    Airworthiness Inspector - Avionic

    OVERALL PURPOSE OF THE JOB

    To perform avionics expertise during certification processes:

    • making recommendations regarding the issuance or amendment of approvals
    • making recommendations concerning any special conditions that, in light of the investigation, may need to be imposed
      informing the relevant party of any deficiencies needing rectification
    • making recommendations concerning appropriate enforcement action

    SITE AND ORGANISATION INSPECTIONS

    • Conduct routine inspections such as the inspection of aircraft and organisations and carry out oversight or checks considered necessary at prescribed intervals.
    • Assess the effectiveness of the organisation’s SMS and the level of resources allocated to it.
    • Conduct such inspections or oversight in accordance with an established work programme and applicable standard procedures and instructions.
    • Advise the organisation, in writing, of any significant deficiency, requesting a proposal for remedial action.
    • Conduct follow-up on inspection reports to ensure that appropriate action has been taken in a timely manner.
    • Submit reports on each inspection or investigation in the manner prescribed, and complete and process the applicable inspection forms.
    • Investigate and report, as required, possible violations of the aviation law or related safety operating regulations and rules.
    • Continuously review the aircraft of organisation’s pertinent documentation (e.g., manuals, company policies, instructions) and information to staff and system of amendments to determine whether they are accurate and made available in a timely manner to persons requiring their use.

    Testing Standards Pilot (Exams) - Midrand

    PURPOSE OF THE JOB

    • To develop and amend civil aviation regulations in consultation with the technical departments and the Civil Aviation Industry.
    • To ensure compliance with ICAO requirements and national legislation in order to ensure aviation safety, security and regulatory efficacy.
    • Evaluate applications related to Exemptions, Alternate Means of Compliance and Special Approvals, make recommendations in regard to the outcome of the application and ensure consistency in the consideration of all applications. A risk-based approach is to be utilised when performing all evaluations in determining the level of safety.

    REGULATORY DEVELOPMENT

    • Review ICAO Annexes and Recommended practices to assess the adequacy and completeness of the South African Civil Aviation Regulations and Technical Standards and develop the appropriate Regulations or Regulatory amendments to ensure SACAA compliance
    • Attend ICAO work group and Flight Training panels, international seminars so as to stay abreast of all applicable Flight Training Regulatory changes, liaise with the South African Aviation Industry to develop the appropriate Regulations or Regulatory amendments as required to ensure SACAA compliance prior to ICAO applicable dates
    • Review International best practice and Regulations to ensure SACAA conforms to International Regulatory Standards
    • Liaise with Industry regarding Regulatory changes to determine the necessity and/or impact of any regulatory changes on the South African Aviation Industry
    • Analyse significant defects reports regarding aircraft and determine if any regulatory changes are required to address where trends show that Flight Training may be affected
    • work with the aviation industry, other governmental organizations, and the public in safety matters;
    • establish relationships with foreign authorities for cooperation on Regulatory developments
    • Attend all CARCOM, ASO and Personnel and Licencing workgroup meetings, prepare and deliver all Regulations, recommendations and research material as required;

    EXEMPTIONS, AMOC, SPECIAL APPROVALS ANS REPORTS

    • Assess Personnel and Licencing related Exemptions, AMOC’s and Special Approvals in relation to the risk, hazard and safety impact to the SACAA, lives and the industry;
    • Evaluate the Industry risk assessment of all Exemptions, AMOC’s and Special Approvals to determine if the feasibility of the application;
    • Liaise with the applicable manager and/or area inspector affected by the application regarding the content of the application;
    • Make recommendations to the review board, Legal and Management as per the outcome of the evaluations done. Notify the applicant and the applicable manager of the area affected of the outcome on completion of the process;
    • Compare all applications to previous applications received and ensure consistency of evaluation results taking content and feasibility into account;
    • Record all applications in the register and evaluate any new applications to previous applications to determine any trends that might be developing. Evaluate any trends in applications for Exemptions, AMOC’s and Special Approvals so as to determine the reason for the developing trends;
    • Inform the applicable departments within the SACAA of any trends arising
    • Inform the industry of any trends arising.

    COMMUNICATION AND SAFETY PROMOTION

    • Address Industry stakeholder problems/queries in an exemplary manner.
    • Provide Industry feedback to the Authority.
    • Inculcate upon Industry stakeholders safety prerequisites and procedures.

    PROPOSAL AND REVISION OF STANDARDS

    • Proactively research, develop and propose specific standards to be applied in the area of Flight Operations

    Requirements

    Minimum Qualification:

    • Grade 12
    • Airline Transport Pilot License or Exam credits
    • GR 2 flight instructors rating

    Ideal Qualification:

    • Experience in regulation development, participation in ICAO Task teams and work groups

    Investigator: Accidents and Incidents - Midrand

    Overall, Purpose of the Job

    •  The SACAA-AIID’s function is to improve safety and public confidence in the aviation transport through excellence in: Independent investigation of transport accidents and incidents and other safety occurrences, Safety data recording, analysis and research, and fostering safety awareness, knowledge and action.

    Investigation Management 

    • The role of a Aircraft Accidents and Serious Incidents Investigator (AASII) is multifaceted and therefore more encompassing than just attending aviation accidents and incidents sites. Whilst having a credible level of specialist knowledge based on appropriate qualifications and relevant industry experience is desirable, AASIIs must be able to demonstrate: 
    • Personnel management and leadership skills capable of leading a team of like-minded professionals within a collaborative environment.
    • Analytical and written skills capable of producing a final published safety investigation report.
    • Project management skills capable of achieving a defined outcome, with agreed resources and within a prescribed time period.

    • As Investigator IIC, lead and oversee all aspects of the planning and delivery of an investigation project plan, including resource and workload allocation, regular and clear communication with managers, team members and key stakeholders, staying within the scope of the investigation and achieving outcomes within the prescribed period, 
    • As an investigation team member, work collaboratively with others to collect and evaluate evidence and provide high quality analysis to consolidate investigation safety factors,
    • As Investigator IIC, prepare timely, well-reasoned and written robust investigation reports and correspondence,

    Certification Engineer - Midrand

    OVERALL PURPOSE 

    • Evaluation/assessment and verification of compliance with design and production standards for the issuance of type certificates, conduct type acceptance, approve changes in type design (modifications) and major repairs in accordance with approved procedures, approve and oversight design organisations, conduct engineering inspections, approve parts and appliances for use in aircraft, analyse aerodynamic performance on aircraft, conduct airworthiness assurance of issuance of experimental certificate, issue noise certificates, conduct engineering research including any ad hoc projects and also make recommendations on processing of applications and certificates

    Overall, Purpose of the Job

    Front line

    •  To provide a friendly and efficient front-line service for the SACAA and its clients, by greeting, directing and assisting them get service.

    Administrative Duties
