    Assistant Director: Human Resource Management

    Requirements

    • An NQF level 6 (National Diploma) or NQF level 7 (Bachelor’s Degree) in human resource management or a related field. A minimum of 5 years’ experience in human resource management, including supervisory experience. Knowledge of policy development and implementation. Knowledge of HR transactions and related processes.

    Duties

    • The incumbent will be responsible for the effective management of the total human resource function for LOCMA. Implement HR policies and strategies and ensure compliance with HR policies for all employees. Address payroll and salary-related matters. Approve prescripts for staff transfers and interdepartmental movement. Oversee the Performance Management and Development System (PMDS) measures. Regularly analyse trends and recommend policy updates and amendments. Manage service benefits and conditions and implement HR transactions within the delegated framework. Advise managers on transaction processes.
    • Administer employment equity and employee wellness programmes. Manage the development and submission of legislative requirement reports and plans. Facilitate HR-related training for staff. Manage recruitment, selection and general HR provisions by developing and implementing recruitment and PMDS plans. Conduct roadshows to communicate key HR policies. Maintain and administer an HR database and provide accessible HR-related information services. Monitor and evaluate the implementation of all HR policies and ensure that employees are appointed as per HR prescripts. Evaluate the implementation of the HR information policy in the CMA and measure compliance in terms of HR information processes and service level agreements (SLAs) with other stakeholders.
    • Facilitate effective labour relations management, including grievance handling, disciplinary processes and resolution of disputes. Manage personnel records by maintaining updated HR records while ensuring confidentiality, implementing safeguards against loss or theft, and keeping clear tracking of file movements. Supervise and support staff, set work goals and monitor progress, and organise training and career development. Ensure compliance with HR policies and labour laws. Manage staff leave, attendance and performance appraisals.

    Requirements

    • Promote labour relations services by researching and developing training material, delivering in-house training and workshops, providing updates on new procedures, legislation and policy, and determining training needs to address trends. Manage the unit, including performance management, training and development, discipline management, resource allocation, case management, general correspondence and routine reports.

    Requirements

    • A relevant NQF level 6 qualification as recognised by SAQA in human resources. A minimum of 1 year’s experience in human resource administration.     • Implement the Performance Management and Development System (PMDS) by assisting in analysing the alignment of individual performance agreements with the business plan, keeping records of individual performance agreements, providing support in the implementation of PMDS decisions, and supplying statistics on PMDS issues.

    Information Technology Technician

    Requirements

    • A relevant NQF level 6 qualification. Certification as a Microsoft Certified Engineer (MCSE) or Microsoft Certified Solutions Associate (MCSA).     • The incumbent will be responsible for providing information technology systems and technology to users for LOCMA. Install new hardware and software acquired by conducting client needs analysis, equipment and software analysis, physical inspection of equipment for visible defects and testing of equipment; connecting peripherals to their stations, including driver installation; providing the necessary training in the operational use of equipment; and rolling out new software on computer equipment. Maintain existing hardware and software by following up on logged complaints, investigating the cause of failure and rectifying where possible, resolving warranty issues where equipment falls within this category, and advising clients on the future use or replacement of equipment and software.
    • Configure hardware and software by investigating calls for reconfigured hardware and software, analysing client needs, investigating equipment and software capabilities, reconfiguring hardware and software to meet clients’ new needs where possible, and advising on alternative, more appropriate solutions where configuration cannot meet the needs. Decommission hardware and software by receiving equipment to be removed from the system, permanently removing all data from equipment with memory capabilities, following supply chain management disposal procedures, and updating the hardware and software assets register.
