable diseases
    • Evaluates health interventions adopting QI methodology to analyse TB and HIV screening outcomes
    • Supports the use of robust electronic data collection systems to assess the provision of health interventions, and sets up rapid appraisals, and in-depth evaluations
    • Fosters an environment in which research aspects of TB and HIV care can succeed
    • Supports the implementation of improvement projects and innovations in health facilities
    • Supports facility, district and provincial QI reporting and data utilisation, linked to operational microplanning
    • Ensure the team is adequately trained and resourced to meet objectives
