    Manage: Knowledge Management X1

    Main purpose:

    • To develop and implement processes, infrastructure, and information resources to facilitate the creation and utilisation of corporate knowledge, expertise, and information to ensure the preservation of institutional memory.

    Minimum qualification and experience:

    • B Degree in Library or Information Science (NQF 7). Knowledge Management Certificate. Five years’ experience in knowledge management, of which two years’ is at a supervisory/management level, within the public sector. Experience within the law enforcement would be advantageous.

    Key performance areas (Include but not limited to):

    •  Market Research. Implementation of centre of excellence and knowledge management platform. Document management support. Departmental planning and implementation.

    Management Accountant

    Main purpose:

    •  To coordinate the budgeting process, prepare and monitor the actual vs budget on a provincial level. Coordinate the compilation of the Estimates of National Expenditure monthly and quarterly reporting to Treasury and Department of Justice. Input into the analysis of financial information to allow organisation to make well-informed decisions to ensure financial sustainability, in accordance with PFMA principles (Efficiency, Effectiveness, and Economic Use of Resources).

    Minimum qualification and experience:

    • B Degree in Management Accounting or Financial Accounting (NQF 7).  Five years’ experience in management accounting or financial management, of which two years’ is at a supervisory/management level.

    Key performance areas (Include but not limited to):

    • Budget Process Management. Monthly Management Accounts. Statutory Monthly and Quarterly Financial Reporting. Financial Analysis, Provincial Financial Oversight and Support to Central Programme Management Office. Internal Financial Controls and Staff Management.

    Technical skills:

    Practitioner, SCM - Demand and Disposal - Travel Management (X2) - 2 Years Fixed Term Contract

    Main purpose:

    • To provide travel bookings/management services and all administrative functions relating to travel bookings/management for the Special Investigating Unit’s Head Office and all the Provincial Offices.

    Minimum qualification and experience:

    • Diploma or Certificate in Travel Management and Tourism, Supply Chain Management, Financial Management, Public Administration or equivalent (NQF 5/6). Two – Three years Experience in Travel Management/Bookings.

    Key performance areas (Include but not limited to):  

    • Travel Bookings/Management. Administration relating to Travel Bookings. Preparation of Travel Authorization documentation for travel requests. Liaising with travel agents and concluding reservations as per travel authorizations. Timeous submission of subsistence allowances for traveling members.  Accurate recording / capturing of information on the unit’s accounting system.  Filing of all travel documentation.

    Technical skills:

    • Negotiating. Analysis. Administration. Good Communication. Interpersonal. Report writing. Planning and organising. Time management. Ability to work under pressure and meet strict deadlines. Maybe required to work longer hours and to be available.

    Required knowledge and Behavioral (include but not limited to)

    Chief Forensic Lawyer

    Main purpose:

    • To deliver on projects through the provision of quality forensic legal services during national, provincial and strategic investigations into maladministration and corruption within State institutions, in support of the Multi-disciplinary approach (“MDA”) to all projects / assignments.

    Minimum qualification and experience:

    • B. Proc or equivalent (NQF 7). Admitted as an Attorney / Advocate. Five years’ Forensic Lawyer experience, of which two years is at supervisory/management level. Experience in Public Sector Investigations.

    Key performance areas (Include but not limited to):

    • Lead Forensic Legal Investigation Participation on National, Provincial and Strategic Projects. Conduct Forensic Legal Investigations on More Complex National, Provincial and Strategic Projects. Participation in Remedial Action Proceedings. Forensic Legal Area Compliance. Guidance and Mentorship to Forensic Lawyers.

    Technical skills:

    • Problem solving. Analytical. Communication. The ability to testify as an expert witness. Coaching and mentoring. Facilitation. Negotiation. Risk management.

    Required knowledge and Behavioural (include but not limited to):

    • Thorough knowledge of the laws, rules, and legal precedents pertaining to evidence, searching of premises, and the technical aspects of conducting interviews. Sound knowledge of the investigation environment and forensic legal principles. Sound knowledge of the applicable legislation (e.g. Criminal law, Criminal Procedure Law of Evidence, etc.). Sound knowledge of investigation techniques. Sound knowledge of public sector legal environment (PFMA, MFMA, Treasury Regulations and other relevant Treasury Directives). Knowledge of corporate governance and ethics. Knowledge of IT environment as well as financial systems and processes. Knowledge of project management principles.

    Applications Developer - 2 Years Fixed Term Contract

    Main purpose:

    • To develop and modify source code for software applications. To create and test applications designed and developed for use within SIU, applying knowledge of the system development lifecycle in developing new applications. Manage the applications lifecycle by applying knowledge of coding principles in developing applications. To collaborate with other Business Units and ICT team members in planning for, designing, developing and deploying applications.

    Minimum qualification and experience:

    • Three years’ ICT Degree or equivalent NQF level qualification. Five years’ experience in ICT with three years in designing and application development.

    Key performance areas (Include but not limited to):

    • Understanding client requirement and how they translate to new application features. Design and create prototypes according to specifications. Writing high-quality code to program compete applications on schedule. Perform unit and integrated testing before launch. Conduct functional and non-functional testing. Troubleshoot and debug applications. Evaluate existing applications to reprogram, update and add new features. Develop technical documents and handbooks to accurately represent application design and code.

    Required knowledge and Behavioural (include but not limited to):

    • Knowledge in designing and developing applications. Working knowledge of programming languages such as Java, C#, .Net, Python etc. Excellent understanding of software design and programming principles. Good analytical thinking and problem solving skills. A team player with excellent communication skills. Good attention to detail and time-management skills. Creative and good analytical skills.

    Risk Committee Membership (X3) 3 Years Fixed Term Contract

    Main purpose: 

    • To provide an oversight and advisory services to the Accounting Authority on Enterprise Risk Governance.

    Minimum qualification and experience:

    • A minimum of an NQF Level 8 qualification in Risk Management, Internal/External Audit, Law, Accounting, Compliance, Corporate Governance or equivalent.
    • A minimum of five years senior/executive management experience in Risk Management, Internal/External Audit, Law, Accounting, Compliance and Corporate Governance.
    • A minimum of certification with CGISA, IODSA, IRMSA, Attorneys’ or Advocates’ Admission will be an added advantage.
    • A minimum of three years’ experience of serving in corporate governance committees will be an added advantage.

    Key performance areas (Include but not limited to): 

    • Ensure compliance with the approved SIU Enterprise Risk Management (ERM) Policy Framework and Standards;
    • Governance of emerging risk and delegate risk management responsibility and authority to relevant individuals or sub-committees;
    • Review the adequacy and overall effectiveness of the SIU risk management and its implementation by management, and ensure risk is appropriately considered in decision making throughout the SIU ;
    • Determine the structures and systems to be used by SIU to prudently manage risks.
    • Provide governance oversight over Fraud and Ethics matters
