    Project and M&E Officer

    Job Description

    The Project and M&E Officer is responsible for the effective leadership and management of the district teams in line with the project objectives, budget and timelines. This includes overseeing, planning, management and implementation of activities by the members of the team, the day-to-day management of all operations and interactions within the project. The Project and M&E Officer will be responsible for coordinating all aspects of the project’s M&E activities, including establishing and maintaining site level data quality and data management; overseeing routine data collection, entry, analysis, reporting and filing; building capacity of site level and provincial program staff on data use for decision making and use of electronic tools; working with provincial partners; and donor reporting, including adaptation of tools to facilitate reporting on required indicators. 

    This position requires extensive TB programming experience, deep understanding of the public health system, Monitoring and Evaluation experience, quality improvement knowledge and experience, as well as excellent analytical, interpersonal, organizational, communication skills and the ability to exercise own discretion, and the ability to strengthen good relationships with all internal and external stakeholders.

    Key Performance Areas:

    Program Management 

    • Lead the implementation of ACCELERATE 1 activities in the identified communities
    • Conduct TB/DR TB, HIV and NCDs training needs assessments for the m2m ACC1 team
    • Conduct training related to TB/DRTB, HIV and NCDs management, both clinical and managerial with the intension of improving TB treatment outcomes in the designated communities
    • Provide mentoring and technical assistance in the implementation and operationalization of the project’s interventions at the community level to the Community Coordinators and Peer Mentors
    • Ensure compliance to environmental management standards of project activities
    • Develop, implement and monitor workplan for model sites in assigned District 
    • Develop and manage geo-location (site and community) budgets including reconciling of site expenditures and budgets, as well as the smooth running of sites
    • Liaise with Community Coordinators and SI Coordinator to assess site performance and implement joint interventions as required

    Supervision 

    • Manage performance of the Community Coordinators and Peer Mentors including work schedules and leave for all site staff
    • Mentor and provide on-going coaching to Community Coordinators and Peer Mentors including provision of supportive supervision at site level and ensure high level of motivation and productivity for the team.
    • Ensure adequate project implementation controls, processes and procedures to promote compliance and stewardship of human/financial resources.
    • Promote a values-based culture amongst direct reports
    • Overall Human capital management

    Monitoring and Evaluation 

    • Work in collaboration with M&E and project teams to implement M&E activities at district and provincial levels in line with organisational and donor requirements
    • Coordinate and oversee the implementation of all M&E activities, including site level data collection, timely submission and reporting in DHIS2 and donor databases, data quality audit and improvement plans, report generation, analysis and interpretation
    • Manage data entry and extractions as required for project monitoring
    • Lead M&E training of Community Peer Mentors and Community Coordinators and provide ongoing capacity building on m2m M&E, data documentation, monthly data compilation and data quality check techniques.
    • Support documentation of lessons learned, reporting, and presentation
    • Compile monthly services statistics, compile site and district service reports and assess areas for quality/service improvement 
    • Develop district improvement plans and roll-out interventions to promote continued service integration, quality and effectiveness (where needed)
    • Ensure  proper use of correct version of  Project tools and the availability of the resources to Community Coordinators
    • Mentor programme staff in M&E, data use for decision-making and quality improvement
    • Sound knowledge of South African District Health Information Systems framework
    • Demonstrated experience in M&E reporting to USG/PEPFAR and other bilateral or multilateral donors strongly preferred

    Stakeholder Management 

    • Representation of m2m in District coordinating forums including managing strategic relationships with District Health teams including TB HAST counterparts at the provincial/district Department of Health level, and other implementing partners/stakeholders
    • Collaborate with facilities to facilitate continuity of care and improve linkage into care and treatment outcomes

    Job Requirements

    Qualifications and Experience:

    • Degree in Nursing Science, Public Health, Social Science or related field.  Certificate in Project Management or other management field
    • Proven experience and track record in the implementation of  TB/DR TB and HIV/AIDS clinical and community care
    • Minimum of 5 years’ experience in a medical healthcare environment with at least 2 years’ middle management experience 
    • Proven experience in working with M&E systems and tools
    • Strong project management experience 
    • Applied knowledge of Human Resource Management
    • Demonstrated experience in M&E reporting to USG/PEPFAR and other bilateral or multilateral donors strongly preferred
    • Proven ability to mentor programme staff in M&E, data use for decision-making and quality improvement
    • Sound knowledge of South African District Health Information Systems framework. 
    • Experience conducting data quality audits in the health sector
    • Experience supporting the use of electronic client management tools strongly preferred
    • Experience of managing discreet budgets and reconciliation of accounts
    • Experience in maintaining strategic relationships with external stakeholders at multiple levels  
    • Experience in data use and dissemination 
    • Experience and understanding of the DOH TB data reporting systems
    • Proven ability to mentor programme staff in M&E, data use for decision-making and quality improvement
    • Sound knowledge of South African District Health Information Systems framework
    • Demonstrated experience in M&E reporting to USG/PEPFAR and other bilateral or multilateral donors strongly preferred
    • Knowledge of DHIS2, CommCare, SPSS, Epi info, Epi-data or Stata packages (at least one of these)
    • Knowledge of and experience using data visualisation platforms such as Power BI, Tableau
    • Computer literate: (Office suite: Word, Excel, Outlook), Internet
    • Ideally, a valid (unendorsed) code 08 (EB) driver’s license, with own car and willingness to travel.

    Internal Communications Specialist

    Job Description

    The Internal Communications Manager is responsible for designing, implementing, and measuring an internal communications strategy for mothers2mothers. The overall goals of the internal communications strategy are to ensure that employees feel engaged, informed, and empowered to accurately represent m2m and our work; to ensure that the latest materials and facts are available to teams in a timely and accessible fashion; and to foster the bond between employees and the organisation. Achieving this effectively is essential to realising the goals of m2m’s 2022- 2026 strategy. 

    Key Performance Areas: 

    Strategy and Plan Design, Implementation and Measurement: 

    • Lead in the design of m2m’s first internal communications strategy (aligned to the organisational strategy and communications strategy), an action plan to achieve it, and a measurement framework so we can adjust as needed. This will be done collaboratively with the Executive Office, Communications, and HR teams. Stakeholder mapping, engagement, and education will be an important outcome. Execution will also include collateral development for key items identified in the strategy and plan, working collaboratively with the communications team to adapt existing materials and develop new ones.
    • Devise content, research, and write m2m’s fortnightly employee email newsletter. 
    • Work with established external technology consultant to develop and roll out m2m's inaugural Intranet presence and maintain it thereafter. This will include developing frequent updates applicable to employee audiences and working with m2m’s technology service provider to support employee engagement with this platform.

    Messaging Training, Support, and Engagement for Country Leadership, Head Office, and GRM Teams: 

    • Ensuring that key individuals across the organisation deeply engage with m2m’s messaging and supporting materials and understand how to accurately represent our work to internal and external audiences. 
    • This will include training, regular updates, specific campaigns, and other initiatives as agreed in the strategy and plan. 

    Impact Reporting and Statistics: 

    • Project manage the production of m2m’s quarterly impact report, ensuring that all relevant departments share data, stories, and content in a timely, high-quality fashion and that this important product is delivered for external audiences, and understood and used internally. 
    • Collaborate with broader m2m communications team on external projection of this report.
    • Manage and maintain m2m’s internal “master statistics” document, a compendium of frequently used facts and figures from internal and external sources.

    Executive Support: 

    • Support the President and CEO by devising an effective personal internal communications strategy to allow for more frequent communication and effective engagement across the diverse team. 
    • This will include leading preparations and presentations for regular all-team town halls, other large group meetings, Board meetings, and new channels and tactics as you may identify, and working with other Executive Office and Communications team members in preparing for these fora.
    • Provide ongoing copywriting support for President and CEO emails to staff covering a diverse range of topics. 
    • Collaborate with the digital team to translate some of these outcomes into social media posts. 

    Job Requirements

    Qualifications:

    • Educated to degree level or equivalent.
    • A relevant academic background such as communications, business management, organisational psychology, or public health is advantageous but not essential.  

    Experience:

    Essential:

    • At least four to six years’ relevant professional experience, demonstrating career progression and increasing responsibility.
    • Experience planning, implementing, and measuring internal communications strategies (aligned with organisational messaging and overall communications strategy) in a complex, multicultural environment. 
    • Strong experience with digital tools for sharing information and encouraging uptake, especially SharePoint and MS Teams.
    • Comfortable working in a data-rich environment, able to do basic analysis, and to help tell a story with data, including through visualisations. 
    • Excellent written, verbal, and interpersonal skills, and a craft for compelling and engaging storytelling, with the proven ability to write and develop content for diverse internal audiences. 
    • Experience working with global and multicultural teams that can span several time zones, including engaging confidently with C-suite leadership and ensuring their messages are effectively communicated to global employees.
    • Experience engaging with creative teams to create print and electronic assets for internal communications purposes. 
    • Experience in preparing, and leading, effective presentations on complex topics for diverse audiences. Effective user of Microsoft365 tools, especially PowerPoint and Word.
