    AML Program Assessment Senior Compliance Analyst (C12)

    Job Description

    The AML Program Assessment (PA) team acts as the key AML contact for the Treasury & Trade Solutions businesses for Foreign Correspondent Banks (FCB) and Payment Intermediaries (PI) and is primarily responsible for ensuring the timely and effective review, management, identification and escalation (where required) of AML risk as related to our FCB& PI client’s AML Programs, controls and activity.

    As part of their review, the team is responsible for ensuring that appropriate levels of due diligence and Know Your Customer (KYC) checks are conducted on FCB & PI relationships in line with relevant regulatory standards and for AML and regulatory training in regards to all FCB & PI relationships located across the relevant region and representation of AML in all relevant FCB & PI related forums. Additionally, the team undertake transaction analysis of these high-risk client accounts to confirm usage in line with client profile.


    Responsibilities:

    • Review of the FCB & PIs AML Program controls and identification of any concerns or weaknesses that may expose Citi to an unacceptable level of AML risk
    • Finalize/Review Periodic Transaction Reports, which includes identifying unusual/suspicious Red Flags, validating Negative Media, and analysing High-risk activity flows.
    • Full ownership of this process from start to finish is expected, including coordination of client interactions, follow up for client responses, acquisition of required information from internal stakeholders, etc. culminating in a written assessment of client AML program, including escalations as necessary.
    • Assist with ad-hoc projects to improve processes.
    • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
    • Additional duties as assigned.

    Qualifications:

    • Minimum 5 years relevant experience
    • General and broad understanding of key AML and reputational risks, including PEPs, Sanctions, A B&C.
    • Understanding of cash management products and correspondent banking.
    • Consistently demonstrates clear and concise written and verbal communication
    • Ability to work simultaneously with multiple conflicting priorities, timelines and stakeholders.
    • Excellent judgment and assessment skills; proactively employs personal curiosity to identify and research parties using a risk-based approach.

    Affirmations & Confirmations Officer

    Job Purpose:

    • The Affirmations/ Confirmations Officer key responsibility is to provide after-sales customer support to Citibank N.A. South Africa’s customers through various mediums of communication, primarily the telephone and e-mail.  The strategic objective is to continually realign operational or delivery capabilities with customer expectations.  To provide excellent customer service by adhering to the SLA between Treasury Ops and Treasury.
    • Settlement/confirmation and reconciliation of trades booked occurs timeously and accurately.
    • The Affirmation/ Confirmations Officer is also responsible to affirm and confirm trades for SSA Cluster branches.

    Job Background:

    Trops Management are dependent on the Affirmations and Confirmations Officer to update them on the details of customer activities so that they can identify the Key risk areas which can expose the bank in the event of any dispute with clients.

    Providing a single window for the customer’s problem-resolution, the Affirmations and Confirmations Officer prevents calls from being passed on to the operations areas so that, operations processing can occur without interruptions.

    Key Responsibilities:

    Daily

    Affirmation and Confirmations

    • Ensure efficiency and accuracy in completing daily functions in line with Local Operating Procedure (LOP)
    • On a daily basis review unconfirmed/unaffirmed deal reports received from support and follow up with Clients for their affirmation and confirmations.
    • Any discrepancies identified during the affirmation process must be escalated to Treasury for resolution.
    • Update trades in our booking system when affirmation or confirmation is received.
    • Send a daily list of unconfirmed trades to the Treasury Operations Head for review.
    • Investigating queries that cannot be resolved immediately by interacting with various operations areas and escalate to Supervisor if not resolved.
    • Following up on any issues remaining from previous business days.

    Investigation Process

    Nostro:

    • Investigate and reconcile all open items in our nostro’s accounts for South Africa and escalated to Seniors if required.
    • Investigate and reconcile all open items in our internal suspense accounts for South Africa and escalate to Seniors if required.
    • Query all non-receipt of funds with Clients or internal partners
    • Query all non-payments with our processing team for clarification and resolution.
    • Report all nostro breaks to SCOO/Treasury/Trops head/Risk/Relationship Associates and Relationship Managers for visibility and subsequent assistance in resolving the issues.

    Funding:

    Send account balances of all our Nostro accounts to Treasury for them to arrange funding if any account is overdrawn.  

    Reports:

    • Generate daily MIS reports:
    1. Reports from system called Missuite/Scheduler
    2. Nostro and Cluster nostro
    3. Unconfirmed confirmation reports (FX/MM, Options and Derivatives)

    MCA:

    • Assist in performing monthly Managers Control Assessment

    Knowledge/Experience:

    • Telephonic customer service in the financial services industry where emphasis was placed on product knowledge and resolution of varied problems.
    • Banking experience.
    • Computer experience (MS Windows, Excel, Access, Word)
    • On-the-job training provided for the Citibank systems and processes.
    • Understanding of the legal / audit requirements inherent to the job.

    TTS Client Onboarding Senior Manager

    Responsibilities:

    • Support High intensity client base on all account opening and account maintenance needs
    • Ensure customer queries are answered in the most efficient way possible, acting as the clients ‘Single Point of Contact’ for all your client queries and engage with Global partners where necessary to meet our client’s requirements

    Payments & Receivables Product Manager

    Key responsibilities:

    • Leads the overall performance of payments & receivables product suite, and monitors performance drivers for the products and portfolios

    Local Regulatory Reporting Head

    Job Purpose:

    The role is responsible for managing the Local Regulatory reporting team and their reporting responsibilities that includes the oversight, analysis and submission of all regulatory returns to the Prudential Authority (PA) and the Johannesburg Stock Exchange (JSE) while providing support to the US consolidation process.

    The purpose of the role is to manage and oversee the process regarding ensuring that regulatory returns submitted to key regulators of Citi SA are accurate and of high quality, analytical insights on these returns are available to management for the purpose of decision making, that strong controls are applied and implemented during the process, opportunities for process improvements are identified and implemented along the way and timely implementation of new directives and new regulations.

    The Regulatory Reporting Head is also responsible for managing the local ICAAP process and submission while being the key Finance liaison to the Prudential Authority with regards to questions and queries on the regulatory returns. 

    The Regulatory Reporting Head is also responsible for providing support to the CFO and Country Controller to protect the Franchise and to ensure Citi is appropriately managing regulatory related risks as it affects the business activities in the country.

    The role is based within the South African Finance team, led by the South Africa CFO and Country Controller, the roles reports directly through to the Country Controller. The Role heads the Regulatory reporting team, a sub team of the wider Finance team.

    In parallel with Citigroup’s extensive preparations for compliance with Basel requirements in the US, Citibank NA South Africa branch (“the branch”) reports reports on a daily, Monthly, Quarterly, Semi-annually as well as on annual basis to the Prudential Authority (PA). In addition, Citigroup Global Markets Ltd (‘CGMSA’) performs daily and monthly Capital Adequacy (CapAd) reporting to the Johannesburg Stock Exchange (‘JSE’). The importance of Regulatory Reporting and the relationship with the branch’s host regulators is a paramount function within South Africa Finance and for the entire branch activities and entails providing adequate support and insight to management and various business functions on both regulatory and financial aspects.

    Key Responsibilities:

    The role of Head of Regulatory Reporting is placed within South African Finance department reporting into the CFO and Country Controller. The overall objective of this role is to ensure accurate and timely submissions of regulatory and internal reports in accordance with local regulatory guidelines while adhering to policies and control framework. Responsibilities include:

    Managing the SA Regulatory Reporting team

    • BA returns submitted by Citibank NA SA include:
    1. Form BA100 – Balance sheet;
    2. Form BA110 – Off Balance sheet;
    3. Form BA120 – Income statement;
    4. Form BA130 – Restriction on investments, loans and advances;
    5. Form BA200 series – Credit Risk (Standardised Approaches);
    6. Form BA300 – Liquidity Risk including LCR and NSFR; 
    7. Form BA310 – Minimum Reserve balance and liquid assets;
    8. Form BA320 – Measurement of Market Risk (Value at Risk Internal Model);
    9. Form BA325 - Daily Return a selection of risk exposures arising from Trading activities;
    10. Form BA330 – Interest Rate Risk in the Banking;
    11. Form BA340 – Equity Risk in the banking book;
    12. Form BA400 – Operational Risk (Standardised Approaches);
    13. Form BA410 – Operational Risk Loss Events;

    • Regulatory returns submitted by Citigroup Global Markets (CGM) SA include:
    1. Daily Capital Adequacy (CapAd)

    • Manage and support the accurate analysis, submission and filing of reports to various constituencies (including local regulators, etc.) based on requirements such as IFRS and local statutory reporting rules
    • Overseeing and monitoring the production process of regulatory returns by Citi Service Centre (CSC)
    • Have a sound understanding of the financial statements and the accounting standards and their impact on various reporting aspects within Finance.
    • Provide analysis and responses to all issues relating to SARB and JSE queries on an on-going basis;
    • Proactively deal with the requirements of the regulators and effectively communicate and engage with the regulators;
    • Review, interpret and implement SARB and JSE regulations as required by the local regulator;
    • Application of strong internal controls, with a focus on continually strengthening the control environment;
    • Identifying areas where process improvements can be made to achieve efficiencies and a strong control environment;
    • Support the improvement of data quality as it pertains to financial and regulatory reporting;
    • On an annual basis, oversee and support the external regulatory audit;
    • Manage the internal capital adequacy assessment process (ICAAP) process and submission;
    • Supports capital management;
    • Support the CFO and Controller with ad-hoc requests;
    • Adhere to the policies and procedures relating to regulatory reporting;
    • Provide support and analytical insight of various financial and regulatory aspects and perform business analysis;
    • Provide support (preparation of committee packs, analysis of information for business purposes) for various management committee meetings and external meetings (Regulator on-site visits), including ability to assist with chairing meetings where required;
    • Working closely with Business partners and other functions to gain a thorough understanding of Citi SA’s businesses, risks and controls;
    • Produce metrics to senior management highlighting key regulatory issues and remediation status and maintain and enhance related operational and analytical procedures;
    • Interpret policies, guidelines, and processes and resolve complex problems and transactions;
    • Has the ability to operate with a limited level of direct supervision;
    • Can exercise independence of judgement and autonomy;
    • Acts as SME to senior stakeholders and /or other team members; and

    Structured Trade Lead - Location Flexible SA

    Responsibilities:

    • The Structured Trade Head is responsible for overseeing the Trade Structuring Transactors, Analysts and Specialists within SSA, across all industry and client segments
    • There will be a small group of Full Time Equivalents managed within the group and the portfolio will be material to the overall Trade & Working Capital business
    • Responsible for setting the strategy for the team, managing the budget, driving origination, structuring and executing transactions across SSA
    • Responsible for coordinating up with the SSA Trade & Working Capital Head to set and manage the overall Pillar
    • Responsible for executing against his/her financial and risk framework and reporting on a monthly basis against their targeted goals and objectives
    • Designated as the first line of defense in regards to the governance and management of the Product, Credit Risk, Operational Risk and Compliance Risk for sub-function
    • Effective and timely coordination with the respective Coverage, Client Solutions, and Support functions within SSA
    • Represent Citi\TTS\Trade at the respective industry forums and councils for Trade Structuring matters or as requested
    • Proactively identify market conditions and trends that impact the Product Pillar or function, and provide timely, viable and manageable solutions to address as needed
    • Credit Structuring skills and risk assessment experience within the Trade Finance, Commodities, Asset Distribution, EAF Pillars and Trade & Working Capital Credit processes - Global Deal Review
    • Product knowledge of Trade Product set and the critical essential conditions as outlined in the Global Product Programs and Risk Acceptance Criteria
    • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

    Qualifications:

    • 15+ years of experience, including 8-10+ years' managerial experience
    • Extensive Trade Product and Credit Risk Management and Principle experience
    • Knowledge of the Citi Infrastructure (or similar) processes in regards to Risk management and Operational processing within SSA
    • Exceptional organization skills
    • Tertiary level education

    Education:

    • Bachelor’s/University degree, Master’s degree preferred and managerial experience
