    Divisional Manager Corporate Services

    Salary: i.e. Task Grade 16 (Provisional) - R659 924.51 to R856 607.78 per annum plus a Motor Vehicle Allowance and a Cell phone and Data Allowance payable in terms of a Council's Policy.
    Notice Number: HR 17/2025
    ESSENTIAL REQUIREMENTS:

    • Grade 12 certificate
    • relevant three (3) year tertiary qualification preferably (NQF level 7)
    • Bachelor's Degree in Public Administration or related field. a valid Motor vehicle Drivers Licence Certificate in Municipal Finance Management will be an added advantage.

    EXPERIENCE: Eight (8) years' or more experience covering broad of administration functions of which three (3) years must be at supervisory level.
    SKILLS AND ABILITIES REQUIRED:

    • Computer skills (MS Office) Public Relations skills Report writing Bilingualism Negotiation skills Good management, human relations, interpersonal and communication skills
    • Ability to give attention to detail High level of responsibility  Ability to work under pressure

    SCOPE OF KNOWLEDGE:

    • Plays a wide ranging research, problem solving and standard setting role and/or more focused research problem solving role;
    • Participates in, plans and leads projects. Supervises and / or co-ordinates various Administration staff; High level specialist / consultant or project leader within Corporate Services; and
    • Manage resources (staff, assets, budgets).

    KEY PERFORMANCE AREAS:

    • controls the Corporate Services key performance areas associated with Records management, Council Support and Secretariat portfolios through interpretation and alignment of functional objectives to the departments broader strategy framework, evaluate of policy frameworks, methods and systems with a view to recommending and implementing changes, managing the critical processes relating to the consolidation and preparation of Council's reports and the provision of input into the Bylaws and Policies of the organization and, executes administrative and compliance oversight responsibilities in relation to the preparation of department annual and adjustments budget and reporting on policies and process associated with legislative framework in order to ensure the functionality is positioned to support the organizational with accomplishing its statutory responsibilities and maintain compliance with good and accountable governance.

    • Employee wellness, providing strategic advice on the mission critical initiatives, programmes and interventions to support productivity, performance and discipline and, monitoring and addressing organizational compliance in relation to current practices in order to ensure the functionality contributes positively towards creating a motivating and enriching climate that supports job satisfaction, employee well-being and conformity with legislative prescripts and employment terms and conditions encapsulated in agreements regulating the sector.

    Labour Relations Officer

    Salary: R451 556.51 to R586 135.42 per annum i.e. Task Grade 13 (Provisional) plus Cellphone and Data Allowance payable in terms of the Council's Policy.

    ESSENTIAL REQUIREMENTS:

    • Grade 12 certificate relevant three (3) year tertiary Degree or Bachelor Degree in either Labour Relations or Human Resources Management or Law with specialization in Labour Law;
    • Four (4) years experience in Industrial Relations, knowledge of relevant legislations such as BCEA, LRA, Local Government applicable Acts EEA, Collective Agreements, etc. Good Communication Skills, negotiation and listening skills, Code B driver's license and be computer literate.

    KEY PERFORMANCE AREAS:

    • Oversees and controls the application of specialist labour relations knowledge to promote and maintain a sound industrial relations climate by attending to labour/ employee relations matters, in relation the entire organization and all occupational levels, guiding understanding of legislative and other related prescripts in relation to disciplinary and grievance processes and strike action, reporting to specifi
    • Committees on the status of the function, capacitating Management Representatives on the application and interpretation of policies and agreements, attending to administrative requirements with respect to the preparation, circulation and maintenance of reports, correspondences and notifications, the completing items for submission to Portfolio Committees and making available information in relation to employment equity requirement.

    Other Competency Requirements as Stipulated in Annexure A of the Government Gazette No 45181 Dated 20 September 2021 pages 52 - 61 - : Demonstrates all competencies from level 1 to 4.
