    SCM Manager

    • To provide strategic leadership and oversight of the (SCM) function through the development and implementation of procurement strategies, policies, and processes that comply with the PFMA, NT Regulations, the PPPFA, and other applicable legislation. The incumbent will promote good governance, transparency, value for money, and efficient procurement, overseeing strategic sourcing relationships.

    Job Description

    • Provide strategic leadership and oversight of the SCM function to ensure an effective, efficient, transparent, competitive, and compliant procurement environment that supports the ETDP SETA’s strategic and operational objectives.
    • Develop, implement, and review SCM strategies, policies, procedures, and systems to ensure alignment with the PFMA, National Treasury
    • Regulations and Instructions, preferential procurement requirements, and other applicable legislation.
    • Develop and manage the Annual Procurement Plan, ensuring it aligns with the ETDP SETA Strategic Plan, Annual Performance Plan (APP), and approved budget.
    • Lead and coordinate demand management, including procurement planning, needs analysis, market and industry research, commodity categorisation, life-cycle costing, procurement methods, and the preparation of specifications and terms of reference.
    • Oversee acquisition management and ensure that quotations, competitive bids, and procurement processes comply with legislation, National
    • Treasury prescripts, and organisational policies while achieving value for money.
    • Identify and implement suitable preferential procurement strategies and supplier development initiatives that advance transformation and support organisational priorities.
    • Establish, coordinate, and oversee the Bid Specification, Bid Evaluation, and Bid Adjudication Committees to ensure procurement processes are fair, transparent, compliant, and properly governed.
    • Oversee end-to-end procurement and contract management, including contract administration, supplier performance, renewals, and supplier relationship management.
    • Maintain and optimise the supplier database, while strengthening supplier performance management and stakeholder engagement.
    • Ensure compliance with the PFMA, National Treasury Regulations and Instructions, preferential procurement legislation, internal SCM policies, and all relevant legislative and governance frameworks.
    • Lead the annual SCM risk assessment, maintain the SCM risk register, implement mitigation measures, strengthen internal controls, and prevent irregular, fruitless and wasteful, unauthorised expenditure, and procurement irregularities.
    • Coordinate internal and external audits, drive the implementation of audit recommendations, and support continuous improvement in SCM governance and compliance.
    • Manage SCM financial resources by preparing and monitoring budgets, promoting cost-effective procurement, ensuring value for money, and tracking expenditure.
    • Prepare and present accurate monthly, quarterly, and annual SCM reports for Executive Management, the Accounting Authority, National Treasury,
    • DHET, and other governance structures as required.
    • Provide strategic procurement advice and expert guidance to the Chief Financial Officer, Executive Management, and internal stakeholders on all SCM matters.
    • Lead, manage, and develop the SCM team by setting performance objectives, monitoring performance, supporting learning and development, and fostering a high-performing, ethical, and customer-focused culture.
    • Perform any other duties aligned with the scope and responsibilities of the position, as may reasonably be delegated by the Chief Financial Officer.
    • N/B: The successful candidate will be required to enter into a Performance Agreement with the ETDP SETA in accordance with organisational policy.
    • The ETDP SETA reserves the right to subject shortlisted candidates to competency-based assessments, including psychometric evaluations, as well as verification and screening processes in accordance with its Recruitment and Selection Policy.

    Job Requirements

    • Minimum relevant qualification at NQF level 8 in Supply Chain Management/Procurement Management/Finance/ Commerce/Logistics Management/Public Administration or Public Management.
    • A Postgraduate Degree (NQF Level 9) in the relevant field of study will be an added advantage.
    • Professional membership with CIPS or other recognized SCM professional bodies will be advantageous.
    • A minimum of ten (10) years’ working experience in a Supply Chain Management (SCM) environment, of which three (3) years of experience must be at a Senio Management level in the public sector environment.
    • Extensive experience in logistical support, preferential procurement, and Bid committee processes and practices.
    • Demonstrated experience managing end-to-end procurement processes.
    • Experience in strategic procurement planning.
    • Experience in drafting, managing, and interpreting contracts.
    • Experience serving as advisor to Bid Committees.
    • Experience managing audits and implementing audit action plans.
    • Extensive knowledge of legislation regulating Supply Chain Management; experience implementing PFMA and National Treasury Regulations and a general understanding of BBBEE Act requirements in line with Procurement compliance will be preferred.
    • In-depth knowledge of the SETA landscape and Skills Development legislation.
    • Extensive knowledge of regulatory frameworks such as PMFA, Treasury Regulations, PPPFA, B-BBEE Act, SCM policy and Asset Management Frameworks.

    Senior Research Specialist

    Job Description

    • Develop and implement research data management practices that ensure the quality, integrity, confidentiality, security, accessibility, and governance of research data throughout the research lifecycle.
    • Design and implement quantitative and qualitative research methodologies, including surveys, interviews, focus groups, questionnaires, and mixed-method research approaches.
    • Analyse, interpret, and integrate quantitative and qualitative data using appropriate analytical tools and methodologies.
    • Produce high-quality technical reports, policy briefs, research papers, presentations, executive summaries, dashboards, and statistical reports for
    • Executive Management, the Accounting Authority, DHET, and other stakeholders.
    • Translate complex research findings into user-friendly reports and practical recommendations that support strategic decision-making and skills development interventions.
    • Monitor research performance indicators and develop reporting frameworks to measure the impact and effectiveness of research initiatives.

    • Prepare monthly, quarterly, annual, and ad hoc reports for Executive Management, the Accounting Authority, DHET, and other stakeholders.
    • Develop presentations, briefing notes, dashboards, and research publications to communicate findings effectively.
    • Provide regular progress reports and technical advice to the Manager: Research and Skills Planning.
    • Build and maintain productive relationships with employers, organised labour, government departments, research institutions, education and training providers, and other sector stakeholders.
    • Engage stakeholders to validate research findings and improve the quality and relevance of research outputs and WSP/ATR submissions.
    • Represent the ETDP SETA at sector forums, conferences, workshops, and stakeholder engagements.
    • Manage the appointment, contracting, performance, and delivery of external research consultants in accordance with procurement policies.
    • Review, evaluate, consolidate, and quality assure research reports submitted by external service providers before final acceptance.

    Job Requirements
    Qualification

    • A Postgraduate qualification (NQF Level 8) in Education, Economics, Management, Social Sciences, Statistics, Public Policy, Development Studies, or a related field.
    • A master's degree in the above fields will be an added advantage.

    Experience

    • At least five (5) years' relevant experience in research and skills planning within the Skills Development, public sector, education, or training environment.
    • Proven experience in labour market research, sector skills planning, and project management.
    • Demonstrated experience in research data management, including data governance, quality assurance, information management, and compliance with research ethics.
    • Proven experience in designing and implementing both quantitative and qualitative research methodologies, including surveys, interviews, focus groups, data collection, analysis, interpretation, and reporting.
    • Demonstrated experience in analysing large and complex datasets and producing research reports that support evidence-based decision-making.
    • Experience in managing Workplace Skills Plans (WSPs), Annual Training Reports (ATRs), and Sector Skills Plans (SSPs) will be an added advantage.
    • Sound knowledge of the Skills Development Act, Skills Development Levies Act, SETA Grant Regulations, National Skills Development Plan (NSDP), DHET policies, and the broader legislative and regulatory framework governing the skills development sector.

    Legal & Compliance Practitioner

    Job Description

    • Conduct legal research and provide professional advice on legislation, regulations, case law, and other legal requirements applicable to the organisation.
    • Draft, review, and maintain standard ETDP SETA legal agreements and templates, including Service Provider Agreements, Suretyship Agreements, Service Level Agreements (SLAs), Memoranda of Understanding (MOUs), Memoranda of Agreement (MOAs), and other legal instruments.
    • Assist with the negotiation of contracts and agreements with relevant institutions and draft legal correspondence as required.
    • Review and vet contracts, agreements, leases, and other legal instruments to ensure that they are valid, legally binding, appropriate, and aligned with the organization’s interests.
    • Facilitate the execution of legal agreements and provide guidance to employees and stakeholders on the interpretation and implications of contractual provisions.
    • Identify, assess, and advise on legal risks arising from contracts, agreements, and organisational activities.
    • Draft, review, and provide legal and compliance input into organisational policies, procedures, and governance documents.
    • Provide legal support in the management and resolution of disputes, including conducting relevant research and recommending appropriate courses of action.
    • Coordinate and respond to legal correspondence, including letters of demand, summonses and administer other court processes, and ensure that matters are appropriately escalated.
    • Liaise with external attorneys, advocates and legal advisors on specialised legal matters and prepare comprehensive briefs and supporting documentation where required.
    • Maintain and monitor litigation, dispute and legal matter registers and provide regular updates on outstanding matters.Conduct compliance risk assessments by identifying, analysing, evaluating, and monitoring compliance risks affecting the organisation.
    • Maintain and consolidate the organisational compliance universe and compliance profiles, ensuring that applicable legislative and regulatory requirements are appropriately monitored.

    • Monitor compliance with applicable legislation, regulations, rules, codes, standards, policies, procedures, and report identified non-compliance to the Line Manager.

    • Provide advice and support to business units on compliance matters and assist in addressing identified compliance gaps.

    • Compile monthly, quarterly, and other periodic legal and compliance reports for management, the Risk Management Committee and other relevant governance structures.

    Job Requirements

    • A Bachelor of Laws Degree, LLB or B. PROC equivalent recognized legal qualification at NQF Level 7.
    • At least five (5) years’ working experience in a legal environment in contract management, litigation and/or regulatory compliance experience.
    • Experience in developing and managing compliance monitoring programmes and reporting.
    • Proven experience in coordinating compliance issues at an organisational level
    • Strong contract drafting skills on commercial agreements (contract management) and administration.
    • In-depth knowledge of applicable Compliance and Risk standards and management
    • Exposure to litigation and dispute resolution processes.
    • Sound analysis, interpretation and application of laws and regulations knowledge
    • Computer literacy (MS Office packages) and an ability to work with data
    • A valid certified driver’s licence is essential
    • Completed articles within the legal environment would be advantageous.
    • A membership with the Compliance Institute of South Africa or any Legal Institute would be an added advantage.
    • Experience within a public entity, SETA or government environment will be an added advantage.
    • Knowledge of South African legislation and regulatory framework.
