    SHE Officer

    Job description

    The incumbent will be responsible to ensure that the Aveng Grinaker-LTA Safety standards are maintained and implemented on site (including Joint Ventures). Assist Management in coordinating, facilitating, implementing and controlling the Safety Management Programme within the Company in order to minimise or prevent losses that may occur to people, equipment, material and environment. Enforce compliance in accordance to Legislation regarding the Environment and Health & Safety of employees and contractors.

    Minimum Requirements ACADEMIC QUALIFICATION

    • National Diploma Safety Management / National Diploma Risk Management
    • Must be registered with SACPCMP
    • Relevant short courses in line with safety profession (OHSAS 18001, Auditor, HIRA, Incident Investigator, etc)
    • SAIOHS/other membership

    Experience

    • 5-10 years’ experience in relevant SHE field of which majority of this proven as SHE lead on project
    • Worked with SHE management systems which comply to ISO & OHSAS standards.
    • Multi discipline application (health, environmental, quality)
    • Multi discipline construction experience of which large scale building projects played a role

    System And Risk Management

    Duties & Responsibilities 1.

    • Establish and maintain the Site Specific Baseline Risk Assessment in accordance to the monitoring & reviewing programme.
    • Facilitate Issue Based Risk Assessments as per the Construction / Project plan for all activities. Assist in drafting of method statements in consultation with Contracts Management and Health & Safety Committees.
    • Compile site specific SHE related documents as per system requirements that contain appointments, various plans, registers & inspection checklists.
    • Conduct & record site Safety, Health & Environmental inspections on a daily basis.
    • Apply system checklists for inspection audits and any other form for control purposes and utilisation by Supervisors and Safety personnel.
    • Ensure SHE system is implemented and maintained in accordance with BU certification.
    • Establish SHE objectives, targets & improvement programmes and review them progressively.
    • Ensure that hazards, risks and control measures are reviewed and correct level of management involvement in risk review maintained.
    • Conduct scheduled internal audits up to date and filed in accordance with legislation.
    • Ensure that there are checklists for all areas to be inspected and perform critical parts inspections or specific item inspections.
    • Establish & follow-up on action plans for internal/external audits and NCR’s on a regular basis.
    • Ensure Contractors are issued with approved SHE specifications and associated Plans. Mandatary Agreements, Contractor Appointments and Letters of Good Standing with the compensation Commissioner are maintained.
    • Ensure Site SHE Plans comply with the OHS Act and Regulations by:
    • Developing site specific SHE plan and present to site management for implementation in accordance with OHS Act. & Regulations
    • Ensure the SHE Plan is approved by the Client and implementation is monitored on a regular basis.
    • Subcontractor’s Site SHE Plans/files are vetted and approved.
    • Ensure all plans and relevant documents are approved by Contract Manager (CR 8.1).

    Accident / incident investigations

    • Determine which of the loss exposures identified through audits, inspections, observations and meetings will respond to existing or available Safety and Risk Management techniques and activities and provide guidelines and advice management on the implementation of appropriate remedial and mitigating actions.
    • Maintain statistics on all accidents / incidents and near misses that occur on site.
    • Supply site management and Safety Manager with a comprehensive report detailing accidents / incidents and near misses.
    • Ensure that all incidents are timeously reported as per business standard.
    • Analyse and submit a report to site management detailing all accidents on a monthly basis. Consult accidents with Safety and Health Committee.
    • Ensure all Section 24 incidents are reported to the Department of Labour.
    • Ensure that all incidents of harm are reported to the Compensation Commissioners Office where applicable.

    Legislation

    • Ensure compliance to the Occupational Health and Safety Act and other relevant Acts.
    • Ensure that Regulations promulgated under the Acts. are adhered to by means of regular site inspections.
    • Ensure that Accidents are recorded and reported as required by legislation.
    • Ensure that pollution control and waste management comply with the legal requirements & waste management plans.
    • Ensure that all legal appointments are reflected in writing and according to legislation.

    Audits

    • Conduct Legal Compliance Audits monthly and highlight problem areas to Management.
    • Ensure that audits are conducted on Sub-Contractors.
    • Ensure that audit schedule is in place, non-compliances issues, NCR’s follow up on.
    • Ensure that all audits follow with action plans and that the required feedback is provided to the auditor and relevant parties.
    • All findings are to be verified & closed out within the required specified timeframe.

    Health & Safety Meetings

    • Ensure that the Safety and Health Committees are established and meetings comply with legal requirements in terms of Management and Worker representation and chaired by senior management.
    • Only attend as member of committee.
    • Attend monthly health & safety meetings and report safety concerns to site management.
    • Ensure all Health and Safety issues are addressed at the Committee Meetings, which include all incidents and recommendations to Management on corrective action/steps, which need to be taken
    • Ensure that the minutes of the meetings are signed and accepted by the Operations Director.
